West Virginia · Getting Your First License as an Adult

Your First West Virginia Driver's License After 18, Step by Step

This page is for adults in West Virginia who have never held a license, and for new residents sorting out a transfer. The one real decision is whether you want a standard card or REAL ID, since it shapes the paperwork. Beyond that the route is short and needs no course: an eye check and written test earn a regular Class E instruction permit, you practice for at least 30 days beside a licensed driver 21 or older, and then you pass the road skills test. In October 2026 the permit is $7.50 and the Class E license is $5.00 for each year it is valid, with $10.00 added for REAL ID.

Step by step

  1. Begin online

The DMV prefers new applicants to start in its self-service portal. If you prefer, sit the written test at home with Know To Drive; you need a webcam on a laptop or desktop.

  2. Settle on standard or REAL ID

Pick a Not For Federal Use card, or the gold star REAL ID needed for flights and federal buildings. REAL ID costs $10.00 more.

  3. Go to a DMV office with your papers

Have your identity papers, Social Security proof and two residency documents. Pass the eye test, take the knowledge test if you did not do it online, and pay $7.50.

  4. Drive for at least 30 days

Someone licensed and at least 21 must sit beside you every time. Build confidence on interstates, hilly two-lane roads and in town.

  5. Schedule the road skills test

Use the DMV's appointment system. Arrive with the permit, a licensed driver, and a car that is inspected, insured and registered.

  6. Collect your temporary license

You get a temporary card or receipt covering 60 days; the DMV's central facility mails the permanent card.

Before you start: is this your route?

This path is for people 18 or older with no history of holding a West Virginia Level 2 license, or anything equal or higher issued elsewhere. Under W. Va. Code 17B-2-6, a first-time applicant keeps the instruction permit 30 days or longer.

An expired license can put you here too. According to the DMV, a newcomer whose out-of-state license has lapsed must either take every exam or show a certified driving record, so request that record before your visit if you can get it.

Example: a 26 year old who grew up without a car and now needs one for work can apply in week one, practice with a coworker for a month, and book the road test for week five.

Before you go: documents

The DMV's standard list for new applicants: something proving who you are, your Social Security number, two documents proving you live in the state, and papers for any legal name change. Everything is scanned, and has to connect each name you have used, so someone married more than once may need every marriage certificate, not only the latest.

Immigrants, non-immigrants and refugees work from a separate DHS document list. A non-citizen's license lasts only as long as the person's lawful stay, with eight years as the maximum (W. Va. Code 17B-2-12).

  • Identity: an unexpired U.S. passport book or card, or a certified U.S. birth certificate
  • Social Security: the card, a 1099, or an original W-2 or paycheck stub showing all nine digits
  • Residency: two items such as a lease, a West Virginia bank statement or pay stub, or a utility bill dated within 60 days; PO boxes are refused
  • Name changes: certified copies of court orders, divorce decrees or marriage certificates

At the office: the permit and how many tries you get

Visit one is the eye check plus the written exam, with questions on signs, traffic law and alcohol. Clear both and the regular Class E instruction permit is yours, valid only when a licensed adult of 21 or more sits beside you.

The adult fee buys two written tries and three road tries under W. Va. Code 17B-2-6, as long as you use them in the first 90 days after the permit is issued. Each failure means a week's wait. The permit cannot be renewed; once it expires you repeat the eye and written tests and start another 30 days.

On test day: the road skills test

Once 30 days have passed, reserve a road test online through the DMV. You need the permit, a licensed companion, and a car that passes inspection, along with its current insurance and registration cards.

State law also requires every new applicant to sit a brief session on the dangers of drinking and driving before the license is issued. The DMV builds it into the process.

After you pass: fees and how long the card lasts

October 2026 prices: $7.50 for the adult permit, $5.00 for each year a Class E license is valid, $5.00 extra if it has expired, and $7.50 for a duplicate. REAL ID adds $10.00.

The law is W. Va. Code 17B-2-12: a license runs eight years from issuance, ending on your birthday once you are 21, and the commissioner can shift expiration dates while drivers move off the old five year cycle. The DMV's fee page (checked October 2026) still describes that older Drive for Five cycle, where a card expires on the birthday when your age divides evenly by five. The statute governs, but you pay per year printed on the card, so confirm the length with the clerk.

If you are moving here with a license

A current, unexpired license from another state transfers without testing. You pass an eye check, take a short alcohol awareness course and give up the old card, and the DMV checks every applicant against the national Problem Driver Pointer System.

Lost the old card? Then a certified record from your previous state, no more than 30 days old, has to come with you. Any suspension or revocation anywhere must be cleared first. A motorcycle endorsement comes across for $1.00 more per year of validity.

Are lessons worth paying for?

No rule shortens the 30 days or skips the road test because an adult took a course. Lessons still pay off when there is nobody licensed and 21 or older to supervise you, or after a failed road test when a professional can pinpoint what went wrong.

Some insurers give lower prices to first-time adult drivers with formal training. Ask your insurer what the discount is and what proof it wants before signing up.

West Virginia adult drivers ed: common questions

I am 20 and have never driven. Do I need a permit?

Yes. Never-licensed adults start on the regular Class E permit and hold it at least 30 days before the road test.

What will my first license cost?

As of October 2026: permit $7.50, then the Class E card at $5.00 per year, with $10.00 more for REAL ID. Ask how many years your card will run.

Can adults take the written test online?

Yes. Know To Drive runs on a webcam-equipped computer. The permit is then issued in person when you show the certificate and documents.

Which documents should I bring?

An identity document, Social Security proof or the number itself, two residency documents with a physical West Virginia address, and paperwork for any name change.

Will I leave with my license the same day?

You get a temporary card or receipt that lasts 60 days. The permanent card comes by mail from the DMV's central issuance facility.

I just moved here. Do I need to test again?

Not with a valid license from another state. You take an eye test and a short alcohol awareness course and hand in the old card. If it has expired, you take the exams or show a certified driving record.

What if I fail the road test?

Wait at least a week, then try again. Three road tries are included in the adult fee if taken in the 90 days after the permit was issued.
