Virginia Drivers Ed for Adults, Including the 2027 Rule
Required in some cases
This page is for Virginians 18 and older who have never been licensed and need to know which rules apply to them. Timing is everything. Until January 1, 2027, any first-time adult can either complete driver education or keep a learner's permit 60 days and finish a behind-the-wheel checklist. From that date, applicants 18, 19 and 20 must do both a 90 day permit hold and a state-approved driver education program. At 21 and older, you keep the old choice.
- Ages 18 to 20, licensed from Jan 1, 2027
- Course required, plus a 90 day permit hold
- Age 21 and over
- Course optional, or hold the permit 60 days
- Any adult licensed before 2027
- Course optional, or hold the permit 60 days
- Knowledge exam
- All 10 sign questions plus 24 of 30
- Road test retest wait
- 2 days after a first or second fail
- Law behind the change
- HB 1224, Code of Virginia 46.2-324.1
Step by step
Work out which rules govern your license date
Look at your expected license date. Per DMV, if it falls after New Year's Day 2027 and you will be 18, 19 or 20, the course is required no matter how early you got the permit.
Apply for the learner's permit
Fill out the form, then show DMV who you are, that you are lawfully present, where in Virginia you live (two documents) and your SSN. Read the eye chart and clear both halves of the written test.
Pick a route, if you get to choose
At 21 or older, or if you will be licensed before 2027, choose a driver education program or a 60 day hold. At 18 to 20 from 2027, you need the course and 90 days.
Practice with a qualified supervisor
Your passenger needs a license and must be 21-plus, or 18-plus when it is your sibling or guardian. Without a course, use DMV's Behind-the-Wheel Checklist, which is form CSMA 19 (In-Car Maneuvers Observation Record), to structure practice.
Take the road test, or let the course stand in
Pass a course's final driving exam and DMV will not test you again. Skip the course and you go to DMV with the permit, a completed CSMA 140 and a car with all the required equipment.
Confirm the school reported you
DMV only accepts completion certificates sent by the driver training school, not handed in by you. Check that yours has gone through before applying.
Right now: adults still have a choice
Today, a Virginia resident 18 or older who has never been licensed anywhere has two paths. One is to finish driver education and pass the knowledge exam. The other is to keep a Virginia learner's permit for at least 60 days, complete a Behind-the-Wheel Checklist, and pass a DMV road test.
On January 1, 2027 that freedom shrinks. HB 1224 rewrites Code of Virginia 46.2-324.1 so that a never-licensed 18, 19 or 20 year old must sit on a permit for 90 days and complete approved driver ed within that window. Teens under 18 see no change.
If you are 18 to 20: does the 2027 rule catch you?
DMV's FAQ is clear that the license date is what counts. If you are 18, 19 or 20, get your permit in, say, November 2026, and are licensed in February 2027, you need proof of driver education. The rule reaches people holding another state's learner's permit too.
Did you drive legally before, abroad, in a territory or in another state? Documented prior licensing may excuse you from the course and from both exams, so carry that evidence to your appointment.
If you take a course: what it involves
The adult version is the teen program minus one piece: you skip the 90 minute session meant for teens and parents. Everything else is identical, with 50 minute sessions adding up to 36 in the classroom and 14 in the car, then a road skills exam.
You can do the classroom part online through a driver training school. Driving sessions require a learner's permit, so get the permit early.
If you are 21 or older: why the course can be quicker
When a course is optional for you, finishing driver education during your permit waives both the 60 day wait and the DMV road skills test. If you can book the in-car sessions fast, that can save weeks.
Going without a course saves money but costs time, and a licensed companion must vouch for your practice. The DMV exam itself is an on-road drive in your own car, conducted in English; a qualified translator has been allowed since September 30, 2024.
Testing at DMV means supplying the car. It needs a valid safety inspection sticker, plates and a registration card, and the brakes, seat belts, horn, lights, signals, mirrors and speedometer must work. A rental is allowed only if your name is on the rental agreement.
On knowledge test day
Sit down at a computer for a two-stage multiple choice test. Stage one shows you ten signs; miss even one and you stop there. Stage two asks thirty broader questions, and six misses is the most you can afford. Over 18, one attempt per day.
Strike out three times on either test and DMV makes you take the corresponding section of a driver ed course before letting you try again. A passing score also has a shelf life: twelve months to turn it into a permit or license, or you retest.
Before your DMV visit: documents and fees
Use the name on your legal records, never a nickname, and carry originals only. Not sure what counts? DMV's online document guide asks a few questions and produces a personal checklist, and Form DMV 141 is the master list. Your SSN, if you have one, is verified electronically.
If the name differs across your papers, bring the marriage certificate, divorce decree or court order that connects them. You can ask for an alternate mailing address on the card, a P.O. box included, if you would rather not show your home address.
Costs are modest: three dollars for the permit and four for each year on the license, so a full eight years runs $32 (October 2026 chart). Flying? Airport security has required REAL ID or an equivalent like a passport since May 7, 2025, and adding REAL ID to your card is a single $10 charge.
- Form DL 1P, the application for a license or ID card
- Identity proof and legal presence proof, one of each
- Two documents showing a Virginia address
- Your Social Security number, if one was issued
- Name change papers, when needed
If you are moving to Virginia
An adult arriving with a license from another state is not a first-time applicant, so 2027 changes nothing for you. If the card is current, or expired a year or less, DMV's instructions are just paperwork and payment; no class, no tests.
Timelines after the move: two months to convert a regular license, one month for a commercial one, and one month to title and register your car.
Coming from overseas, at 18 or above? Five countries have a straight swap with no exams: Japan, South Korea, Germany, France and Canada. Taiwan has a near-swap where only the written test is required. Unless you are Canadian, mail DMV a Form DL 7 plus a copy of the card ahead of time and allow as long as 15 days for verification. Any other acceptable foreign license gets you out of the course and the permit wait, though not out of the three tests.
Insurance and courses
Insurers are allowed, not obliged, to give drivers aged 54 and under a lower rate after a DMV-approved driver improvement clinic (Code of Virginia 38.2-2217). Drivers 55 and older get a stronger rule, explained on our Virginia defensive driving page.
Keep in mind that driver education for new drivers and a driver improvement clinic are different courses. Ask your insurer which one, if either, earns a discount.
Virginia adult drivers ed: common questions
I am 19. Do I need drivers ed in Virginia?
If you will be licensed before January 1, 2027, no; a 60 day permit hold works instead. If licensed on or after that date, yes, plus a 90 day hold. At 21 and older the choice stays.
When does the change for 18 to 20 year olds begin?
January 1, 2027, under HB 1224. It applies based on the license date, even if the permit was issued earlier.
Can I avoid the DMV road test?
Yes. Complete a course and pass the instructor's final driving exam, and DMV waives its own.
How long do adults hold the permit?
Two months if you skip the course. Under the 2027 rule, 18 to 20 year olds face three months plus a course.
Can I take the classroom part online?
Yes, through a driver training school. Driving and observation sessions are in a car, with a permit.
What if I fail the knowledge exam three times?
Finish the classroom section at an approved school, then bring that certificate to DMV for attempt number four.
I had a license in another country. Does the 2027 rule apply to me?
DMV says drivers who can prove a prior license may not need to repeat driver education or the tests. Bring the proof.
Can I swap a foreign license for a Virginia one?
Adults can. Five countries swap test-free once verified, Taiwan needs the written test only, and any other country means all three tests.
Can I use a translator on the road test?
Yes. Road tests are given in English, but since September 30, 2024 you may bring a qualified translator.
