New Jersey · Getting Your First License as an Adult

First Driver's License in New Jersey for Adults

This page is for New Jersey adults chasing a first license. The first choice to make is between a standard card and REAL ID, since each has its own document list. Everything else is set: you pay $10 for an examination permit, get through the knowledge and eye tests, drive under supervision, pass a road test, and hold a probationary license for twelve months before it becomes a basic one. Anyone 21 or over on the day the permit is issued practices for just 3 months and has no 50 hour form to file. Newcomers holding a valid, non-provisional license from elsewhere in the U.S. are excused from both tests.

Step by step

  1. Settle the REAL ID question

Pick your card first, because it decides the paperwork. For standard, you need 6 Points of ID. For REAL ID, you follow the 2 + 1 + 6 formula and must appear in person.

  2. Get the examination permit

Schedule through the MVC website, show up with your documents, and pay $10. The two year clock starts then.

  3. Pass the knowledge and eye tests

You need 40 correct out of 50 and vision of at least 20/50. If the knowledge test goes wrong, you may sit it again 7 days later.

  4. Practice with a qualified driver

The person beside you must be at least 21, licensed in New Jersey, and driving for three years or more. If you are 21 or older, practice a minimum of 3 months; younger drivers need 6.

  5. Pass the road test

Schedule it for when your practice period ends. Arrive with your supervisor and a car that is registered, insured and inspected. A fail means waiting 14 days.

  6. Collect the probationary license

No appointment is needed. Take the stamped permit and your documents to any Licensing Center, or to the road test site if that location issues licenses.

  7. Move up to the basic license

Twelve months of unsupervised driving later, upgrade online. Wait longer than 3.5 years and the probationary license has to be renewed at an appointment.

The whole adult path at a glance

Being an adult does not let you skip New Jersey's graduated system. You start with a permit and the knowledge test, move to supervised driving and the road test, spend a year on a probationary license, and only then reach a full basic license.

No school is required for any of it. The MVC's first license page uses the same sequence for everyone 17 and up. Your age changes only how long you practice, whether you file the hour certification, and whether the passenger and decal rules apply.

If you are 21 or older at permit issue

If you have turned 21 by the day the permit is issued, the MVC lets you road test once 3 months have passed since the knowledge test, not 6. The BA-CSD 50 hour form is not required either.

Over 21, you are free of the GDL passenger limits, and the decal rule covers only drivers under 21. Permit holders of every age remain banned from phone use, and seat belts are never optional.

Gathering documents for a standard license

Immigration status is not a bar to the standard license for an eligible resident. Your identity documents have to total 6 points. You also show a New Jersey address, and you provide either a Social Security number or an ITIN; if you have no number at all, an affidavit takes its place.

Any document written in another language must come with a certified translation. For the full list of accepted papers, see the Standard License Sheet and the 6 Points of ID flyer, which the MVC links from its first license page.

Gathering documents for REAL ID

The price difference is $11: $35 for REAL ID and $24 for standard. For REAL ID you need identity documents scoring 6 REAL ID points, a single proof of your Social Security number, and two separate proofs of address. The first one is always issued in person, by appointment.

Nothing stops you from choosing REAL ID for your first card. If you cannot decide, take the standard card now and switch later. The fee table lists an $11 charge in the REAL ID column for changing a card you already hold, but check the current upgrade cost with the MVC first.

At the counter: fees

As of October 2026, the examination permit is $10 and a basic auto license is $24. The same $24 buys a motorcycle license, while an auto license that carries a motorcycle endorsement costs $42.

You can pay in cash, by check or money order, or with Visa, MasterCard, Discover or American Express. Booking an MVC appointment is free on the agency's website; anyone charging you for one is not the MVC.

If you are moving here with a license

Your deadline is 60 days after the move, or the day your old license expires if that comes sooner. The MVC skips the knowledge and road tests if the license is current, valid, not provisional and in good standing, and was issued by a U.S. state, D.C., Puerto Rico, Guam, American Samoa or the U.S. Virgin Islands.

Book a license center visit with your license and 6 Points of ID, pay $10 for a transfer permit, and give up the old card in exchange for a New Jersey license good for four years. Provisional licenses from other states do not earn the test waiver.

If your license is from another country

Foreign licenses can be swapped for either New Jersey card, standard or REAL ID, though the knowledge and road tests are usually still required. A visitor may drive here for as long as a year using the foreign license together with an International Driving Permit.

Drivers from South Korea and Taiwan who are 18 or older are the exception, thanks to reciprocity: they can get a class D license without either test. They need the foreign license and a translation, papers proving identity, address and Social Security number, and a year or more of lawful U.S. presence.

New Jersey adult drivers ed: common questions

Do adults have to get a permit first?

Yes. Every first-time adult driver pays $10 for an examination permit and drives under supervision before taking the road test.

How long will I be on the permit?

Three months minimum if the permit was issued after your 21st birthday. Issued at 17 through 20, it is six months.

Do adults go through the probationary stage too?

Yes. Everyone spends one year of unsupervised driving on the probationary license before upgrading to a basic license.

Can I get a license without legal immigration status?

Yes, a standard license, if you are an eligible resident. REAL ID requires a Social Security number.

Will I have to road test after moving here?

No, as long as your license from another state or territory is current, valid, in good standing and not provisional. Pay $10 for a transfer permit and turn in the old card.

How do I trade the probationary license for a basic one?

Go online once a year has passed. After 3.5 years the online upgrade is no longer available, and you renew at a Licensing Center appointment.

What does the whole process cost?

As of October 2026, $10 for the permit and $24 for a standard license, or $35 if you choose REAL ID.
