Tennessee · Getting Your First License as an Adult

Tennessee's First-Time Adult License, Start to Finish

This page is for adults 18 and over going for a first Tennessee Class D license. The decision to make before anything else is whether you want the REAL ID star card, because it changes which Social Security document you bring. No course is required. Start online, carry originals to the center, clear three tests (eyes, written, driving) and pay $28 for an eight year card at October 2026 prices. Most adults buy a $5.50 permit first and get practice time with a licensed companion who is at least 21.

Step by step

  1. Pick standard or REAL ID

The star card lets you board flights and enter federal sites. It costs the same on a first application, but you must prove your full Social Security number on paper.

  2. Apply and upload

Open the Non-Commercial Driver License application in e-Services and send documents for pre-approval; give it up to five business days.

  3. Test at a full service center

First time applicants cannot test at an express center. The knowledge test is first come, first served; an appointment is optional.

  4. Practice on the permit

Get the permit ($5.50) and keep someone licensed and at least 21 in the passenger seat until traffic, highways and parking feel routine.

  5. Book the road test and pass it

Slots open 45 days out. Show up a quarter hour early in an insured car with current registration, bring your supervising driver, and keep errors to six or under.

  6. Pay and collect

The $28 can be paid in cash, by check or money order, or by card, and the license is good for eight years.

How the adult path differs

At 18, or earlier if you already hold a diploma or GED, the graduated license law stops applying. That means no SF1010, no parent affidavit, no 180 day permit hold and no 50 hour certificate, and the card you get is a regular Class D rather than an intermediate one.

Testing is identical. The three tests are the very ones a 16 year old sits, and the same waits after a fail.

Before you go: documents and the REAL ID choice

Only originals or certified copies are accepted, even after an online pre-approval, and the Department may confirm them with the issuing agency. Federal law requires REAL ID applications in person. You can tell them apart: the REAL ID version carries a star inside a black circle, and the standard version says NOT FOR REAL ID ACT PURPOSES.

  • Citizenship or lawful presence: one document, for example a Permanent Resident Card, a naturalization certificate, a U.S. passport, or a birth certificate certified by the issuing state
  • Social Security: say the number for a standard card; for REAL ID, paperwork printed with every digit (card, pay stub, 1099 or W-2)
  • Residency: two items no more than four months old, for instance your voter card, your vehicle registration, a bank or utility statement, an employer's letterhead letter, or a current insurance policy
  • Name history: the full paper trail (marriage, divorce, court orders) from your birth name to today's
  • No Social Security number at all: sign the Sworn No SSN Affidavit with an examiner or notary present

At the center: eye check and knowledge test

Testing happens only at full service centers. Each eye, and the pair together, must reach 20/40, with lenses if you use them. The knowledge test is on a computer and covers signs, safe driving, traffic rules, and alcohol and drugs, in English, Spanish, Korean or Japanese.

A fail costs you at least a day plus another $2 application fee. It has to be passed before your road test appointment, or that appointment is cancelled.

On road test day

The road test takes roughly 20 to 25 minutes and is booked online or by calling 1-866-849-3548. Plan to be there a quarter hour early; turning up about five minutes late means rebooking. Only you and the examiner ride in the car, with no animals.

The car needs valid tags and working safety gear. Before you move, the examiner tries the horn, both brakes, belts, lights front and rear, wipers, defroster and mirror. The car also needs a speedometer that works, a muffler, doors that open from inside and outside, and legal window tint.

Errors decide the result. Up to six is a pass. With 7 to 9 you may try again the following day, 10 to 12 costs a week, 13 to 15 means two weeks, and 16 or more, or an automatic fail such as a traffic violation or a dangerous act, means 30 days. Bad weather (downpours, dense fog, snow or ice) or darkness postpones the test.

For example, if your test is on a Monday and the examiner marks 11 errors, the earliest retest is the following Monday.

If you are moving in from another state or country

Holders of a current license from another state must switch at a full service center within 30 days of becoming residents. The old license is surrendered, and if you are coming from Nevada, Illinois, Connecticut, California or West Virginia, add that state's driving record. With a valid license, only the eye check is required.

A license that lapsed over six months ago, or one issued abroad, puts you through all three tests like a brand new driver. A foreign license is the only kind you may keep.

What it costs, and temporary licenses

The October 2026 fee table: $28 for the eight year Class D, $5.50 for an adult permit, both with the $2 application fee folded in, and $55 for a combined car and motorcycle Class DM. Clerk partner offices charge $4 extra.

If you are lawfully in the country on a temporary basis, your license is a temporary Class XD ($28) that lasts only as long as your authorized stay; the matching XPD permit is $28 too. Every renewal or replacement requires up-to-date immigration papers.

Tennessee adult drivers ed: common questions

Do I need a permit first as an adult?

The written test has to come before the road test, and practicing legally on public roads requires a learner permit with a licensed driver 21 or older beside you. The Department sets no minimum time to hold an adult permit.

What does a first license cost?

As of October 2026, $28 for an eight year Class D and $5.50 for the adult permit. A REAL ID is the same price on a first application.

Where can I take the road test?

Only at full service centers, with an appointment; express locations do no license testing.

What if I fail the road test?

The wait depends on your error total: 7 to 9 means tomorrow, 10 to 12 a week, 13 to 15 a fortnight, and 16 plus or an automatic fail a month.

Can I test in a rental car?

The state's rules only ask for current tags and registration, insurance, and a car in good working shape. Read the rental agreement first, because many companies prohibit road tests.

Can I keep my foreign license?

Yes. You will take every test, but the foreign card stays with you. A license from another U.S. state, by contrast, must be handed in.

How do I tell a REAL ID card from a standard one?

The REAL ID has a black circle with a star. A standard card carries the words NOT FOR REAL ID ACT PURPOSES.
