Getting Your First Maryland Driver's License as an Adult
This page is for adults in Maryland working toward a first license, and for people who just moved here. If you have never been licensed, you follow the whole Rookie Driver path: permit, the certified course of 30 classroom and 6 driving hours, logged practice, the skills test, and then 18 months on a provisional license with no convictions. If you arrive holding a valid U.S. license, none of that applies; you simply trade it in, and you have 60 days to do so.

Step by step
Figure out your route
No license history at all? Start with a permit. Holding a current U.S. license, or one that lapsed within the last year? Trade it in. Licensed only overseas? Take the 3 hour Roadway Safety class before anything else.
Get your permit
Reserve a myMVA slot, show originals proving who you are and your Social Security number, then clear the eye check and the 25 question test. The $65 Type I fee includes the eventual full license.
Take the certified course
Do 30 classroom hours, live virtual or in person, and 6 driving hours at an MVA certified school, which reports completion electronically.
Log hours and wait
Under 25: 60 hours with 10 at night and a 3 month hold. At 25 or older: 14 hours with 3 at night and a 45 day hold.
Take the skills test
Reserve it on myMVA. On the day, have your permit, the signed log, a licensed companion and an insured, roadworthy car.
Keep a clean record for 18 months
No conviction and no PBJ for 18 months, and the MVA mails you full license status automatically.
Before you start: no adult shortcut
Maryland is among the handful of states where a first-time adult driver takes the same full course a teenager does. You will not find a 6 hour adult version, an age where the course drops away, or a waiver of the road test. Age moves only two dials: how long you hold the permit and how many hours you log.
The one break comes at 25, when the wait shrinks to 45 days and the log to 14 hours, compared with 3 months and 60 hours at 19 to 24 or at 18 with a diploma. Turn 25 while on the permit and you can test once you have held it 45 days altogether, with the 14 hours and the course complete.
Building your document folder
Originals only. Age and identity can be proven with a passport or birth certificate from the U.S., a green card, or one of the federal citizenship papers (naturalization, U.S. citizenship, or a consular report of a birth overseas). For the Social Security number, the card works, and so does any W-2, 1099 or pay stub carrying your name and the complete number.
For residency, bring two items with your name and Maryland address: a lease or mortgage statement, a bank or credit card statement, a utility bill, an insurance policy, or mail from a government agency. The name has to match your identity document. Veterans 65 and older can rely on a DD-214 as their single identity document.
- Age and identity proof
- Social Security number proof
- Two Maryland residency proofs
- For an exchange, a vision screening done in the last 24 months
REAL ID and getting on a plane
Since federal REAL ID enforcement started on May 7, 2025, you need a compliant card, or something like a passport, to clear airport security for flights within the country or to enter a secure federal building. Maryland's list of documents for a new license is built on those federal proofs of identity, Social Security number and residency.
Bring every original to the first appointment so your card comes out compliant. If your lawful stay has an end date, your license will too: Maryland issues a limited-term card tied to that date, and the fee is adjusted to fit.
What it will cost as of October 2026
Fees changed on September 1, 2025. Since then, the Type I permit has cost $65, with the later full license conversion built in. A new license runs $11 for each year if you are younger than 21, or a flat $88 from 21 up, and the MVA says license fees can be prorated.
Driving school tuition is separate and set by each school, and the car you test in must be registered and insured. Duplicate or corrected licenses are $30 each. Look at the fee page right before your appointment, because the MVA does update amounts.
For a 30 year old starting from zero, that means $65 at the permit stage and $88 at licensing, before tuition.
If you moved here with a U.S. license
A regular out-of-state license must be switched within 60 days of the move; a commercial one within 30. If your license is valid, or expired less than 12 months ago, you exchange it with no written or driving test. Bring the card, or if you do not have it, a certified driving record dated within the last 30 days.
Licensed for less than 18 months? Maryland gives you a provisional card, and you must stay free of convictions for the required period. Suspended licenses cannot be traded in, and one expired more than 12 months means taking the knowledge, skills and vision tests. You hand over your old card at the counter.
If your license is foreign or military
When your only license comes from another country, or from the Armed Forces, Maryland wants you to sit a 3 hour class, the Roadway Safety Driving Education Program, before it licenses you. Licenses from Canada, a U.S. territory or another state are exempt.
You arrange and pay for it with the provider. Those who already have a Maryland customer number have the result sent over electronically; everyone else receives a certificate bearing a control number. Foreign license holders must also pass the road test, and they show that certificate there.
After the road test: your provisional months
Pass, and the provisional license arrives by mail in 7 to 10 business days. At 18 and older you are free of the teen limits on passengers, night driving and phones, but under 21 any measurable alcohol is a violation, and a first moving violation means a referral to the Driver Improvement Program.
Conviction number two means a 30 day suspension; number three or more, 180 days. Hit 5 points inside a year and the first such suspension lasts 6 months. Stay clean for 18 months and an attachment card arrives in the mail marking you as fully licensed; keep it with your provisional card until you renew.
Maryland adult drivers ed: common questions
I am 35 and never learned to drive. Do I need the course?
Yes. Age makes no difference: the certified 30 hour classroom and 6 hour driving course is required for every beginner.
How fast can an adult get licensed?
From 25, as little as 45 days on the permit, once you have 14 logged hours and the course behind you. Between 19 and 24, plan on three months and 60 hours.
What does a first license cost?
As of October 2026, $65 for the Type I permit, which covers the later full license, and $88 for a new license at 21 or older, possibly prorated.
How do I switch my license from another state?
Book an MVA visit inside your first 60 days here. Bring the old license, two proofs of your Maryland address, and proof of identity and Social Security number. No testing if the license is current or lapsed less than a year.
Will my new Maryland license get me on a plane?
Only if it is REAL ID compliant, which has been the rule at airport checkpoints since May 7, 2025 (a passport also works). Bring your original documents so the MVA can issue it that way.
What happens if I get a ticket while provisional?
A first conviction means the Driver Improvement Program and a restart of the 18 month clock. Later ones bring 30 day and then 180 day suspensions.
I lost my out-of-state license card. Can I still exchange?
Yes. Bring a certified copy of your driving record that is no more than 30 days old in place of the card.
