Your First Michigan Driver's License as an Adult
This page is for adults 18 and older with no license from Michigan or any other state in the last four years. You have two choices to make: which card you want (standard, REAL ID or enhanced), and how quickly to move. The steps run in a fixed order. Pass an eye test and the written knowledge test, pay $25 for a Temporary Instruction Permit, drive under supervision for 30 days or more, and pass the road test at a privately run testing business. Your card comes by mail and will be REAL ID compliant unless you decline it.

Step by step
Study the handbook
Read chapters 4 to 7 of What Every Driver Must Know. Then turn to the back half of the Driving Skills Test Study Guide for highway, intersection and city driving.
Take the knowledge test
Adults can test online for $6.50 or at a branch at no charge. Once passed, it counts for 12 months.
Collect your TIP
Fill in the pre-application, take originals to the branch, read the eye chart, smile for the photo and pay $25. Tell the clerk then whether you want standard, REAL ID or enhanced.
Practice, then pick a tester
After a month or more of supervised driving, choose an authorized testing business. Compare what each charges for a first test, a retest and a missed slot.
Print your interim license
The tester sends your result in electronically. Sign in to e-Services and print a Temporary Operator License to carry until the real card shows up.
First decision: standard, REAL ID or enhanced
The basic card is $25. Federal rules that took effect May 7, 2025 mean you now need a REAL ID card, or something else the government accepts like a passport, to get on a domestic flight or into certain federal buildings. Michigan makes your license REAL ID compliant automatically when your documents qualify, unless you say no. The marker is a white star inside a gold circle.
For $45 you can have the enhanced card instead. It is always REAL ID compliant, and it doubles as a passport substitute for coming home by land or sea from Canada, Mexico, Bermuda or the Caribbean. It is limited to U.S. citizens. Neither card gets you onto an international flight; that still takes a passport.
Before the visit: documents
Plan on four categories: Social Security number, citizenship or legal presence, identity, and Michigan residency (two papers for that one). Each must be an original or a copy certified with a raised seal or stamp. Form SOS-428, the Department of State's Applying for a License or ID guide, lists what it accepts.
Has your name changed since birth? Carry the marriage license, certified divorce decree or court order that connects the names, and get the Social Security Administration updated before your visit. Michigan checks every name and number against SSA records and will deny an application that does not match. Immigration papers are verified through the federal SAVE system, which sometimes needs more than one day.
A sample timeline
Pass the knowledge test online on a Monday, visit a branch for the TIP that Friday, and day 30 of practice falls about a month later. If you book the skills test for the first week after that and pass, you could be driving on a printed temporary license roughly five weeks after starting. Budget a few extra weeks in case the testing business is busy or you need a second attempt.
Test day: the road test and who gives it
You will not find road tests at a Secretary of State branch. Private testing companies hire examiners whom the Department of State authorizes, and they charge what they like. Before you commit, ask about the first-attempt price, the retest price, refunds, and penalties for showing up with wrong papers, a faulty car or not at all.
Arrive with your TIP and a roadworthy car carrying Michigan No-Fault proof, current registration and an up-to-date plate tab. Plan for 45 to 90 minutes: an inspection of the car, a set of basic control maneuvers, then a drive on public roads. Failing any piece means booking again, and you are limited to one attempt per 24 hours.
After you pass: the card and probation
When your result reaches the state, the e-Services Temporary Operator License covers you until the plastic card is delivered. No result after 24 hours? Go to a branch with the test certificate, the TIP and an ID like a certified birth certificate.
A first Michigan license starts a probation lasting three years or more. To end it, your final 10 months must contain no suspension, no traffic conviction and no crash where you were at fault or had been drinking. Get a ticket in what would have been the last month and the clock resets to 10 more clean months.
If you are 18 to 20
Drivers younger than 21 carry a vertical card labeled Under 21 that runs out on the 21st birthday, and the renewal must be done in person. Renew earlier than 54 days before the birthday and another vertical card arrives in 10 to 14 days. Renew inside that 54 day window and you receive the usual horizontal card a few days before you turn 21.
A teen whose Level 1 Learner's License lapsed at 18, before Level 2, also ends up on this adult track. The Segment 1 course they took earlier does not let them skip any TIP step.
If you are new to Michigan: convert instead
Once you live here, a current license from Canada, a U.S. territory or another state is converted at a branch, not replaced through the TIP. Pre-apply, schedule a visit, and bring that license, two residency papers, and proof of your identity, legal presence and Social Security number. Pass the eye test and the conversion is done.
Holders of licenses from other countries follow the Department of State's foreign license procedure. Sort out your vehicle while you are at it: Michigan accepts only Michigan No-Fault policies, never out-of-state ones. Getting a license also signs you up to vote, unless you opt out.
Michigan adult drivers ed: common questions
What are the steps to a first Michigan license at 18 or older?
Eye and knowledge tests, a $25 TIP, at least 30 days of practice, then a road test at an authorized testing company. The card is mailed.
Will my Michigan license be REAL ID compliant?
Automatically, when your documents qualify and you have not opted out. An enhanced card is compliant every time.
Where do I take the road test?
With a private testing company that the Department of State has authorized. The state's online locator lists them county by county.
What is the fastest an adult can get licensed?
Roughly a month, because the TIP must be held 30 days before the road test, which in turn has to be passed within 180 days.
Do I retest when I move to Michigan?
Normally not. Licenses from another state, a territory or Canada are converted after an eye test, provided you bring the right papers.
What if I am not a U.S. citizen?
If your legal presence is temporary, the card is limited-term and expires with your authorized stay. The enhanced option is for citizens only.
Can I use an enhanced license to fly abroad?
No. It works for land and sea returns from Canada, Mexico, Bermuda and the Caribbean, but international flights still require a passport.
