Getting a First Utah License as an Adult
Required in some cases
Read this if you are a Utah adult with no license yet and you are wondering whether drivers ed is money you have to spend. Your birthday decides. An 18 year old still has to finish an approved course. Someone 19 or over can choose: enroll, or sit on a learner permit for 90 days while a supervisor signs off on 40 hours behind the wheel, with 10 of those after sunset. Everyone, course or not, still faces the 50 question knowledge exam, DLD's online Traffic Safety and Trends Exam and a road skills test.

Step by step
Collect your documents and book a learner appointment
DLD needs proof of identity, your Social Security number and your Utah address, plus proof of lawful presence if you are not a U.S. citizen. Book the learner appointment online before going in.
Take the eye test and knowledge test
At the office you are photographed, take the eye test, pay $19 and sit the 50 question closed-book test. Pass it and the permit is yours that day.
Decide: course or practice route
If you are 18, the course is not optional. At 19 or older you can enroll in one, or skip it by keeping the permit 90 days and logging 40 practice hours.
Practice only with a licensed driver 21 or older
An adult permit holder may drive only when a licensed driver 21 or older is in the seat beside them. Have the permit on you every time.
Pass the Traffic Safety and Trends Exam online
If you have never been licensed anywhere, register with your permit number and complete this 40 question online exam. You need a perfect score, and retakes are unlimited.
Take the driving skills test
Bring a car that is safe to drive. You can test with DLD itself or with a licensed commercial school whose tester is certified.
Pay for the license
Make one more appointment to get the card. Expect $52 if you are 21 or older; drivers 20 and younger get a provisional license for $39.
Before you enroll: does your age require a course?
Utah Code 53-3-204 bars DLD from licensing an applicant 18 or younger who has skipped approved driver training. Once you are 19, the law lets you choose between a course and the alternative written into Utah Code 53-3-210.5.
That alternative means keeping a learner permit for three months and certifying 40 or more hours of driving, with 10 or more at night after sunset. DLD calls it a 90 day holding period for applicants 19 and older.
If you are 18: the rule most people get wrong
A lot of people expect drivers ed to disappear on their 18th birthday. In Utah, the only thing that disappears is the six month permit hold. DLD's permit table for 18 year olds shows no holding period, a required course and 40 practice hours.
Worked example: if you turn 19 in four months, waiting may let you use the 90 day permit route instead of buying a course. You would still need the 40 practice hours, though, because only a course removes them.
If you are 19 or older: when paying for a course makes sense
DLD's learner permit table says the 90 day hold and 40 practice hours apply to drivers 19 and up unless they complete a driver education course. Finish a course and you may be able to test sooner without logging supervised hours.
A course is also the practical answer if nobody licensed and 21 or older can spend 40 hours in the passenger seat with you. Commercial schools licensed by DLD supply the in-car training, and many can give you the skills test as well.
On knowledge test day
Expect 50 closed-book questions. Utah Code 53-3-210.5 requires half the questions to cover the major causes of traffic deaths, so give the crash material in the Utah Driver Handbook extra attention.
There is no time limit, but most people finish in 30 to 45 minutes, and 80 percent passes. You can test twice in a day, and a single application fee covers three attempts within a year. Both the permit and a passing score last 18 months, so test before the permit expires.
DLD gives the test in Spanish, Arabic, French, Korean, Mandarin, Portuguese, Somali, Swahili, Tagalog, Tongan, Ukrainian and Vietnamese, among other languages, or through an interpreter the division approves.
Before the license: one more exam if you have never driven anywhere
If you have never been licensed in any state or country, you take a test that a transferring driver does not. The Traffic Safety and Trends Exam is only online, requires your permit number, and must be passed at 100 percent before your permanent license is issued.
There are four sections of 10 questions, each with a short video, and you can stop between sections. No internet at home? DLD suggests using a public library.
If you are not a U.S. citizen
Noncitizens without permanent residence have two possible cards. The first is the limited-term license, which DLD (as of October 2026) treats as REAL ID compliant. It is meant for people whose lawful status DLD can verify; refugees, asylees whose claims were approved and humanitarian parolees who fall under the rule are examples. The card lasts five years at most, and ends sooner if your legal presence document runs out first.
If your status does not qualify for REAL ID, which includes undocumented residents, you can apply for a driving privilege card. It is for driving only, does not work as identification, expires each year on your birthday and requires a fingerprint card. Utah cannot give a temporary paper version of this card, so you cannot drive until the plastic card arrives in the mail.
What you will pay
Budget $19 for the permit. In October 2026 DLD charges $52 for a first Class D license if you are 21 or above; at 20 or below the card is provisional and costs $39.
No fees are refunded. Missing a skills test appointment costs $25 to reschedule, according to DLD.
If you already hold a license from somewhere else
Already licensed outside Utah, whether in another state or abroad? If you are at least 16, Utah Code 53-3-204 waives both the training course and the permit hold. Trading in a valid license does not involve Utah drivers ed.
Take your current license and DLD's identity, Social Security and Utah address documents to a DLD office. If your old license has lapsed, ask DLD which tests you will face.
A note on insurance
No Utah statute ties an insurance discount to adult driver education. Some insurers charge new adult drivers less after formal training, but that is their call. If a discount is part of why you are enrolling, ask your agent first.
Utah adult drivers ed: common questions
I am 18. Can I skip drivers ed in Utah?
No. At 18 an approved course is still required. From 19 you can skip it by keeping the permit 90 days and certifying 40 practice hours, 10 after sunset.
How long will I be on a learner permit as an adult?
At 18 there is no minimum hold. At 19 or older DLD lists 90 days unless you complete a driver education course.
Who is allowed to supervise me while I practice?
A licensed driver who is at least 21 must sit in the seat beside you, and the permit must be with you.
What is the knowledge test like?
Fifty closed-book questions, an 80 percent passing score and no time limit. One application fee covers up to three attempts within a year.
I have a license from another state. Do I need Utah drivers ed?
No. Holding a valid license from elsewhere, at 16 or older, takes you out of the course rule. Bring that license along with your ID papers.
What does a first adult license cost in Utah?
Plan on $19 plus $52 if you are 21 or over, per DLD's October 2026 fee list. Younger applicants pay $39 for the provisional card instead of $52.
Do adults take the Traffic Safety and Trends Exam?
Only first-timers do. If no state or country has ever licensed you, you need a 100 percent result on this online exam before the card is issued.
Can I get a Utah license without a Social Security number?
If you cannot establish lawful presence, you may qualify for a driving privilege card instead. It requires fingerprints, allows driving only and expires each year on your birthday.
Can I take the knowledge test in a language other than English?
Yes. DLD offers it in a dozen languages including Spanish, Mandarin, Somali and Tongan, or through a division-approved interpreter.
