Learning to Drive as an Adult in Kentucky
Optional
This page is for Kentuckians getting a first permit at 18 or older, and for adults who just moved here. The question most people ask first is whether they need driver ed. You do not: Kentucky only requires a course for drivers whose permit was issued before 18. What does vary is how long you wait on the permit. After clearing the State Police knowledge and eye tests, an 18 to 20 year old waits 180 days for the road test, while anyone 21 or over waits only 30. Approved driving schools are there if you want them.

Step by step
Book the State Police tests
Kentucky's written, vision and road tests are all by appointment with the State Police. Fill out the myDrive pre-application first so the Regional office visit goes faster.
Collect your papers
You need an identity document and your Social Security card, plus residency proof: one item, or two if you want REAL ID. Add name change papers if they apply.
Pick up the permit
After passing, go back to the Regional office for the permit: $15, or $18 for REAL ID. A failed written test can be retaken on the next available day.
Drive for the required period
Your wait depends on age: half a year for 18 to 20, a month for 21 and up. Every drive needs a licensed adult, 21 or over, in the passenger seat.
Take the road test
Book it through the State Police. Arrive with a licensed companion who is at least 21 and a car that is registered and insured. After a failure, wait seven days.
Get the license
Return to a Driver Licensing Regional Office. You leave with a temporary paper license, and the card comes by mail.
Before you look for a class
There is no course to take. The Graduated Licensing course rule covers only drivers who received a permit before turning 18. Neither of the cabinet's adult checklists, one per age band, lists a class, and both call driving schools optional.
One exception catches people. If your permit was issued at 17 and you have since turned 18, the 4-hour course is still required, since the rule looks at your age when the permit was issued.
If you are 18 to 20
In this age band, plan on six months, 180 days to be exact, between getting the permit and taking the road test. Each practice drive needs a licensed companion 21 or older riding next to you.
You do not go through the intermediate stage that younger teens do. Pass the road test and you get a full license.
For example, a 19 year old who gets a permit on March 1 can road test at the very beginning of the following September, once 180 days have run.
If you are 21 or older
The permit wait drops to 30 days. First-time applicants in this group must bring the actual Social Security card, and the residency proof must be no more than a year old.
The car for the road test must be registered and insured, which you can prove with your insurer's card, the policy itself or a binder from your agent. If it is a rental, your name must be on the contract as an operator.
When paying for lessons makes sense
Lessons are worth considering if nobody 21 or older can ride with you, if a past road test went badly, or if your driving experience comes from another country. The cabinet links to driving schools the Kentucky State Police have approved for extra in-car or classroom instruction.
Prices are set by each school, so phone a few. Ask what lessons cost and whether the school will let you use its car for the road test.
On test day: what the examiner checks
Before you drive, a State Police examiner looks over your registration, insurance proof and equipment, and has you operate the headlights, dimmer, wipers, horn, turn signals, hazard flashers and parking brake. Missing equipment, dark window tint or a passenger seat covered in clutter can end things before you leave the lot.
On the road you are scored on stopping, backing, turning around, starting on a hill, parallel parking, approaching intersections, lane position, yielding and general control. Turn off any parallel park assist. Any collision or traffic violation stops the test, and failing to follow two instructions from the examiner disqualifies you. The score sheet records only pass or fail.
Choosing your license term and paying
KRS 186.4101 sets the standard license term at eight years, and a four year card is an option at half the cost. In October 2026 the statute charges $43 for eight years ($48 with REAL ID); for four years, the cabinet's table shows $21.50 ($24 with REAL ID).
You can pay a Regional office by card, cash or check. If you plan to fly within the U.S. and want REAL ID, bring two residency proofs on license day so you are not paying for another card later.
If you just moved to Kentucky
You have 30 days after establishing residence to get a Kentucky license. Skip testing entirely when your previous license is current or lapsed under a year; bring it with proof of legal presence, your Social Security card and residency proof.
A license lapsed longer than a year means getting a certified driving history or clearance letter from your old state, then passing the knowledge and vision tests. Military members on active duty, and their dependents, can keep driving on a valid home state license without switching.
After you are licensed: insurance
No state-set discount comes with learning to drive as an adult. Once you are 55 or older, you can take a Transportation Cabinet approved Over 55 Driver Improvement Course, and the cabinet tells them to confirm the discount with their insurer.
If you are younger, ask your insurance company which new driver discounts it offers, since that varies from one company to the next.
