Virginia · Getting Your First License as an Adult

Your First Virginia Driver's License as an Adult

Read this if you are an adult in Virginia, or about to move here, and the license is still ahead of you. DMV boils it down to three moves: satisfy the training rule for your age, hand in documents and the fee, and pass your tests. Before January 1, 2027, any adult can swap the course for 60 days on a permit; after that date, anyone licensed at 18, 19 or 20 needs a course plus 90 days. In October 2026 a standard eight year card costs $32.

Step by step

  1. Pin down your training route

Over 21: pick between two months of permit time and a course. Between 18 and 20 with a license date in 2027 or later: do the course and three months of permit time.

  2. Get the permit and start the clock

Clear the vision check and both parts of the knowledge exam and pay the permit fee. Your holding period runs from the date it is issued.

  3. Finish your training

Either complete the driver education program, which the school reports to DMV, or, on the 60 day route, record supervised driving on form CSMA 19, the In-Car Maneuvers Observation Record (DMV also labels it a Behind-the-Wheel Checklist).

  4. Gather documents and money

Fill in the DL 1P and pack your originals (ID, lawful presence, two address proofs, SSN). Settle the REAL ID question at home, not at the window.

  5. Take the road test if your route requires it

Without a course, test at DMV in your own properly equipped car, with the permit, the CSMA 140 and the CSMA 19. Course graduates skip this.

  6. Wait for the card

DMV mails the license to the address on file, and mail forwarding will not redirect it. Report a move before your visit.

First, figure out which group you are in

DMV treats every adult application as training, then documents and fee, then tests, and only the training piece depends on age. If you are 21 or older, you keep a choice: wait out 60 days on the permit, or take a driver education course while holding it.

Younger adults face a new rule. If your license will be issued in 2027 or later and you will be 18, 19 or 20 at the time, HB 1224 makes you do an approved course and keep the permit for three months. People who can prove they were licensed before, whether in another state, a U.S. territory or abroad, generally fall outside the new rule.

And if you are 18 or older with an out-of-state license that is still valid or lapsed for a year or less, DMV says the training and tests do not apply. You hand in documents and pay.

Before the visit: paperwork

Originals only, one set per category. A U.S. passport or birth certificate often handles both identity and legal presence. For residency you need two items, one of them from the primary list on Form DMV 141; a lease, a mortgage statement or a utility bill dated within two months all qualify, but a cell phone bill does not. Know your Social Security number and DMV can check it electronically.

Write your full legal name, and if it has changed, bring the marriage certificate or court order that explains how. You can ask DMV to print an alternate mailing address, even a P.O. box, if you would rather keep your home address off the card.

  • The DL 1P application
  • Identity: one original
  • Legal presence: one original
  • Virginia address: two originals
  • Your SSN, if one was issued
  • A driver education certificate where it applies, sent by the school

At the counter: REAL ID or not?

Airport security has wanted REAL ID, or something like a passport, for domestic flights since May 7, 2025. Virginia charges a one-time $10 for the REAL ID version, on top of the license fee, as of October 2026.

The document categories do not change, but if you want REAL ID, bring your strongest originals for identity and legal presence. Choosing it the first time saves a second trip.

What you will pay, and for how long

On DMV's fee chart the license costs $4 per year, so a standard eight year card is $32, plus the $3 permit. Cards generally last up to eight years and end on your birthday; drivers 75 and older get five years.

Prices can change, so look at DMV 201 before you go. If DMV gives you a 90 day temporary driver's license, that is listed separately at $10.

On test day: which tests are yours

The vision screening applies to everyone. If you completed driver education, the only test at DMV is the two-part knowledge exam, since the course's skills exam already covered driving. If you took the 60 day route, you face the knowledge exam and the DMV road skills test.

The road test happens in your car, on public roads, in English; a qualified translator 18 or older may come along. Fail it once or twice and you wait two days. A third failure on either test means completing the matching part of a driver education course before attempt four.

If you are moving in, or hold a foreign license

Newcomers have 60 days for a Virginia license and 30 days to title and register a vehicle; commercial license holders have 30 days for a Virginia CDL.

Holding a license from abroad? Five countries convert with no exams after DMV confirms the card is genuine: Canada, France, Germany, Japan and South Korea. Taiwan converts with the written test only. Canadians walk straight in; the others first mail a Form DL 7 with a copy of the license and allow up to 15 days for the check. Minors cannot convert a foreign card at all.

Other foreign licenses still help. If DMV accepts yours, you take the vision, knowledge and road tests but skip driver education and the permit hold.

Before your first solo drive: insurance

Any car you register needs liability coverage. For policies that begin on or after January 1, 2025, the floor is $50,000 for one person's injury or death, $100,000 when two or more are involved, and $25,000 for property damage.

Get caught without coverage and you lose both the license and the plates, owe $600 for noncompliance, and must keep an SR-22 on file for three years. When shopping, ask whether a completed driver education course earns a new adult driver a lower rate; Virginia does not require insurers to offer one.

Example: a 24 year old who takes the 60 day route and passes the road test still cannot legally drive her own car until it is registered with at least that coverage.

Virginia adult drivers ed: common questions

What does a first Virginia license cost?

As of October 2026, $32 for a standard eight year card ($4 per year) plus $3 for the permit. REAL ID adds a one-time $10.

Do I need REAL ID to drive?

Not for driving. You need it, or a passport or similar, to get through airport security for a flight within the U.S., a rule in force since May 7, 2025.

How long after moving do I have to switch?

Sixty days for the license, 30 days to title and register a vehicle, and 30 days for CDL holders.

Will I have to take a road test?

Only if you skip driver education. Course graduates take the knowledge exam at DMV but not the road skills test.

I will be 20 in January 2027. What applies to me?

It depends on the license date. Issued in 2027 while you are still 20 or younger? Then the course and the three-month permit period both apply, regardless of when your permit was issued.

Can I bring a translator to the road test?

You may, as of September 30, 2024, but you supply the person. Whoever you bring must be an adult holding a current U.S. license.

Can a cell phone bill prove my address?

No. DMV does not accept cell phone bills as residency proof; use items such as a lease, mortgage statement or recent utility bill.
