Your First Tennessee License as an Adult
Optional
This page is for anyone 18 or older getting a first Tennessee license, or moving in with a license from somewhere else. The decision you face is whether to invest in lessons before the road test. Tennessee does not require a course, and the graduated rules that govern teens do not apply to you. You fill out an application, get your eyes checked, pass a written exam and a driving exam, and pay. Lessons are optional but make sense if you have little time behind the wheel.

Step by step
Start the application online
Log in to e-Services and choose the option to apply for a non-commercial license, permit or ID. Scan in your papers; the review can take five business days.
Bring originals anyway
Carry the citizenship or lawful presence document, your Social Security information and the two residency papers. Pre-approval does not change the rule that photocopies are refused.
Study Sections B and C
The knowledge test comes from those sections of the Comprehensive Driver License Manual. Practice tests sit in e-Services under Schedule a Test.
Clear the eye and knowledge tests
Both happen at a Driver Services Center. An appointment saves time, and after a fail you wait at least a day.
Practice, then reserve the road test
If you are practicing on a permit, keep a licensed 21+ adult beside you. Road tests can be booked up to 45 days out; bring a registered, insured car in working order.
Pass and pay
After the road test, pay the Class D fee and get your license. For drivers over 21, it is valid for eight years from issue.
Make the REAL ID call before you go
Every Tennessee card is built to REAL ID standards, yet you decide whether to get the star version. If you want it, carry paperwork printed with all nine Social Security digits; saying the number aloud only works for a non-REAL ID card.
Who this page is for, and whether you need a class
You do not. The Department's steps for adult first time drivers are an online application, a document check and testing, with no course anywhere. The manual also says the teen licensing law stops at 18, and it does not cover a younger person with a diploma or GED either.
That means no hour log, no six month waiting period, and once licensed, nobody telling you how many friends you can drive or how late. The catch is that you take the same road skills test the teens take, so you need to be truly ready.
Before you test: when lessons pay for themselves
Failing the road test costs time in Tennessee. The manual ties the wait to your error count: a day for 7 to 9 errors, a week for 10 to 12, two weeks for 13 to 15, and a full month if you rack up 16 or commit an automatic fail. Every failed attempt also means paying the $2 application fee again.
A few paid hours with a commercial driving school can walk you through the eight vehicle checks the examiner does before you pull out, plus the scored skills: a safe start, speed control, intersections, turns, signals and stopping. Make sure the school holds a state license, and ask to see it.
For some adults training is not optional. If you drive with bioptic telescopic lenses, you must complete training with an instructor certified in that specialty before you apply, and the Department's Driver Improvement Section reviews your application.
Practicing on an adult learner permit
Adults can get a Class PD learner permit too, for $5.50 in state fees as of October 2026. Under T.C.A. 55-50-311, you may drive on it only with a licensed driver 21 or older beside you, and that person must also come to the road test with you.
The Department's adult page sets no minimum holding time before the road test. To be sure about your own situation, check with a center before booking.
An example: you get the permit in June, practice evenings with a 21+ licensed friend, and book the road test for late July. Nothing on the adult page stops that timeline, but confirm with the center first.
On test day: the three tests
Adults take the eye check and the written Class D test in person, because testing from home is limited to applicants aged 15 to 17. Walk-ins are served in order of arrival, though booking ahead shortens the wait.
Road tests need an appointment. You must know enough English to follow the examiner's directions, bring a car that is properly tagged with all its safety gear working, and arrive on time; show up over 5 minutes late and the test is off. Severe weather and darkness also cancel it.
Expect multiple choice questions pulled from manual Sections B and C, divided about equally among four topics: signs and signals, safe driving, traffic rules, and alcohol and drugs. Centers with computer testing offer the exam in Spanish, Japanese and Korean too. A printed translation dictionary with nothing written in it is allowed; interpreters are not. If you cannot read or have a learning disability, book an oral test at one of the centers that provide it.
