Your First Colorado Driver's License as an Adult
Required in some cases
This page is for adults in Colorado heading for a first license, and for people who just moved here. Your decision depends on age. Right now, as of October 2026, nobody 18 or over has to take a course before the permit. HB24-1021 rewrites that for anyone aged 18, 19 or 20 starting January 1, 2027: before the permit, they must complete a class, either full 30 hour driver education or the shorter 4 hour awareness program, which has to be attended in person. At 21 and up there is still no course, and you can book the road test the moment you have a permit.

Step by step
Find out if you need a permit at all
A permit is your starting point when you have never been licensed, or when an old license lapsed or was cancelled over 12 months ago. Beginning in 2027, applicants aged 18 to 20 add a class (30 hours, or 4 hours attended in person) before that.
Pre-register and test
Start the pre-registration online. Then sit the written exam either from home (the @Home option) or at a booked office slot; an office pass lets you walk out with the permit.
Go to the permit appointment
Bring your identity documents, your glasses for the eye exam, and a way to pay. You leave with a paper temporary permit; the card arrives by mail within 30 days.
Practice with the right passenger
Only drive when a person aged 21 or more occupies the passenger seat beside you, carrying a current Colorado license, or else military ID together with a current license from elsewhere.
Book the road test with a school
With no adult waiting period, you may book right away. The test is given by an approved driving school rather than DMV staff.
Upgrade to the license
Unchanged details mean you can finish online. Otherwise visit an office carrying two documents, each less than a year old, that show your Colorado address.
First, do you need a course?
Not if you have turned 21. The adult permit page asks for no class, no holding period and no practice log, so a road test can follow the very day your permit is issued.
For 18 to 20 year olds the calendar decides. Anything filed by December 31, 2026 needs no class. Anything filed in 2027 or later triggers HB24-1021 and its choice between a 30 hour course and a 4 hour awareness program, with the 4 hour version delivered in person.
If you are 18 to 20: planning around 2027
It is not only first timers. Drivers earning back a license or permit that was surrendered, revoked, suspended or cancelled are caught too, as are newcomers converting a permit from another state, whenever that happens in 2027 or later. Anything issued in 2026 or earlier is unaffected.
So if you are 19 and ready to test, filing for the permit before the year ends avoids the class. If you have barely driven, though, the 30 hour course may be worth it regardless.
For example, a 20 year old who applies on December 15, 2026 needs no class. The same person applying on January 5, 2027 does.
Before the permit: the written test
Choose between the DMV's @Home online exam, which carries an additional charge, and a scheduled office test available in Spanish or English. Home testers must bring evidence of their pass when they come in.
Retakes cost $11.50 apiece as of October 2026 and have to be paid at an office. For study material, use the state handbook and the practice quiz found through the DMV's Driver Education page.
While you practice: who can ride with you
Your companion has to be at least 21 and seated next to you up front, licensed in Colorado or, if military, carrying a service ID and a current license from home. Solo driving on a permit is never allowed.
There is an eyesight rule as well: 20/40 or better in one eye at minimum.
On test day: what to expect
The DMV's own offices have stopped running road tests, so you schedule with one of the state approved private testers. Fail, and you can try again from the next business day per the handbook, paying the state $15.40 each time on top of the school's fee.
Colorado road tests follow American Association of Motor Vehicle Administrators guidelines and score three things: how you perceive traffic and hazards, how you control the car, and how well you pay attention. Turns, stops, intersections, lane changes, merging and your general driving are scored all the way through.
It is just you and the examiner; relatives, friends, interpreters and animals stay behind. Remove any weapon from the vehicle, silence the phone and radio, and take everything off the dash and the rearview mirror.
Budgeting: what it costs
The DMV's October 2026 fees: a REAL ID permit is $20 and a standard one $23; the license itself runs $34 in REAL ID form and $36 in standard form. Private testers add charges of their own, so get a quote.
Most adults can skip lessons legally, yet a few sessions with a listed school make sense for a beginner, since schools are also the ones giving the test. Colorado does not require insurers to discount for adult beginners, so ask yours whether a course changes your premium.
If you just moved to Colorado
Residency starts the day you begin working in Colorado, open or run a business here, or complete 90 straight days living here. The transfer, done by appointment at a license office, is due within the following 30 days.
Carry the previous license (current, or expired under a year) or a driving record printed in the last 30 days. Licensees from Japan, Taiwan, South Korea, Germany, France and Canada skip retesting, while others may sit the relevant tests. Staff punch a hole in the old card.
Service members on active duty, their families, and people in Colorado mainly for school are assessed differently for residency. If you fit and your home license is valid, check with the DMV before assuming you must switch.
After you are licensed: changes and renewals
Moved or changed your name? The DMV must hear within 30 days. A new address can generally be filed on the website, whereas a new name requires an office visit with the court or marriage paperwork.
Note the expiration printed on your first adult license, keep an eye out for the renewal notice, and use online renewal when you qualify.
Colorado adult drivers ed: common questions
I am 25. Does Colorado require driver ed?
Not at 25, or at any age from 21 up. The 2027 class rule only reaches 18, 19 and 20 year olds.
Do adults have to wait on a permit before the road test?
No. Adults can take the road test as soon as the permit is issued.
Who may supervise my practice drives?
Someone at least 21 riding up front, licensed in Colorado, or a service member with military ID and a current license from home.
Where do adults take the road test?
With a private, state approved testing school; DMV offices no longer run the test.
I just moved here. When must I switch my license?
Thirty days after residency begins, meaning you took a job here, started or ran a business here, or passed 90 consecutive days living here.
What does a Colorado license cost?
For October 2026: $34 (REAL ID) or $36 (standard) for the license, after a $20 or $23 permit.
Can a friend ride along on my road test?
No. The examiner is the only other person allowed; that rules out friends, family, interpreters and pets.
If I fail the road test, when can I retake it?
From the next business day. Expect the state's $15.40 plus whatever the school charges.
How quickly must I report a new address?
Inside 30 days, and usually online.
My license from Japan is valid. Do I need to test?
No. Japan is one of six places, with Canada, France, Germany, South Korea and Taiwan, whose licensees transfer without retesting. Bring the card along.
