Kentucky Permit Test: How to Book, Study and Pass

This page is for a Kentucky teen or adult preparing for the permit knowledge test, and the parent helping them get a slot. Your first decision is which testing site and day to book, because the Kentucky State Police run the test, not the Transportation Cabinet, and only by appointment at regional sites. The eye check comes first. After that you answer questions about traffic rules, driving procedures and signs, and you need 80 percent. The only material KSP endorses for studying is its driver manual (the edition dated July 23, 2026), and the exam is available in 12 languages.

Step by step

  1. Get the July 2026 manual

Download it from the KSP driver testing page; KSP calls it the only approved permit test material. Older 2023 copies still list 16 as the minimum age, so be sure you have the new edition.

  2. Grab an appointment early

Book a written test at any regional site on the KSP online scheduler. Fresh slots go up each weekday morning at eight, and plenty of sites are booked solid within hours.

  3. Ask for reading or language help when booking

Using a read-aloud tablet is walk-up; having a person read the exam, or an interpreter, must be arranged ahead. Phone (800) 542-5990 and choose option 3, or write to [email protected].

  4. Bring papers and, for a teen, a parent

Carry original identity, Social Security and address documents, plus the school compliance form for a teen. Teens need a parent or guardian present to sign, witnessed by staff.

  5. Clear the eye test, then the written one

You have to meet 20/40 before you can begin the written test. Then score at least 80 percent on rules, procedures and signs.

  6. Get the permit from the Regional Office

Pass, and you return to the cabinet's counter to have the permit issued. Fail, and you can grab the next open appointment.

Before you book: two agencies, one day

Kentucky divides the work. Transportation Cabinet Regional Offices take your application, check documents and print the permit. The Kentucky State Police handle every eye, knowledge and road test. So test day usually means bouncing between two desks, often in the same building: cabinet counter, trooper testing room, and cabinet counter once more.

Your home county does not limit you: as of July 5, 2022, every KSP regional site is open to every applicant. The site and hours list KSP had posted in October 2026 carries a May 29, 2026 date. Walk-ins are not accepted.

Booking strategy

New appointments are released at 8 a.m., Monday through Friday, and popular sites fill fast, so log in the minute they post. A site reading No Availability may open up tomorrow; KSP's advice is simply to check again. If you are aiming for a birthday, book weeks ahead and look at sites in neighboring counties.

Say your teen turns 15 on a Thursday in June. Start checking the scheduler about three weeks before, and if the nearest site is full, a site one county over may still have a morning slot that day.

What the written test covers

The manual describes the written test as covering rules, regulations, procedures and highway signs, and states that nothing on the operator exam falls outside the manual. Officials announce the 80 percent threshold, yet never a question count, so study the whole book rather than memorizing a question bank.

One rule catches families off guard. When the test is read aloud, you still have to answer the sign questions on your own. Drill signs until you know them by outline, color and picture alone; no one in the room is permitted to help with those.

A study plan by manual section

The manual has twelve sections. Two sections deserve the biggest share of your time. Section Six (Rules of the Road) handles yielding, signals and other control devices, signs, and the lines painted on the pavement. Section Seven (General Driving) deals with turning, intersections and roundabouts, school buses, parking, lane choice and passing.

Then cover Section Three on vision, distraction, road rage and impairment, Section Eight on speed, stopping and space, and Section Ten on cyclists, motorcyclists and low-speed electric scooters. Finish with Section Twelve, Test Your Knowledge, the state's own practice quiz of eleven questions with an answer key.

  • Section One: licensing, testing and graduated license steps
  • Section Six: signs, signals and pavement markings
  • Section Seven: turning, roundabouts, buses, parking and passing
  • Section Twelve: sample questions and answers

If you need another language or audio

Twelve languages are available for the regular car exam: English, Spanish and French; Arabic, Dari and Pashto; Burmese, Chinese and Japanese; and Somali, Swahili and Kinyarwanda. KSP stresses that the list is for that exam only. For listening instead of reading, each office keeps tablets with audio in English and a handful of other languages, and you can use one without arranging it in advance.

If you cannot read English and need a person to give the test orally, or you need a spoken language interpreter, make a special appointment. Some sites have audio versions and others read the test where audio is unavailable. Deaf and hard of hearing applicants should call their site to arrange a sign language interpreter. KSP also posts a Spanish edition of the manual.

On test day: the eye check comes first

Kentucky checks vision before anything else, and nobody starts the written portion without first reading the chart at 20/40, glasses permitted. Needing lenses to pass puts a corrective lens restriction on the permit and license.

Not there yet? You will be sent to an eye specialist. If that exam shows 20/60 or better, you may go on to test. Below 20/60, contact the bioptic driving program that the Office of Vocational Rehabilitation runs (1-800-346-2115).

If you fail, and who else takes this test

After a fail, the soonest you can try again is whatever appointment opens next. Spend that time with the chapters where you lost points. Each attempt is a new appointment, so how fast you retest depends on openings.

House Bill 15 lowered the testing age to 15 in March 2025, and the newest manual is updated to match. Under 18, a parent or legal guardian signs the application at the test site with an official witnessing. Adults take the same tests without the school form or a parent. Someone seeking only a Class E moped license, holding no other license, sits only the eye check and the general knowledge exam; there is no permit period and no road test, but the study approach above still fits.

Kentucky teen drivers ed: common questions

What is the question count on the Kentucky permit exam?

No official count is released. What KSP does say: you need 80 percent, and all content comes from the manual.

Is the Kentucky permit test offered online?

No. The State Police give it in person at regional testing sites, by appointment only.

Is there an official practice test?

Yes, Section Twelve of the manual, Test Your Knowledge, with sample questions and answers. KSP recommends no outside study material.

Which languages can I take it in?

Twelve for the regular car exam: English, Spanish, French, Arabic, Dari, Pashto, Burmese, Chinese, Japanese, Somali, Swahili and Kinyarwanda.

Can the test be read to me?

Yes. Tablets read it aloud with no appointment needed, and you can schedule a version read to you by staff. The sign questions you answer on your own.

What if I fail?

Return to the KSP scheduler and grab the next open written test slot.

Where do people in Louisville or Lexington test?

Any KSP regional site. Location no longer depends on your county, so check the KSP list for the nearest openings.

Why can I not find an appointment?

Openings appear at eight each weekday morning and go quickly. Check right at 8, try again the next morning if a site shows No Availability, and consider a neighboring county.
