Learning to Drive as an Adult in Washington State

Required in some cases

This page is for anyone 18 or older getting a first Washington license. Your decision is whether you can simply test, or whether a course now applies to you. As of October 2026, adults pass the knowledge and drive tests with no course required. On January 1, 2027, RCW 46.20.1191 brings in a course requirement for 18 year olds getting their first license, then widens by one year of age every January until it reaches everyone under 22 in 2030. If you are under 25 and your first license is issued on or after November 1, 2026, you must also complete a short, free web course on safety around road work zones and emergency responders.

Step by step

  1. Work out whether the 2027 rule catches you

Applying for a first license in 2027 or later while aged 18? Then budget for an approved driver education course. Each January adds the next age, ending at 21 in 2030.

  2. Decide about a permit

Adults can test without one. You only need it to practice on public roads, and then you carry it and drive with someone licensed at least 5 years.

  3. Prepare for and pass the knowledge test

Study the Washington driver guide, try the practice test, then sit the 40 question test at an approved location. Score 32 or better; the pass lasts two years.

  4. Bring a legal car to the drive test

The car must be in good working order with valid registration and tabs, and you need proof of liability insurance. Score 80 of 100; the pass lasts one year.

  5. Finish the work zone course if you are under 25

Under 25 and expecting your first Washington card from November 1, 2026 onward? Take DOL's free web course before you apply.

  6. Apply and pay

Holders of a Washington photo learner permit can do it online; everyone else books a licensing office visit. You will have your vision screened and pay $111 (six years) or $131 (eight years).

Before you start: no course is required yet

DOL's adult application page is clear for now: once you are 18, two passed tests, knowledge and driving, are all it takes to earn a first license. No course, no permit. That holds for any license issued through December 31, 2026.

The law has since set a timetable. It began with ESSB 5583 in 2023, which told DOL to plan a course mandate reaching people aged 18 through 24; DOL's 2024 plan targeted 2028. Then ESHB 1878 in 2025 trimmed the scope to 18 through 21, set fixed dates in RCW 46.20.1191, and made 18 year olds the first group, starting January 1, 2027.

Before you start: will the 2027 course rule apply to you?

The rule covers first-time applicants and grows one age per year. On the page for its work zone course, DOL says the opening group is 18 year olds born in 2009 or later, and that applicants under 22 are the final group to join.

A worked example: if you were born in 2009 and apply for your first license at 18 in spring 2027, plan on the course. If you are 20 and apply in 2027, the rule does not reach you that year, but it would in 2029.

Drivers 22 to 24 never fall under the full course. They do face a lighter rule from January 1, 2027: anyone under 25 with moving violations found on two separate occasions gets a DOL notice and has 180 days to complete a safe driving course, or the license is suspended.

  • 2027 (from January 1): age 18
  • 2028: ages 18 and 19
  • 2029: ages 18, 19 and 20
  • 2030: everyone 18 to 21

Before you start: exemptions and a possible delay

Holding a license from a reciprocal jurisdiction exempts you, so a 19 year old arriving from Oregon with a valid license converts without a course. DOL may also excuse you if you completed comparable training somewhere else, or if you can show the course was out of reach, that you need to drive, and that you drive safely.

DOL has authority to pause or push back a cohort by rule if courses or instructors run short. In October 2026 the published start date was still January 1, 2027. With an 18th birthday coming up, look at DOL's site again before you plan to skip the course.

While you practice: the permit and a supervisor

Practicing on public roads requires a permit and someone in the front seat licensed for at least 5 years. If nobody in your life fits that description, lessons from a driving school fill the gap.

The permit lasts a year, costs $35 in October 2026, and renews up to two times at $25 each. There is a practical perk to holding the photo version: you can apply for the license from home and print a temporary one, skipping the office trip.

Before you apply: the work zone and first responder course

Beginning November 1, 2026, first-time applicants under 25 must pass this free online course. DOL says it takes about an hour, finishes with a test, runs on phones and computers, and comes in 14 languages.

Two things decide whether you need it: your age and the date your first Washington license is issued. Someone 24 licensed on November 1, 2026, takes it; someone 25 does not.

On test day: knowledge and drive tests

The knowledge test is multiple choice and offered in 12 languages, Spanish, Russian, Vietnamese and Ukrainian among them. Fail it and you may have to wait before trying again.

The drive test happens in your car, not DOL's. Without proof of liability coverage, or with expired registration, tabs or plates, you will be turned away. A rental is acceptable.

Approved schools are allowed to run both exams. Prices for testing are set locally, so put a school's bundled lessons-plus-tests price beside the cost of testing alone before you choose.

After you pass: standard license or enhanced license

Washington offers two versions. From May 7, 2025, airport security stopped accepting the standard card for domestic flights. The enhanced driver license, or EDL, is REAL ID compliant and doubles as a travel document when you come home by land or sea from Canada, Mexico, Bermuda or the Caribbean.

Only citizens qualify for an EDL. Expect to document citizenship, identity, Washington residence and your Social Security number. Pricing in October 2026: a first EDL runs $153 for a six year term and $187 for eight, against $111 and $131 for the standard version.

If you are moving to Washington with a license

You have 30 days after moving to switch to a Washington license. Adults (18 and up) skip testing, DOL says, when their valid license was issued by another state, the District of Columbia, a U.S. territory, or the U.S. Department of State, or is a British Columbia Class 5, German or South Korean license.

Licenses that have lapsed, or that come from countries DOL does not list, mean sitting both tests.

Insurance: what a course will and will not change

No Washington law forces insurers to cut premiums for new adult drivers who complete a course. The mandatory discount in RCW 48.19.460 is for drivers 55 and older who finish an approved accident prevention course, which our Washington defensive driving page explains. If savings are part of your reason for enrolling, ask your insurer first.

Washington adult drivers ed: common questions

I am over 18. Do I have to take drivers ed in Washington?

Not in 2026. Pass the two tests and the first license is yours; neither a course nor a permit is required.

Should I get a learner permit as an adult?

Only if you plan to practice on public roads. You then carry the permit and drive with someone licensed at least 5 years.

Do I need the work zone course?

Yes if you are under 25 and your first Washington license is issued on or after November 1, 2026. It is free, online and about an hour long.

What will my first Washington license cost?

In October 2026, a six year license is $111 and an eight year license is $131. Add testing fees, which differ by location.

Is Washington adding a course requirement for adults?

In stages. Eighteen year olds getting a first license need a course starting January 1, 2027, and one more age joins each January through 2030, when 18 to 21 are all covered. Anyone 22 or older stays exempt.

I have a license from another state. Do I need to test?

No, if you are 18 or older and the license is valid and from another U.S. state or another place on DOL's list. Switch within 30 days of moving.

I turn 18 in 2027. Will I need a course?

Most likely, if you apply at 18 in 2027 or later. DOL's description of the first group is applicants born in 2009 or after. The law lets DOL delay a group, so confirm the date on DOL's site first.

Will a standard Washington license get me through airport security?

No. Since May 7, 2025, you need an EDL, a passport or some other REAL ID compliant document to fly within the U.S.

Can I use a rental car for the Washington drive test?

Yes. DOL allows rental cars, provided you have proof of liability coverage and the rental's registration, tabs and plates are current.
