Getting a First Texas Driver License After 18

This page is for adults 18 and older walking into DPS for a first Texas license. Your first decision is which route you are on, because age and any existing license change everything. Expect an in-person application, a stack of documents (who you are, your legal status, your Texas address, your Social Security number) and three tests: eyes, written, driving. Applicants aged 18 to 24 add an approved course, typically the short adult class, and anyone taking the road test first watches the free ITAD video. As of October 2026 the fee is $33 and the license runs eight years.

Step by step

  1. Figure out your route

Younger than 25 and never licensed anywhere? Course required. Aged 25 or up, or already licensed in another state? No course. People arriving with a current license from elsewhere in the U.S., its territories or Canada normally trade it in with no tests.

  2. Do the course if you need it

Complete the short adult class with a state-licensed company and hang on to the completion certificate (ADE-1317, or ADEE-1317 if electronic). If the class included the signs and laws exam, DPS will not repeat it.

  3. Run DPS's REAL ID Document Check

Answer a few questions online and DPS tells you exactly which papers to bring. Only originals and certified copies count.

  4. Finish ITAD

The hour-long video costs nothing; print its certificate, and make sure road test day falls inside its 90 day life.

  5. Book the visit and complete the DL-14A

Texas Scheduler takes bookings as far as 180 days ahead. Since DPS will not set a road test until you have applied, most people make two separate bookings.

  6. Take the tests

Eye test first, then the written test if your class did not cover it, then driving, either at DPS or a certified third-party school. The car must be registered and insured.

  7. Drive away on a temporary license

You walk out with a paper temporary that is valid right away. Proofread it at the counter; the plastic card shows up in the mail a few weeks later.

First: which route are you on?

Mostly it is about age. Section 521.1601 requires anyone under 25 applying for a first license to show a driver ed certificate. From 18 through 24, any of three courses satisfies TDLR: the short adult class, the full teen-style course, or parent-taught instruction. Twenty-five and older, no course at all.

A valid license from elsewhere changes things at any age. Adults who hand in a current license from another state, or one that lapsed under two years ago, are excused from both the course and ITAD. And when that license came from a U.S. state or territory or from Canada, DPS waives the written and road tests too, and its Moving to Texas page extends that test waiver to an out-of-state license that lapsed less than two years ago.

Two quick examples: a 22 year old who has never been licensed needs the course, ITAD and all three tests. A 22 year old moving from Oklahoma with a valid license surrenders it and skips the course, ITAD and the knowledge and road tests.

Before you go: building the document folder

Identity trips people up most. The simplest path is one primary document, and there are four: a green card, a naturalization or citizenship certificate, a U.S. passport, or a passport card. Lacking those, combine two secondary documents (a certified birth certificate plus a name change order, say) or pair one secondary with two supporting items (a W-2 and your Social Security card would work).

If your current name is not the one on your birth certificate, bring whatever links the two, such as a divorce decree, a marriage license or a court order. Acceptable residency items include a pay stub, a lease, your current car insurance card, a Texas vehicle registration or a utility bill dated within 180 days; both must be printed and carry your name and Texas street address.

Two extras apply to some applicants. People trading in another state's license need Texas plates on every car they own first (Section 521.144). And all applicants either prove insurance on their vehicles or sign that they have none.

Deciding on REAL ID

Since May 7, 2025, federal agencies take only REAL ID compliant cards at airport security for domestic flights and at secure federal buildings. Every card Texas has printed from October 10, 2016 on is compliant; look for the circled star in the top right corner. Apply now with the documents above and your new card will carry the star.

A card without the star still works for driving and state purposes; you would just need a passport or other federally accepted ID at the airport.

On test day

DPS takes your thumbprints, signature and photo, then checks your vision. The knowledge test covers signs, traffic laws, cyclists' rights and distraction, and comes in Spanish too. On the road test, the examiner checks for both license plates, an unexpired sticker, doors that work and liability coverage that does not exclude you as a driver.

Renting is allowed when the agreement lists you, the rental company permits testing, and you have proof of liability coverage. Note too that a paid test fee expires after 90 days, and you get three attempts per test on one application before starting over with a new fee.

If you are moving here with a license

You have 90 days on your old license after the move, under Section 521.029. Do things in order: vehicle registration through the state's motor vehicles department, then DPS, where you give up the old card. A current license from Canada or from a U.S. state or territory spares you both tests.

Thanks to reciprocity deals, a valid license from Taiwan, South Korea, Germany, France or the UAE may also get both tests waived. Any other country means the full testing sequence, plus a translation for a license printed in neither English nor Spanish. NATO personnel holding validating orders do not test either.

Non-citizens: the limited-term license

If you are in the country lawfully but are not a citizen, national, green card holder, refugee or asylee, your immigration papers get you a limited-term card. Under Section 521.271 it ends with your authorized stay, or after a year if that stay is open-ended. The October 2026 price is still $33.

Online replacement is open to you, online renewal is not, so each new set of status papers means a trip to an office.

Fee waivers for veterans, seniors and others

Section 521.426 waives the license fee for a veteran with an honorable discharge, a service-connected disability of 60 percent or more and federal disability compensation; commercial licenses are not covered. Any of the DD-214, DD-215 or NGB-22 gets the VETERAN marking added free. At 85 and older a license is $9 and lasts two years.

Fee waivers under Section 521.1811 also reach foster youth, young people without stable housing, and survivors of family or dating violence. Check with DPS on the proof required.

Texas adult drivers ed: common questions

What will my first adult license cost?

At October 2026 prices, $33 for an eight year card if you are 18 to 84. At 85 and older it is $9, and qualifying disabled veterans pay nothing.

What documents do I bring?

Documents for identity, legal status, Social Security number and two for your Texas address, plus insurance on any car you own. If you are under 25 add the course certificate, and on road test day bring the ITAD printout.

I just moved here. Will I be tested?

Usually not, if your current license is from Canada, a U.S. state or territory, or one of the five reciprocity countries (Germany, France, Taiwan, South Korea, UAE). Anywhere else, plan on both tests.

How many times can I fail?

Three tries per test on each application. After a third fail, or once the application's 90 days run out, you file a new application and pay again.

Can I test in a rental car?

Yes. You must be listed on the contract, the company must permit it, and you need liability coverage, either your own policy or the rental company's.

Will my new card be REAL ID?

Yes. Since October 10, 2016 every Texas card has the star, and a new license issued on a full set of documents will too.

Do I need ITAD if I am 30?

Yes, if you are taking a road test. Anyone 25 or older who drives a road test needs it, and so do adult-course graduates under 25.
