First Driver's License in Hawaii for Adults 18 and Up
This page is for adults getting their first Hawaii license, whether you have never driven or are arriving with a license from elsewhere. The decision to make is how ready you want to be before booking the road test, because Hawaii sets no adult waiting period and no course. The order goes like this. Take your identity papers to the county licensing office in person. Read the eye chart and pass the written test, and you have a permit. Then pass a driving test in a car that is registered, insured and has a current safety inspection. On Oahu, as of October 2026, the total runs about $55 and buys a license good for 8 years.

Step by step
Put the REAL ID papers together
You need originals or certified copies covering your name, birth date, lawful presence and Social Security number, plus two pieces of mail or statements with your Hawaii address. If your name ever changed, bring the document that shows how.
Earn your permit
Oahu residents can do the written test online or at a center; neighbor islanders follow their county's system. The center then takes your application, tests your eyes, photographs and fingerprints you, and charges for the permit.
Practice with a licensed adult 21 or older
That person must be licensed for the car and sit right beside you. Lessons are your call, but worth considering if you lack a practice partner or have a test date coming up soon.
Reserve a road test slot
Honolulu only tests by appointment. Book online using your permit number and pay the $8 at that point. At most sites, an online standby list for the following day opens by 4:30 p.m.
Prepare the car and the paperwork
Pack your permit, the car's current registration, its safety inspection decal and a Hawaii insurance card naming the same owner and VIN as the registration. Bring along a licensed driver aged 21 or more.
Pass, pay and settle old tickets
Pass, pay for the license and smile for the camera. Any unpaid violations must be squared away with the Traffic Violations Bureau quickly, because in Honolulu a pass expires after 30 days.
Before you start: what the law asks of adults
Under HRS 286-108, every new driver proves four things: they can see well enough, they recognize highway signs, they know the rules of the road, and they can actually drive. Proof of a certified course and six months on a permit are only demanded of people under 18. As an adult, book the test when you and your practice partner think you are ready.
A regular car or light truck needs a Class 3 license. Class 1 covers mopeds and Class 2 covers motorcycles, and from December 26, 2025, nobody can apply for a Class 2 motorcycle permit without first completing a basic rider course the state has approved.
Before your visit: documents and what you leave with
First applications are always in person. For any REAL ID credential, HDOT checks papers for your legal name, birth date, Social Security number, lawful presence and main Hawaii address, and asks to see them again if any of those facts change later.
In Honolulu, a new applicant is photographed and fingerprinted and leaves with a paper temporary, with the hard card mailed afterward. People here on temporary status receive a limited term license that expires when their authorized stay does and has to be renewed at a counter. And if you have no Social Security number to show, the limited purpose license lets you drive, though it is no good as federal identification.
Budget: what Oahu charges for each step
Honolulu's October 2026 fees for the adult path: permit $5, written test $2 at a center or $12 online, road test $8. For the license itself, ages 25 to 71 pay $40 and get 8 years. Younger drivers, 17 to 24, pay $20 for 4 years. From 72 on it is $10 for 2 years, though drivers aged 72 to 79 may be eligible for a $20 kupuna license lasting 4 years.
If you are not a U.S. citizen, add $1.50 for the USCIS status check. The other three counties publish their own fee charts, and paying by card can add a service charge.
Worked example: a 30 year old on Oahu
Imagine you are 30, have never driven and live in Kapolei. You pass the online written test in October ($12), visit the center within 60 days for the permit ($5), and practice with a licensed friend through November.
In December you book the road test online ($8) and pass. The license costs $40 for 8 years. If you had tested in person instead, the written test would have been $2, which is how Honolulu arrives at about $55 in total.
On road test day: timing and the car check
Plan to arrive half an hour ahead. In Honolulu, five minutes late is treated as not showing up at all: the $8 is gone and you cannot book again for 60 days. If you must cancel, do it before 6 a.m. that morning. The whole appointment can take up to an hour.
Before the drive, the examiner inspects the car, and plenty of tests end right there. Usual culprits: any license plate cover, plates that are faded or peeling, window tint darker than the inspection paperwork permits, a windshield ding bigger than a dime, lit warning lights on the dash, or under a quarter tank of gas. Testing in a rental? Have the original registration, safety inspection and insurance card in the car, and make sure you are named on the rental agreement. Testing in a company vehicle? Bring a signed letter on the company's letterhead.
If you are moving from another state
Adults bringing a current license from another state, D.C., Puerto Rico, Guam, American Samoa, the Northern Mariana Islands or a Canadian province can usually skip both tests; HRS 286-108 gives the examiner that discretion. The full REAL ID document set is still required, and the old card is surrendered.
Your REAL ID star does not travel with you, because federal rules stop states from carrying it over, so Hawaii will look at your documents fresh. And do not let the old license run out before you switch. Honolulu handles an expired license as no license, which means sitting both tests.
If you hold a license from another country
Only three countries have a reciprocity agreement with Hawaii: Japan, South Korea and Taiwan. Holders aged 18 and over may skip testing if they bring their current foreign license, the REAL ID papers, and a letter from their consulate verifying the license, which must be translated, notarized and carry the consulate's seal.
Holders from anywhere else start as new drivers. An expired foreign license cannot be converted under any circumstances, reciprocal country or not.
Saving money the practical way
No rule in Hawaii's licensing pages makes insurers reward adults for taking lessons. If a discount matters to you, ask your insurer before you sign up, and ask them to put the answer in an email.
Honestly, the cheapest route is to pass on the first attempt. Each failed inspection or test costs a new fee and a new appointment, and on Oahu the next opening can be weeks away.
Hawaii adult drivers ed: common questions
Is there a 180-day permit wait for adults in Hawaii?
No. HRS 286-108 applies that wait to 16 and 17 year olds seeking a provisional license. Adults can book the road test as soon as they have a permit, which they still need for legal practice.
How much will a first Honolulu license cost me?
Plan on roughly $55 if you are between 25 and 71. That breaks down as $40 for the 8 year license, $8 for the road test, $5 for the permit and $2 for the written test (October 2026 prices).
I'm moving to Hawaii. Will I have to take a road test?
Probably not, if your license from another state or a listed territory is still current; examiners can waive both tests for adults. If it has expired, you test like everyone else.
May I take the road test in a rental car?
In Honolulu, yes. Your name has to be on the rental agreement, and the car must carry its original registration, safety inspection certificate and Hawaii insurance card.
Can I convert my Japanese, Korean or Taiwanese license?
Those are Hawaii's three reciprocity countries. With a current license, the consulate's verification letter and your REAL ID papers, you may be excused from testing.
How long does a passed road test stay good?
Thirty days in Honolulu. Clear any open violations with the Traffic Violations Bureau inside that time, or you will be retaking the test.
What happens if I'm late to my Honolulu road test?
Five minutes late counts as a no-show. You lose the $8 fee and cannot rebook for 60 days, so cancel before 6 a.m. if you cannot make it.
