Your First Arkansas Driver's License as an Adult

Optional

This page is for anyone 18 or older who needs an Arkansas license for the first time, whether you never learned to drive or just moved here. Your main choice is whether to pay for lessons, since nothing in Arkansas makes adults take a course. With no Arkansas license yet, you earn an instruction permit by passing a knowledge test and an eye check given by the Arkansas State Police. Next comes their road test, and then you pay for a Class D at one of the DFA's revenue offices. Newcomers get thirty days from the day they become residents.

Step by step

  1. Reserve a knowledge test

Book the instruction permit test on the Arkansas State Police online scheduler. Use the adult checklist, and plan to collect the permit yourself in person.

  2. Gather accepted ID

Any one of these is accepted: a passport, a state ID card, an employment authorization card, a permanent resident card, or your birth certificate in the original. Immigration papers, if you have them, come with you to each and every visit.

  3. Pass the eye and written tests

Clear both and the permit is yours. If the eye screening trips you up, the ASP-90 vision referral form must be filled out by an optometrist practicing in Arkansas; an online provider or an eye doctor in another state will not do.

  4. Practice with a qualified passenger

Whenever you drive, a licensed adult aged 21 or over sits next to you, and every passenger is buckled.

  5. Show up ready for the road test

Carry your permit in its original form, plus registration and insurance that are both current. Your passenger must be 21 or older and hold a hard copy license. The car itself needs to be clean and mechanically sound.

  6. Buy the Class D before time runs out

Carry the passing results to a revenue office and pay for the license inside the permit's two years. Let that window close and you sit every part of the exam again.

Before you book: lessons or no lessons?

For a first license, Arkansas wants three passes from an adult: the written exam, the eye screening and the road test. A class is not on that list. If you hold no Arkansas license, you follow the permit route teens use, without the graduated limits that come with being under 18.

If you have little time behind the wheel, a few lessons can still save you money and weeks. Two errors of the same kind on the road test, rolling through two stop signs for instance, mean a fail, and then you sit out two weeks.

Check that you qualify

The Arkansas study guide sets the baseline. An unrestricted license is for people 18 and up. You show who you are, where you live and when you were born, and you pass both the written and the driving tests.

On top of that, no state, Arkansas included, can have your driving privilege suspended, revoked or denied. You need to be living in the United States lawfully, and no judgment can be outstanding against you over a moving traffic offense.

Gathering documents

The State Police checklist for adult applicants, in force since May 20, 2025, wants two primary documents, or one primary paired with one secondary. On the primary list: a naturalization certificate, a permanent resident card, a U.S. passport or passport card, a U.S. birth certificate that is original or certified, or a passport from another country together with a U.S. visa and an I-94.

The secondary list covers things like a military ID, a certified transcript from a school, a federal tax return filed within the last two years, a marriage certificate, an Arkansas title or registration for a vehicle, or a state ID that is still valid. W-2 forms are not accepted, and the State Police refuse anything laminated, photocopied or scanned.

For a REAL ID license, DFA has a separate list at the revenue office. Bring your Social Security card, something proving identity, something proving legal presence, and two items showing your home address, for example a pay stub, a bank statement or a utility bill from recent months, an insurance policy in force, or this year's tax return. There are 134 revenue offices around the state.

On test day: getting the car past inspection

An examiner walks around your car before anything else. You will be sent home if a light is out, the windshield has a crack in your line of sight, the muffler is bad, the horn or the speedometer is broken, the tread is worn down, or a donut spare is mounted.

Tint gets measured as well. The front side windows cannot be darker than 25 percent and the rear windows cannot be darker than 10 percent, and the windshield may carry tint only above the permitted brow line. No cameras or recorders may run while you are being tested.

  • Your permit itself, not a copy and not laminated
  • A passenger aged 21 or over who has a hard copy license
  • Insurance proof, printed or shown on your phone
  • Current registration for the car

After you pass: where the license comes from

Passing with the State Police does not put a card in your hand. You buy it from DFA at a revenue office. As of October 2026, an eight year Class D costs $40 for drivers aged 21 and up, and drivers under 21 pay a prorated price. Act 1289 of 2015 tacks $5 onto the bill for each written exam you sat.

Drivers who are 18, 19 or 20 get a Class D that DFA sets to expire a month after the 21st birthday, so note the renewal date now.

If you are 18 to 20: the phone rule still applies

Turning 18 ends the graduated limits, with one holdover. Until 21, a Class D driver may talk hands free but may pick up a phone only in an emergency. Texting at the wheel is against the law for drivers of any age.

If you are moving to Arkansas

Arkansas Code 27-16-606 gives a new resident 30 days to switch to an Arkansas license. Someone who is not a resident but has been physically in Arkansas for six months has to get one as well.

Your current license needs to be a valid physical card, and it cannot have lapsed by more than 30 days. Lapsed longer? Then you take the whole set of tests.

The study guide lets two groups go on driving with a valid license issued by another state: students who pay nonresident tuition, and people on active duty in the armed forces. Separately, Act 235 of 2005 allows a military spouse whose license ran out while the couple lived abroad to be licensed in Arkansas without testing, in some situations.

If your license is from another country

Five places have a testing reciprocity deal with Arkansas: South Korea, Taiwan, France, Germany, and Manitoba in Canada. A license from one of them means no testing; you are pointed to DFA to convert it.

Licensed anywhere else? Expect the full knowledge, vision and skills tests, just like a first time applicant.

Will a course lower your insurance?

Nothing we found on the Arkansas licensing sites links an adult course to cheaper insurance. Individual insurers may still reward a defensive driving or accident prevention class with their own discount.

So call your insurer before you enroll. Ask which courses it recognizes, how much it knocks off and for how many years. If you are shopping for a course because of a ticket, the defensive driving page is the one you want.

Arkansas adult drivers ed: common questions

As an adult in Arkansas, do I have to take drivers ed?

No. Passing the three State Police tests is enough, and then DFA sells you the Class D.

Do I need a learner permit if I am over 18?

Yes, if you hold no Arkansas license. Passing the written and eye tests earns an instruction permit good for two years, with no renewal.

I just moved to Arkansas. How long can I drive on my old license?

Thirty days from becoming a resident, per Arkansas Code 27-16-606. Your old license also cannot have been expired longer than 30 days.

What gets a car turned away before the Arkansas road test?

Broken lights, a dead horn or speedometer, bald tires, a spare donut, tint that is too dark, a windshield crack, a messy interior, or paperwork left at home.

Can I talk on the phone while driving at 19?

Hands free only until you turn 21. A hand held phone is for emergencies, and nobody may text while driving.

Who actually hands me the license after I pass?

DFA. The State Police only test you; revenue offices issue the card and take payment.

What does an Arkansas driver's license cost?

As of October 2026, DFA charges drivers 21 and over $40 for an eight year Class D, and those under 21 a prorated amount. Add $5 per written exam taken (Act 1289 of 2015).

Can I swap a foreign license for an Arkansas one?

Yes without testing if it came from South Korea, Taiwan, France, Germany or Manitoba; DFA handles the conversion. Anyone else should prepare to sit all three tests.

I failed the eye test. Can my eye doctor back home sign the form?

No. The ASP-90 vision referral has to come from an optometrist in Arkansas. Out of state and online providers are not accepted.