You need 20/40 vision in each eye on its own and in both together, glasses or contacts allowed. Fall short and an eye doctor can complete a statement that the Department will review. Cheating of any kind, notes or a phone included, is an automatic fail and a 30 day wait.
Before you go: your document bag
Only originals or certified copies are accepted, and the Department may confirm them with the issuing office, which can add time. The REAL ID version of the card is optional.
- Citizenship or lawful presence: one document, for example a certified U.S. birth certificate, a U.S. passport or a Permanent Resident Card
- Social Security number: for REAL ID, paperwork printed with all nine digits, for example a 1099, a W-2 or the card
- Tennessee residency: two documents, such as a current utility bill, a bank statement, an unexpired insurance policy or a voter registration card
- Name changes: every marriage certificate, divorce decree or other record that links today's name to your birth record
If you are moving here with a license
Newcomers must hold a Tennessee license within 30 days of establishing residency. Every new or returning resident takes a Tennessee vision screening, and only a license from a foreign country can be kept alongside the new one.
If your old license has been expired for over six months, you redo everything: eyes, written and road. Drivers arriving from abroad take all three as well and may keep the foreign license.
You hand in the old license when you apply, since Tennessee lets a resident hold only one valid license or ID. Coming from Illinois, California, Nevada, Connecticut or West Virginia? You also need your driving record from that state.
No fixed address yet? People without housing or living in a shelter can use form SF-1631, a residency affidavit, as the second proof. A lease counts as a proof only alongside a landlord letter dated within 30 days that is either typed on letterhead or notarized.
What you will pay, and insurance
On the October 2026 fee list, an eight year Class D costs $28 and an adult permit costs $5.50; both figures already include the $2 application fee. A county clerk partner office adds a $4 administrative fee that state centers do not. Cash, checks, money orders and major credit cards are all accepted.
No Tennessee rule obliges insurers to discount premiums for adults who take a driving course. Check with your own company before paying for a class, and keep the certificate.
If something blocks you: ineligibility and temporary licenses
The Department will not license someone whose driving privilege is suspended or revoked in Tennessee or anywhere else, someone whose physical or mental health leads the Commissioner to doubt they can drive safely, someone who owes proof of financial responsibility and has not filed it, or someone applying for a standard license who is neither a U.S. citizen nor a lawful permanent resident.
If your presence in the U.S. is temporary, for instance on a visa with an I-94 or as a student with a SEVIS I-20, the license you get is temporary too and runs only as long as your authorized stay. In October 2026 both the Class XD temporary license and the XPD temporary adult permit cost $28. Carry current immigration papers every visit, because the license ends when the status does.
Tennessee adult drivers ed: common questions
I am over 18. Is a driver education course required?
No. You only need to pass the three tests. A class is your choice, and it may spare you a retest wait.
Can I do the knowledge test online as an adult?
No. Home testing is for teens 15 to 17. Plan to test in person, ideally with a booked slot.
What does a first adult license cost?
In October 2026: $28 for the license, which lasts eight years, and $5.50 for a permit, application fee included. Expect $4 extra at a county clerk office.
Who can ride with me while I practice?
Any licensed adult who is at least 21, every time you drive on the permit, and that same person must go with you to the road test.
I just moved to Tennessee. What is my deadline?
Thirty days from establishing residency. You will have a vision screening, and every test if your old license lapsed more than six months ago.
I failed the road test. How soon can I retake it?
That depends on how many errors were marked. With 7 to 9 you can return the following day; with 16 or more, or an automatic fail, you wait a month. Each retry costs another $2.
Will an adult course lower my insurance?
Possibly, but Tennessee does not make insurers offer a discount. Ask your company before enrolling and keep the completion certificate.
Should I get a REAL ID?
You can drive without one. But from May 7, 2025, flying within the U.S. or entering some federal sites takes a REAL ID or a passport, so many new applicants pick the star card, which costs no more than a standard card when you first apply.
Can I use an interpreter for the knowledge test?
No. Computerized centers offer Spanish, Korean and Japanese, and a clean printed translation dictionary is allowed. Selected centers give oral tests by appointment.
