Missouri for Adult Beginners: Getting Licensed Without the GDL
Optional
This page is for adults in Missouri who are learning to drive for the first time, and for adults moving in with a license from elsewhere. Your decision is whether to spend money on lessons, because the state requires neither a course nor a set time on a permit. The Graduated Driver License rules stop at 18. An adult passes the four part exam (written test, vision, road signs and a driving test) and then applies. If you want supervised practice first, the instruction permit is open to you.

Step by step
Pull your documents together
Bring documents showing your full legal name and birth date, lawful status, Social Security number and Missouri address. The DOR keeps separate lists for REAL ID and non REAL ID cards.
Pass three tests at the Patrol station
The Missouri State Highway Patrol gives the written, vision and sign tests. On the written part you need 20 of 25 correct.
Take out a permit if you want practice
For $10 you can practice with any licensed adult aged 21 or over sitting up front. Adults face no minimum holding time.
Drive the road test
Show up in an inspected, insured car with working doors, brakes, belts and horn. The examiner is the only passenger allowed.
Finish at a license office
Bring your Form 100 Driver Examination Record and documents to a license office. The Form 100 does not authorize driving on its own.
Before you decide: do you need a course?
No. The 182 day permit and the 40 hour rule apply only to first time drivers younger than 18. A new driver who is already an adult sits the four part examination and, once it is passed, applies at a license office.
A course may still be the smart buy if you have barely driven. The road test takes points away for each mistake, and losing more than 30 fails you. Fail three times and you need Department of Revenue approval, after showing extra behind the wheel training, before you can test again.
The Driver Guide itself admits that close to half of people fail the written test on their first attempt. A careful read of the guide, or a short refresher class, is the cheapest way to avoid return trips to the Patrol station.
On exam day: the four parts
Anyone getting a new Missouri license takes four tests, all given by the Highway Patrol: an eye check, a sign quiz, a written exam and a drive. For a Class F operator license, the written portion is 25 multiple choice questions, closed book, and the commercial vehicle chapter is not on it.
The vision portion checks sharpness and side vision. For side vision, the normal floor is 85 degrees in a single eye or 55 degrees in each. If you fall short, you leave with a form to take to an eye doctor.
You get one driving test per day. Test in a car you know well; you will be asked to point to and operate controls, and fumbling for them looks bad.
On the road you will pull away and stop, back up in a straight line, get through intersections, park on a grade, and make a minimum of two turns in each direction. Parallel parking is timed at two minutes, and you must end up 18 inches or less from the curb. Some errors end the test on the spot: hitting someone on foot, causing a collision, committing a traffic violation, or not doing what the examiner asks.
If you want practice first: the adult permit
The $10 instruction permit is not just for teens: adults can buy one too, after passing the vision, sign and written tests. From 16 up, permit driving is allowed whenever a licensed driver 21 or older sits up front.
Adults have no minimum holding period, so test when you feel ready. If practice takes longer than planned, the permit renews without another written test.
Worked example: an adult who passes the knowledge tests in March, practices on weekends with a licensed friend, and books the road test in May is following the process exactly; there is no waiting period to satisfy.
If you are moving to Missouri
Moving here and planning to drive means switching to a Missouri license, whatever you hold now. When your current license is still valid, or lapsed no more than 184 days ago, you hand it over and do just the eye check and sign quiz.
Expired longer than 184 days means the full four part exam. Once Missouri issues yours, every credential from your old state (license, permit or ID card) is void.
Active duty service members and full time students who hold a valid license from their home state do not need a Missouri license.
Licenses are produced centrally and mailed, so give a home address rather than a P.O. box. The DOR quotes roughly 10 to 15 days for REAL ID processing and delivery.
What it costs
As of October 2026, a full Class F license costs $16.50 or $33.00 according to the Driver Guide. Which one you pay depends on the term you qualify for, which is set by your age or the verification status of your documents when you apply. The instruction permit is $10.
You pay license fees at a license office. Reinstatement fees are a different matter and go to the Driver License Bureau, not a license office.
A replacement Class F card, per the August 2025 DOR fee chart, is $16.50 (three years) or $25.50 (six years). Expect possible extras: an office processing fee, and for card payments a vendor charge of 2.0 percent plus a quarter. Bring a few dollars more than you think.
After you are licensed: rules adults miss
The hands free law reaches every driver. With the car in motion, no phone in your hand or propped on your body, no texting or reading messages, and no filming or watching videos.
Pass the eye check only with corrective lenses and a lens restriction goes on your card. Ignore a restriction and you can be charged with driving unlicensed, which adds points on conviction.
After you are licensed: insurance and courses
No Missouri rule we found makes insurers cut rates for adults who finish a driving class. Find out from your own company whether it offers a discount and which courses qualify. A Driver Improvement Program ordered after a ticket is a different thing altogether: its job is keeping points off your record.
Before you go: REAL ID documents
Since May 7, 2025, you cannot board a domestic flight or get into many federal facilities without a REAL ID card or some other ID the TSA accepts, a passport for instance. A compliant Missouri card has a star in the top right corner; other cards are printed NOT FOR REAL ID PURPOSES.
For REAL ID, bring one identity document, one lawful status document, one Social Security document and two proofs of your Missouri home address, two current utility bills for example. For a card without the star, one address document is enough. If your name has changed, bring certified marriage or court records.
Missouri adult drivers ed: common questions
I am 25 and never learned. Is a course mandatory?
No. Adults pass the written, vision, sign and driving tests. The GDL permit period and 40 hour rule only apply to first time drivers under 18.
Must I hold a permit before the road test?
Not as an adult. A $10 permit is available if you would like supervised practice first, and you can test whenever you are ready.
How do I switch my out of state license to Missouri?
If it is valid or expired 184 days or less, turn it in and take the vision and sign tests. Bring the usual documents: lawful status, identity, Social Security number and a Missouri address.
What will the license cost?
As of October 2026, $16.50 or $33.00 for a full Class F license. Your age and document status decide which term you get.
Where is the driving test given?
The Highway Patrol gives it at one of its exam stations. The license itself comes from a Department of Revenue license office once you pass.
What if I keep failing the road test?
After the third fail, you must show you took more behind the wheel training and get the Department of Revenue's written approval before another attempt.
What do I bring for a REAL ID?
One document each for identity, lawful status and Social Security number, plus two for your Missouri address, and name change records if your name differs.
Is the written test difficult?
It is 25 questions from the Missouri Driver Guide with 20 needed to pass, and the guide says almost half of people fail the first time. Study the whole guide, not just the signs.
When does my card arrive?
Cards are mailed from a central facility. For REAL ID, the DOR says to expect roughly 10 to 15 days.
