Pennsylvania · Getting Your First License as an Adult
Your First Pennsylvania Driver's License at 18 or Older
This page is for adults in Pennsylvania who have never been licensed, and for newcomers converting a license from elsewhere. Think of your route as the teen route with the logbook removed. First a doctor completes Form DL-180, then you pass an eye check and an 18 question written exam to get a learner's permit, and finally you pass the road test. Classes are optional. On PennDOT's July 2025 fee chart, one $45.50 payment buys both the permit and the four year license, and REAL ID costs an extra $30 if you want it.

Step by step
Get the DL-180 physical
Have your doctor or nurse practitioner fill in the medical half of the form. PennDOT will not take it by mail, so plan to hand it over in person.
Gather originals
You need an identity document, your Social Security card (signed), and two papers showing a Pennsylvania address. Planning on REAL ID? Gather those documents now too.
Pass the eye check and the test
Miss no more than three of the 18 written questions, then pay with a card, check or money order.
Practice, then book the road test
Once you feel ready, reserve the test online, through a PennDOT-certified private tester, or by calling 717-412-5300.
Pass and get photographed
A pass sends you to a photo center for the card. It is valid for roughly four years, expiring the day after your birthday.
What adults can skip, and what they cannot
Two teen forms do not apply to you: the parent consent (DL-180TD) and the 65 hour certificate (DL-180C). No drivers ed is required either. The one step nobody skips is the learner's permit, because PennDOT will not let anyone drive on public roads without one.
Your permit shows an eligibility date, and the road test cannot be earlier. Check it the day you get the permit so you know your first possible booking.
A realistic schedule for a confident adult: physical in week one, permit in week two, a few weeks of practice with a licensed friend, then the road test as soon as the printed date allows.
Before you go: the documents
For identity, an original is required: a valid U.S. passport, say, or a birth certificate bearing a raised seal. Add your signed Social Security card and two documents tying you to a Pennsylvania address. The full list is in PUB 195US; common picks are a W-2, a utility bill, a tax record, a lease or a mortgage statement, and citizens may also use a current weapons permit.
Check that every document shows the same name and birth date, or that the chain between them is documented. Married or changed your name in court? Bring the certificate or order. Be aware that Puerto Rico birth certificates issued before July 1, 2010 are no longer accepted.
Before you go: REAL ID or standard
Choosing REAL ID adds $30 one time; renewals afterward cost the same as a standard card. The paperwork is one identity and lawful status document, one document proving your Social Security number, and two showing your address.
You can drive on a standard card. REAL ID, or a passport, comes into play only at airport security for domestic flights and at the door of certain federal facilities.
On road test day
Bring the actual documents, not copies: permit, registration card, insurance card, and the license of the person who brought you. Before you pull out, the examiner checks the car's inspection sticker and equipment.
Practice the box parking maneuver: a 24 by 8 foot space marked by upright poles, with up to three corrections. PennDOT-certified private test sites give the same exam at their own prices and sometimes have openings sooner.
At the counter: fees
From the July 2025 chart: $45.50 for the permit with a first four year license, or $33.50 for the permit with a two year license if you are 65 or older. Renewing later costs $39.50, and replacing the card (a duplicate camera card) costs $5.
Running out of time on the permit, or burning all three road test attempts, means a $6 extension or added Class C permit. Choose REAL ID and add $30.
If you are moving here with a license
New Pennsylvanians get 60 days from becoming residents to switch, and it must be done in person on Form DL-180R. Turn in the old card if it is valid or no more than six months past expiration, read the eye chart, and show identity, two residency documents and your Social Security card.
A license that qualifies spares you the written test. On the July 2025 chart, the four year card for a driver coming from another state is $39.50. Returning residents moving back to their former address do not need to prove residency again.
Insurance, practice cars and lessons
Because the examiner asks for the insurance card, confirm before test day that the policy on your practice car covers you as a permit driver, by name if needed. Ask your agent whether adding you raises the premium.
Adults do not need lessons, but they help a lot if no licensed friend or relative can ride with you. Many schools also rent a car for the test that is already inspected and in good order, so an equipment problem with your own car does not cost you the appointment.
Pennsylvania adult drivers ed: common questions
Do adults have to get a learner's permit first?
Yes. No matter your age, the order is physical, eye check, written test, permit, and then the road test.
What does an adult's first license cost?
On the July 2025 chart, $45.50 covers the permit and a four year license. REAL ID is an optional $30 more, charged once.
How long do I have to switch after moving?
Sixty days. Go in person with Form DL-180R and turn in your old license, which must be valid or lapsed six months or less.
Can I use a private road test site?
Yes. Sites certified by PennDOT run the same road test and charge their own fee.
Do I need two proofs of residency?
Yes, at 18 or older, for example a utility bill plus a lease or W-2. Applicants under 18 skip this.
Can I book the road test by phone?
Yes, at 717-412-5300, or online if you prefer.
Is a Puerto Rico birth certificate accepted?
Only if issued on or after July 1, 2010. PennDOT no longer accepts ones issued earlier.
