Getting a West Virginia License as an Adult First-Time Driver

Optional

This page is for anyone 18 or older in West Virginia who has never been licensed, and for adults moving in with a license from elsewhere. The decision is whether to pay for lessons, because no course is required. Never licensed? Clear an eye check and the written exam to receive the regular Class E instruction permit. Practice for 30 days or more with a licensed adult of at least 21 next to you, and then book the road test. Driving school lessons are optional, but they fill the gap if nobody can supervise you.

Step by step

  1. Collect your documents

You need an identity document, something showing your Social Security number, and two documents showing where you physically live in the state. The DMV suggests starting the application online in its self-service portal.

  2. Take the vision screening and knowledge test

Adults applying for the first time handle both in person at one of the DMV's regional offices. Study the licensing handbook and the DMV's sample tests beforehand.

  3. Leave with a Class E instruction permit

It costs $7.50. Every drive needs a licensed person aged 21 or more next to you in front.

  4. Practice for 30 days or more

The road test cannot come sooner. There is no hour log for adults, so keep going until highways, town streets and night driving feel routine.

  5. Book and take the road skills test

Schedule online with the DMV. On the day, have the permit, a licensed companion, and a car with a valid inspection plus its insurance and registration cards.

  6. Get your Class E license

A temporary card or receipt covers you for 60 days while the DMV's central issuance system mails the real one.

Before you start: no course, no hour log

Adults face no course mandate in West Virginia: no classroom hours, no instructor hours. The 50 hour log and the three GDL levels apply only to drivers under 18.

So the adult route looks short: permit, 30 days, road test. The danger is arriving at the skills test unready, since no rule makes you practice a particular number of hours.

A realistic example: if you get your permit on the first of the month and can drive with a friend three evenings a week, you can be on the road test schedule after day 30 with roughly a dozen sessions behind you. Fewer than that and it may pay to book a lesson.

Before you apply: are you a first-time adult applicant?

W. Va. Code 17B-2-6 treats you as previously licensed only if you once held a Level 2 license or an equal one elsewhere. Anyone 18 or over who never did takes the adult permit route. So might someone whose out-of-state license expired and who has no certified driving record to show; the DMV can require every exam.

Some people need no West Virginia license at all. A visitor aged 16 or more with a valid license from home may drive here for as long as 90 days each calendar year. College students from other states can use their home license for as long as they stay enrolled at a West Virginia school. Residency ends both exemptions, so transfer once you settle here.

At the DMV: the regular Class E instruction permit

Instead of a GDL permit, adults with no prior Level 2 or equivalent license get the regular Class E version. Show your documents, pass the eye and written tests, and it is issued.

It cannot be renewed. Let it expire and, according to the DMV, you start over: eye test, written test, then a fresh permit and a new 30 day wait.

While you practice: how long the permit lasts

Here the official sources conflict. One DMV page, the one describing the regular permit, gives it 180 days. The DMV's fee schedule says the permit for an 18 year old expires after 90.

The statute settles it: W. Va. Code 17B-2-5 sets six months for adult permits, in line with the permit page's 180 days. The fee table's 90 days contradicts the law and looks out of date, but police and examiners go by the date printed on your own permit.

Practical plan: look at the date printed on the card, and if it says 90 days, raise it with the clerk before you count on six months. Booking the road test soon after day 30 keeps you safe either way.

While you practice: when paid lessons make sense

Lessons are worth the money if there is no licensed adult 21 or older to ride with you, if interstates or mountain roads make you anxious, or if you have already failed the skills test once. A lesson package before the test can also let you use the school's car, which saves arranging an inspected vehicle yourself.

Ask a school what its instructors are certified to teach and whether it will provide a car for the test. Prices differ, so compare the cost per hour rather than package names.

On test day: tries, waits and what to bring

Schedule through the DMV's appointment system and arrive with the permit, a licensed driver, and an inspected car whose insurance and registration cards are current.

A failed test means waiting at least seven days, by law, before trying again. W. Va. Code 17B-2-6 also says what the adult permit fee buys: two written attempts and three road attempts, all inside the first 90 days after the permit is issued. Ask the clerk what extra attempts would cost.

After you pass: fees and the REAL ID choice

Current DMV prices (October 2026): $7.50 for the adult instruction permit; $5.00 for each year a Class E license is valid; $5.00 extra if it has expired; $7.50 for a duplicate.

Want the REAL ID (For Federal Use) version? That is $10.00 more, and it is what you will need at airport security and for other federal uses. It requires a different set of documents, so choose before your appointment.

If you are moving to West Virginia with a license

A valid, unexpired out-of-state license transfers. Expect three things before the new card is issued: an eye test, a short course on alcohol awareness, and surrendering the old license.

An expired license means a choice: sit the vision, written and road exams, or produce a certified driving record. A newcomer without the physical card needs a certified record dated within 30 days of the application.

  • The DMV runs every applicant through PDPS, the national Problem Driver Pointer System
  • A suspension or revocation in another state has to be cleared first
  • Have your identity and Social Security documents plus two proofs of residence

Insurance after your first license

Nothing on the DMV's site obliges an insurer to cut rates for adults who finish a course. Some insurers do reduce rates for completed training, so get the amount in writing and confirm they accept the specific course before enrolling.

West Virginia adult drivers ed: common questions

I am 18. Do I need a drivers ed course?

No. Pass the eye and written tests to get a regular Class E permit, practice for 30 days or longer, and take the road test.

Who is allowed to supervise my practice?

A licensed driver 21 or older, sitting in the front passenger seat.

How soon can I take the road test?

Thirty days after the permit is issued, at the earliest. Should it expire first, you repeat the eye and written tests and wait a new 30 days.

What does a West Virginia license cost?

As of October 2026: the adult permit is $7.50 and the Class E license is $5.00 for each year. Add $10.00 for REAL ID.

Do I need to test to transfer my license here?

A current license from another state transfers without road or written tests; you do an eye test and a short alcohol awareness course, and turn in the old card. If it has expired, sit all the exams or provide a certified record.

Can I renew my adult permit if it runs out?

No renewals. When it expires, you test again, get a new permit, and the 30 day clock restarts.

How many chances do I get at the road test?

Three road attempts are covered by the adult fee under W. Va. Code 17B-2-6, as long as they fall within 90 days of when the permit was issued. Each failure carries a one week wait. Ask the DMV what happens after those are used.

Can I just keep driving on my old state's license?

Only for a while. Visitors 16 and up get 90 days per calendar year on a valid home license; students from other states attending a West Virginia college can use theirs throughout enrollment. Once you are a resident, transfer it.

Is my permit good for 90 days or 180?

DMV pages give both figures, but state law (W. Va. Code 17B-2-5) says six months, which is the legal term. Go by the date printed on your permit and book the road test soon after day 30.
