Colorado · Getting Your First License as an Adult
Your First Colorado License at 18 or Older
This page is for adults in Colorado who have never been licensed, or whose license has been dead long enough that they must start again. The decision is mostly about timing and format. If you are 21 or over, Colorado asks for no class and no waiting period: get a permit, pass the written exam, and book a road test with a private driving school whenever you are ready. Drivers aged 18 to 20 enjoy the same freedom only through December 31, 2026. Applications from January 1, 2027 onward require them to finish either a 30 hour class or a 4 hour program attended in person.

Step by step
Check that a permit is your starting point
It is if you have never been licensed, or if your last license expired or was cancelled over a year ago. Aged 18 to 20 and filing in 2027 or later? Complete the required class beforehand.
Register ahead and take the written exam
Do the online pre-registration, then test through @Home, at an office, or with an outside testing provider.
Collect the permit
Bring ID and address papers (and glasses if you use them) to the appointment, pay the fee, and pass the eye test; a paper permit goes home with you.
Practice, then book the road test
Practice only beside a licensed adult aged 21 or more. When you are confident, reserve a skills test at an approved school.
Turn the permit into a license
If nothing about you has changed, do it online. Otherwise go in with two documents from the past 12 months showing your Colorado home address.
Before anything: do you need a permit?
Colorado puts two groups on the permit route: people who have never been licensed, and people whose license was cancelled or expired more than a year ago. If yours lapsed less than a year ago, you generally renew or reinstate instead of starting from scratch.
There is no minimum time an adult must hold the permit. If your driving is already solid, the road test could happen within days, which is why many adults book one or two lessons with a school just before testing.
If you are 18, 19 or 20: the 2027 change
HB24-1021 reshapes the route for young adults. Permit applications filed by 18 to 20 year olds from January 1, 2027 must be preceded by a 30 hour driver education class or a 4 hour driver awareness program delivered in person.
It also applies to anyone earning back driving privileges after revocation, suspension, cancellation or surrender, and to new arrivals swapping an out of state permit. A 20 year old who waits until after turning 21 to apply faces no class at all.
So a 19 year old with a free month in December 2026 can apply then and skip the class; the same person applying in March 2027 cannot.
Before your appointment: documents and REAL ID
Bring proof of identity. For an in person upgrade, add two documents dated in the past year that show your full name and your current Colorado street address; a P.O. box will not count, and electronic copies are fine.
Two card types are sold, and oddly the REAL ID is cheaper: $34 against $36 for standard, as of October 2026. Since REAL ID is what lets your license work at airport security for domestic flights, pick it unless you will always carry a passport or other accepted ID.
On test day: the road test
DMV offices have stepped back from road testing, so you schedule with an approved commercial driving school; some county offices still test too. The school adds its own charge to the state fees.
It is just you and the examiner in the car. Clear out loose items and any weapons, turn off the radio and phone, and make sure at least one eye sees 20/40 or better. If you fail, the next business day is the earliest retest, with a $15.40 state fee.
If you are moving to Colorado
Colorado counts you as a resident from your first day of work, from when you own or operate a business here, or after 90 straight days of living here. The license transfer, done by appointment, is due 30 days after that. Take your previous card, provided it is current or expired under 12 months, or else a record from your old state's DMV no older than 30 days.
Licenses from Japan, Taiwan, South Korea, Germany, France and Canada transfer without retesting. Other foreign licensees may face the written and road tests, and anyone without a U.S. license for more than a year should expect the full permit route.
Insurance and whether to take lessons
Keep insurance proof in the car every time; being unable to show it to an officer is a 4 point offense. No state rule gives new adult drivers a discount for training, so it is your insurer's call whether lessons lower the premium.
Lessons are optional, but a few with a school from the DMV's list can pay off, since those schools also run the road test and know exactly what their examiners look for.
Colorado adult drivers ed: common questions
Can I skip the permit as an adult in Colorado?
Just when your current license is still valid or ran out within the past year. Everyone else begins on a permit, and adults may book the road test immediately.
I am 18. Do I need driver ed?
Not if you file during 2026. Applications from 2027 on require 18 to 20 year olds to finish the 30 hour class or the in person 4 hour program.
What will my first Colorado license cost?
October 2026 prices: the permit is $20 (REAL ID) or $23 (standard), the license $34 or $36, and the testing school bills separately.
Which foreign licenses transfer without testing?
Six: Japan, Taiwan, South Korea, Germany, France and Canada. Licenses from elsewhere may mean sitting both tests.
I just moved here. How long do I have?
A month, 30 days, counted from when residency starts: your first day of work here, running a business here, or day 90 of living here.
Does a P.O. box count as proof of address?
No. The two address documents must show your Colorado physical address and be dated within the past year.
