Georgia for First-Time Adult Drivers: Permit to Class C
Optional
This page is for Georgians 18 or older getting a first license, and for adults moving in from elsewhere. The question most people ask is whether they need a course, and in Georgia the answer is no: Joshua's Law stops at your 18th birthday. As a first-time adult you earn a learner's permit with the knowledge test, then pass a vision exam and a road test to get a Class C.

Step by step
Fill in DDS's online form first
DDS expects the Online License/ID/Permit Form on file before you walk into a Customer Service Center. It is saved for 60 days; after that you file it again.
Assemble your REAL ID papers
You need one identity document (a passport or a U.S. birth certificate works), two Georgia residency proofs from different sources and, where required, Social Security proof. If you are not a citizen, use DDS's list of immigration documents.
Earn the permit with the knowledge test
Pay $10 and pass the exam on road rules and road signs. A retake costs another $10.
Practice beside a licensed adult
Drive with someone 21 or over, Class C licensed, in the passenger seat. No course is required, but a certified school's lessons help if you have nobody to practice with.
Book and pass the road test
Schedule it online and bring your permit along with the car's insurance proof, registration and current tag. The visit also includes an eye test and your license photo.
Pay for the Class C
Adults who road test pay $32 for the license (October 2026 figure). Pass, pay, and the card is yours.
First question: do you need a course?
No. Joshua's Law is a teen rule, tied to Class D applications at 16 and 17. From 18 you apply straight for a Class C, and the 30-hour course, ADAP and proof of school enrollment drop away.
There is one catch for teens who decide to wait. DDS says an 18-year-old who applies for a Class C with no permit or Class D history must still swear, under penalty of law, to 40 hours of supervised practice including 6 at night.
Example: you turn 18 in October having never held a permit. You can skip the course and ADAP, but you will still sign that you have 40 supervised hours, so get the permit and do the driving before you book the road test.
Before the road test: getting and using a permit
DDS's road test checklist for applicants 18 and over includes the learner's permit, so plan on getting one. It costs $10 to test, and passing the rules and signs exam earns it.
Your supervisor on every practice drive is someone aged 21 or more with a Class C, sitting next to you and able to take over. DDS lists no minimum holding period for adults; if you want to test soon after the permit, check with a Customer Service Center.
Before your DDS visit: the REAL ID folder
Georgia licenses are REAL ID compliant, and you enter your complete Social Security number when filling in the online form. For identity, a U.S. citizen picks one item. The common ones are a passport or passport card that has not expired, or a birth certificate bearing a raised seal (original or certified). Citizens born abroad can use the Consular Report of Birth Abroad, and naturalized citizens a certified copy of their certificate.
Add two residency proofs from separate sources that show your name and street address; a P.O. box will not do. Utility bills and bank statements have to be dated within 6 months, while household papers such as a lease or mortgage statement may be from this year or last. Your first name and surname need to appear on each one, and translations are refused.
At the Customer Service Center: what happens in order
Expect to show every document, take a vision exam, and sit the knowledge exam if this is your first license. Later you return for the road skills test, the photo and the fee.
The car you test in must be insured, registered and wearing a current tag, with paperwork to prove it. DDS requires the online form for every center visit, so file it before you book the road test.
- Online License/ID/Permit Form filed
- Identity, residency and Social Security documents
- Learner's permit for the road test
- Insured, registered car with a current tag
- $32 license fee (October 2026)
On test day: vision, knowledge and road standards
To pass the eye test you need 20/60 or better in at least one eye, glasses allowed, and peripheral vision covering 140 degrees. If the field test goes badly, an optometrist or ophthalmologist fills in the Vision Report Form, DS-MR-274.
The knowledge exam is two tests of 20 questions, road rules and road signs, with 15 correct needed on each, and DDS offers it in 26 languages. The driving portion, by contrast, happens only in English, either with an examiner in the car or as a Virtual Road Test, and the pass mark is 75 percent. After a failure you wait 1 day, and after a second failure 7 days.
When a course is worth it anyway
Nothing is required, but lessons from a DDS-certified driver training school help many adults, particularly anyone without a licensed friend or relative to supervise. DDS lists certified schools on its Driver Education Programs page.
Once licensed, you can also sit the 6-hour Driver Improvement class from a DDS-certified clinic, either to save on insurance or just to sharpen up. DDS mentions premium savings as one benefit and tells drivers to confirm eligibility with their insurer.
If you are new to Georgia
Licensed in another U.S. state, in D.C. or in a U.S. territory? Once you become a Georgia resident, the clock gives you 30 days to switch, and every Customer Service Center handles transfers. A Class C transfer needs you to be at least 18, or 17 holding an equivalent license that is not commercial. Non-citizens who settle here have the same 30 days, and DDS will not take translations.
A current license, or one that lapsed 2 years ago or less, is simply handed in; after an eye test you are done, with no written or road exam. Past the 2-year mark, you sit all three exams and bring a certified driving history from the state that issued it. If the card itself is lost, ask that state for a certified record or motor vehicle report no more than 60 days old; it may fax it straight to DDS.
If your license is from another country
Foreign licenses have their own DDS page, and U.S. territories have a reciprocity page. Which tests you can skip turns on where your license came from.
Read the Drivers From Other Nations page before you go and bring what it lists. If a transfer is not possible, you follow the same route as any first-time adult: knowledge test, permit, then road test.
Georgia adult drivers ed: common questions
I am 25 and never learned to drive. Is a course required in Georgia?
No. Joshua's Law ends at 18. You can go straight to the Class C tests with no course.
Will I need a learner's permit first?
Plan on it. It is on DDS's road test checklist for adults, and you get it by passing the $10 knowledge test.
What does an adult license cost?
$32 for the license after an adult road test, as of October 2026, plus $10 each time you sit the knowledge test.
I am 17 and never got a permit. What changes at 18?
At 18 you can apply for a Class C, but you still pass the knowledge test and swear, under penalty of law, to 40 practice hours with 6 at night.
How long do I have after moving to Georgia?
30 days from the date you become a resident. Every Customer Service Center handles transfers.
Can a course cut my insurance as an adult?
Possibly. Licensed drivers can take the 6-hour Driver Improvement course at a certified clinic partly to lower premiums. Ask your insurer whether you qualify before signing up.
Will I have to retake the road test after moving here?
Not if your old license is current or lapsed for 2 years at most: hand it in and pass the eye test. Lapsed longer, and you take all three exams.
What eyesight does Georgia require?
20/60 or better in at least one eye, with or without glasses or contacts, and a 140-degree field of vision. Fail the field test and an eye doctor completes form DS-MR-274.
Can I take the road test in Spanish?
No. The written exam is offered in 26 languages, but the driving test is English only.
