New York · Getting Your First License as an Adult

Planning a First New York Driver License After 18

This page is for anyone 18 or older in New York heading for a first license, whether you are a college student, a parent who never learned, or a new resident whose old license will not transfer. Your first real decision is which document to ask for, Standard, REAL ID or Enhanced, because it shapes what you bring to the permit visit. From there it is three moves: permit, the 5 hour Pre-Licensing Course, and the road test. Adults have no waiting period or hour log, so a motivated learner can be done in a few months. You pay once, at the permit stage: $64.25 to $77.50 at 21 and over as of October 2026.

Required course
5 hour Pre-Licensing Course (online from 18)
Fee at 21+ (Oct 2026)

Road test availability
Typically 3 to 5 weeks out, up to 10 when busy
After a fail
Retest in 14 days or more
Probation
First 6 months after passing
Moving here licensed
Exchange within 30 days

Step by step

  1. Pick the card

Standard, REAL ID or Enhanced. From May 7, 2025, airport security and other federal checkpoints want a REAL ID or another accepted document, and Enhanced also covers land and sea crossings from Canada and Mexico.

  2. Get your permit

Identity papers worth 6 points, something showing your birth date, something showing your address, and your SSN. Then the eye chart and twenty written questions.

  3. Finish the 5 hour course

Classroom, live virtual, or online through a DMV-approved provider. Online providers report to the DMV electronically, normally within 48 hours.

  4. Practice with someone qualified

A licensed driver 21 or older rides up front every time. If no one in your life can do that, hire a licensed driving school.

  5. Schedule the road test

Book online or at 1-518-402-2100 with your permit and course certificate numbers. Bring an insured, inspected, registered car with permanent plates.

  6. Drive carefully for six months

Print the interim license online after passing; the photo card follows in about two weeks. Probation runs six months.

Before you start: how the adult route differs

The paperwork is the same as for teens, but the graduated limits fall away. At 18 or over you receive an ordinary Class D permit: no six month wait, no 50 hour sign-off, no curfew. Once the course is complete, you can book a test.

There is one catch. The MV-278 course certificate expires one year after it is issued and must still be valid on the day you book the road test. Taking the course a year before you can actually drive wastes it.

A sensible adult plan: permit in month one, a few weeks of supervised practice, the course in month two, road test booked as soon as the certificate is in hand, test in month three.

At the permit visit: Standard, REAL ID or Enhanced

Whatever you choose at the permit stage carries through to the license, and the choice depends on your documents and the fee. A Standard license is fine for driving but is marked not acceptable for federal purposes, which since May 7, 2025 has mattered at airport security.

To get REAL ID you must document lawful presence. Enhanced goes further: citizens only, $30.00 on top, and it doubles as a travel document when you come back by land or sea from Canada, Mexico or the Caribbean. Leaning toward one of those? Bring the extra proofs to the permit visit; switching afterward means another fee.

At the permit visit: paying once

New York rolls the permit and the license into a single fee charged when you apply for the permit. Going by the October 2026 chart: just turned 18, $80.00; between 18 and a half and 21, $76.75 up to $80.00; 21 or over, $64.25 up to $67.50.

Live in New York City, on Long Island, or in Westchester, Rockland, Putnam, Orange or Dutchess? That is the MCTD, and it adds about $9 to $10. The 5 hour course is paid separately, at whatever price the school or online provider charges.

On road test day: booking and retakes

The booking system asks for four things: the client ID on your permit, either the MV-278 number or an online completion already on file, a ZIP code for the test location, and a road test you have not yet used. The earliest slots are usually three to five weeks out and can reach ten in busy seasons, so book the moment you qualify.

Fail, and your permit stays good until it expires; you can test again after 14 days or more. After two failed road tests, extra fees apply, so spend the gap practicing what the examiner marked.

If you just moved here: exchange or start fresh

Living here 90 days is presumed to make you a resident, and residents get 30 days to switch. In-person exchange works for a photo license from another state, a U.S. territory or a Canadian province, provided it is at least six months old and either current or lapsed for under two years.

Bring your proofs, take the eye test or an MV-619 eye test report, and hand in the old card. A license that misses those conditions, a hardship or employment-only license, or any foreign license other than Canadian means taking the full adult route. Students attending school here are generally not treated as residents.

After you pass: probation

Probation starts the day you pass and runs six months. A single conviction for speeding, reckless driving, tailgating, racing, or using a phone or portable device, or any two other moving violations, costs you 60 days and a fresh six month probation.

Do it again during the second probation and the license is revoked for six months or more. This is also a good time to look at PIRP, the Point and Insurance Reduction Program, which takes 10 percent off your insurance base rate for three years.

New York adult drivers ed: common questions

What are the steps to a first New York license at 18 or older?

Get a permit, finish the 5 hour course, practice with a licensed supervisor 21 or older, then book and pass the road test. No waiting period or hour minimum applies.

What will a first license cost an adult?

As of October 2026, $64.25 to $67.50 at 21 and older, or $73.25 to $77.50 in the MCTD, paid once at the permit stage. Enhanced adds $30.00.

Should I get REAL ID?

Only if you want to fly domestically on your license. Since May 7, 2025, TSA and other federal checkpoints accept REAL ID or certain other documents, such as a passport, but not a Standard license.

How long until I can get a road test?

Usually three to five weeks, up to about ten in busy seasons. Have an unexpired course certificate before you try to book.

My out-of-state license expired last year. Can I still exchange it?

Yes, if it lapsed under 24 months ago, has your photo and was issued at least six months before you apply. If not, you start as a new driver.

What if I fail the road test?

Nothing happens to the permit. Wait at least two weeks and book again; from the third attempt on, you pay extra.

Can I take the course a year early to get it out of the way?

Better not. The MV-278 is valid for one year and must still be valid when you book the road test.
