D.C. for Adult Beginners: Permit, Road Test and the Age 21 Line
Optional
This page is for District residents 18 or older who have never been licensed. What you really need to know is which rulebook you fall under, and your birthday decides it. No one is required to take a course. If you are 21 or over, a passed eye check and knowledge test earn you a learner permit, and the road test can be booked the same day. If you are 18, 19 or 20, you are still in GRAD: half a year on the permit and 40 signed-off practice hours come first.

Step by step
Test your documents online first
DC DMV has a Document Verification Guide on its site. Use it to confirm you have papers for lawful presence, for your identity and birth date, for your Social Security number, and two that show where you live in DC now.
Go to a service center
Fill in the printed license application and take it with your originals. Unless DC DMV tells you otherwise, a copy, notarized or not, will be turned away.
Pass the eye check and knowledge test
Do both and you leave with a REAL ID learner permit. A knowledge test fail means sitting out three calendar days and retaking on day four.
Practice with someone licensed
On the permit you drive from 6 in the morning to 9 at night, with a licensed adult 21 or older in the next seat. Between 18 and 20, you also need 40 logged hours and six months on the permit.
Reserve the road test
Use the website or call 311. Arrive with the permit, a licensed companion aged 21+, and a car that is inspected, registered and insured, or test in a DC DMV car if DC DMV is your tester.
Leave with a paper license
Pass and pay, and you get a paper license good for 45 days; the plastic card follows by mail inside 10 business days. DC DMV will not send it to a P.O. box.
Before you apply: no class needed
Driver education is not mandatory for anyone in the District, adult or teen; the 2016 plan to require it was shelved with no restart date. If you want a course anyway, DC DMV approves one made up of 8 hours in the car and 30 in the classroom.
On its permit page DC DMV recommends that people who have never held a license take driver education before the road test. If you have few chances to practice, a handful of professional lessons may get you through faster than months of borrowed cars.
Before you apply: which age group you are in
GRAD applies from age 16 until the 21st birthday. Get a first permit at 18, 19 or 20 and you are in it automatically, which means half a year on the permit, 40 signed-off hours and a year free of pointable offenses before the provisional license. After that, once you hold a full license and are over 18, no schedule or passenger limits apply, and at 21 GRAD stops altogether.
Over 21 and unlicensed? Pass the knowledge test, take your learner permit, and book a road test whenever you like; neither the six month wait nor the hours form applies. A licensed companion of 21 or more must still ride with you when you practice and when you go to the test, and turning up without one blocks testing for six months.
Two examples: a 20 year old who gets a permit in January cannot road test before July. A 22 year old who gets a permit the same day can book the first open road test slot.
Before you apply: the knowledge test, at home or in person
A service center is not the only place to take the knowledge test. DC DMV began offering an at-home virtual version, by appointment, in October 2022, and proctoring centers run it as well. Neither option covers the CDL or motorcycle exams; they handle the ordinary and GRAD versions.
If you pass virtually or at a proctoring center, bring all your documents to a service center inside 14 business days. Wait longer and the pass no longer counts. In person, the test comes in 15 languages, with additional ones introduced in December 2025, and there are audio versions and a telephone language line.
Printed manuals are gone. Download the manual from DC DMV and try its online practice exam; DC DMV notes that the practice questions are not the real ones.
Before test day: fees and insurance
For a first adult license, expect roughly these October 2026 charges: permit $20; knowledge test $10 at a service center, $39.95 proctored or $49.95 virtual; road test $10; and $47 for a license that lasts 8 years. Paying by card adds 2.5%, so check DC DMV's current fee table before you go. Third-party testers set their own price, which DC DMV caps at $100, and they may charge extra if you use their car.
Whatever car you test in must have valid insurance that names it. DC DMV's minimum coverage is bodily injury of $25,000 for one person and $50,000 per accident, property damage of $10,000, and uninsured motorist coverage at the same $25,000 and $50,000 levels with $5,000 for property damage and a $200 deductible. Before your first practice drive, call the insurer and get yourself added as a permit driver, and if the car belongs to a friend, check that their policy covers someone learning.
On test day: the road skills test
Examiners look at how safely you control the car, how you use your signals, whether you can parallel park, and more. You may test at DC DMV's Deanwood office or with an approved third party; either way, there is a fee.
The car must have valid registration, proof of insurance (card or policy), a current inspection sticker if one is required, and working mirrors, horn and lights. The windshield must be free of cracks and no warning light may glow on the dashboard. Test with DC DMV and you can drive one of its cars at no extra cost, once you sign a waiver and consent form.
- Bring: a valid permit and a licensed companion aged 21+
- The car: registered, insured, and inspected where required
- After a fail: three days before you can retest
- Cancelling: give two days' notice or pay a fee
If you already have a license from somewhere else
Once you have lived in the District longer than 60 days, DC DMV expects you to switch. Your old state's license or ID is cancelled the moment DC issues you one. If the old license lapsed more than 90 days ago, you are treated as a beginner: knowledge test, DC learner permit, road test.
The New District Residents section of DC DMV's website walks through the documents and steps for someone with a valid out-of-state license, and it includes advice for military personnel on active duty and Foreign Service families.
After you pass: insurance and courses
District rules set no insurance discount for adult driver education. DC DMV does suggest that its approved online defensive driving course may help keep premiums from rising, while urging you to confirm that with your insurer first.
New to driving as an adult? Before enrolling in anything, phone your insurer and ask whether a defensive driving course or the 38 hour program earns any discount for new drivers.
Washington, D.C. adult drivers ed: common questions
Must adults take driver education in D.C.?
No. Nobody in the District has to; the plan to require it from 2016 was put on hold for good.
I am 25. Do I wait 6 months for a road test?
No. Drivers 21 and older sit outside GRAD and can book a road test as soon as they hold a learner permit.
I am 19. Does GRAD apply to me?
It does. GRAD runs until your 21st birthday, so you will need half a year on the permit and 40 signed-off hours.
Can I bring my own car to the road test?
You can, as long as it passes DC DMV's checklist. When testing with DC DMV you may borrow one of its cars for free; third-party testers do not offer that.
My out-of-state license lapsed. What now?
More than 90 days lapsed means starting fresh: the DC knowledge test, a learner permit, then a road test.
How long does the paper license last?
Forty-five days. The permanent card is mailed within 10 business days, and DC DMV does not mail to P.O. boxes.
Is the D.C. knowledge test available online?
Yes, from home by appointment for $49.95 at October 2026 prices. Pass it, then bring your documents to a service center within 14 business days.
How soon after moving must I switch my license?
When your stay in the District passes 60 days. You hand in the old license and avoid testing, unless it lapsed more than 90 days ago.
Who has to ride with me when I practice?
Someone licensed and at least 21, sitting next to you, and only during permit hours: 6 in the morning to 9 at night.
