Your First Washington Driver License as an Adult, Start to Finish
This page is for adults in Washington who have never held a license here: first-time drivers, people turning 18, and new arrivals. The choice to make early is which card you want, standard or enhanced, because that decides the documents you gather. In 2026 the route is short: pass the knowledge test, pass the drive test, get your vision screened and pay the fee: $111 buys six years, $131 buys eight. Starting January 1, 2027, an 18 year old applying for a first license also needs driver education, and anyone under 25 completes a free online work zone course. Newcomers with a valid U.S. license usually switch within 30 days with no testing.

Step by step
Find out if the course rule reaches you
Eighteen and applying in 2027 or later? Line up an approved course. Every January another age joins, up to 21 in 2030.
Pick standard or enhanced before you collect papers
On top of identity, the enhanced card needs documents showing you are a citizen and live in Washington, so settle the choice first.
Get the knowledge test done
Work through the Washington Driver Guide, then test at an approved location. Your pass is valid for two years.
Then the drive test
Show up in a car that is insured, registered and working properly. The result goes directly to DOL and holds for a year.
Under 25? Do the work zone course
Free, online, about an hour and closed out with a short test. It applies to any first license issued from November 1, 2026.
Apply and walk out with a temporary license
Photo learner permit holders can apply online; others book an office visit. A temporary license is issued that day and the card is mailed within 7 to 10 days.
Before you start: three ways to get there in 2026
Until December 31, 2026, an adult can choose among three approaches. You can go straight to testing with no course and no permit. You can get a permit and practice beside someone who has been licensed five years or longer, then test. Or you can sign up with an approved school, which is also allowed to give you both tests.
Testing with no practice is quickest, but it gives you no legal way to drive on public roads beforehand. If no qualified supervisor is available, a permit plus a handful of paid lessons is the sensible middle route.
Example: a 23 year old who just moved for work and has never driven might book four school lessons on a permit, take the knowledge test with the school, and test on the road a month later.
Before you start: the 2027 course rule for younger adults
ESHB 1878 in 2025 created RCW 46.20.1191, which folds driver education into the first license for young adults. According to DOL, the first group is 18 year olds born in 2009 or later, and the group under 22 is the final one added.
If the rule covers you, take the course from a school district program or a driving school licensed by DOL. DOL may excuse you for hardship or for comparable training elsewhere, and it has power to delay a group by rule when courses are scarce. Check DOL's page for the current status before you schedule tests.
- 2027: 18 year olds
- 2028: 18 and 19 year olds
- 2029: anyone 18 through 20
- 2030: anyone 18 through 21
Before you gather papers: standard or enhanced?
The standard card works for driving and as ID inside Washington. What it cannot do, since May 7, 2025, is get you through security for a domestic flight. The enhanced driver license satisfies REAL ID and also serves as a border document for re-entering the U.S. by land or sea from Mexico, Canada, the Caribbean or Bermuda.
The enhanced card is limited to U.S. citizens. Bring your Social Security number and documents that establish three things: citizenship (a passport or birth certificate works), identity, and Washington residence. Your card will carry the complete legal name shown on the citizenship document; if your name has changed, bring the paperwork that proves it.
Before you go: identity papers for a standard card
Take originals. DOL refuses photocopies, scans and pictures. One stand-alone item covers everything: a Permanent Resident Card, or a U.S. passport or passport card that has not expired.
Without one, combine items from DOL's identity list: two from the A-list, or one A-list document plus two from the B-list. You also provide your Social Security number, or sign a statement that you have none.
Before you pay: where the money goes
In October 2026 the six year standard card's $111 breaks down as a $50 application fee, $10 for each year of issuance and a $1 technology fee. Choose eight years and the total is $131. The enhanced card runs $153 or $187.
Tests are billed separately by whoever gives them, and each location sets its own price, so phone two or three before booking. If you take a course, the school charges its own tuition.
On test day and at the office
The examiner wants to see liability insurance for the car and current registration, tabs and plates, and checks the lights, signals, belts and mirrors before you pull out. Rentals are acceptable. Passengers are not allowed, apart from an interpreter or a service animal; otherwise it is just you and the examiner.
Then, at the licensing office: a vision screening, a photo, a chance to register to vote or sign up as an organ donor, and payment. When eyesight or a medical condition raises questions, DOL may ask a specialist to fill in a Visual or Physical Examination Report.
If you just moved to Washington
The clock is 30 days from your move, and you cannot register a vehicle here without a Washington license. Residency, for DOL, starts with any of these: a Washington address, voter registration here, state benefits, in-state tuition, or purchasing any state license at the resident rate.
Adults with a valid license from any state, the District of Columbia, a territory or the State Department, or a British Columbia Class 5, German or South Korean license, are excused from testing. DOL punches a hole in your old card, hands it back, and issues a temporary license valid for 45 days.
If your license is from another country
If your license is from Taiwan or Japan, get a translated certification by contacting that country's office in Seattle. Every other foreign license, and Canadian licenses other than British Columbia Class 5, means going through the full first-license process, both tests included.
A visitor may drive on a valid home-country license for up to a year. Holders of an expired license from another state must also take both tests.
Washington adult drivers ed: common questions
I just turned 18. How do I get a Washington license?
In 2026, pass both tests, have your vision screened and pay. From January 1, 2027, an 18 year old applying for a first license also needs an approved driver education course.
How much does a first Washington license cost?
In October 2026: standard, $111 (six years) or $131 (eight); and an enhanced card is $153 or $187. The testing location charges its own fee on top.
Will a standard Washington license work at the airport?
No. Airport security stopped accepting it for flights within the country on May 7, 2025. The enhanced license, open to U.S. citizens, meets REAL ID.
How soon after moving do I need a Washington license?
Within 30 days. You also need it before you can register a vehicle here.
Will I have to test again after moving here?
Usually not. Adults with a valid license from another state, or from another place on DOL's list, convert without testing. If yours has expired or comes from an unlisted country, you sit both tests.
Can I do the license application online?
Yes, provided you already have a Washington learner permit with your photo on it and no current suspension. Everyone else books an appointment at a licensing office.
Can a friend ride in the car during my drive test?
No. Nobody else rides along except an interpreter or a service animal.
