South Carolina Driver's License for First-Time Adults

Optional

This page is for anyone 18 or older in South Carolina getting a first license, and wondering if a class is required. It is not. You get a beginner's permit, keep it at least 30 days, and pass the vision, knowledge and road tests at SCDMV. If you have never driven at all, lessons from an SCDMV-licensed school are still worth weighing, and finishing an approved course can earn you an insurance credit.

Step by step

  1. Pull your papers together

Use SCDMV Form MV-93 (United States Citizens' Checklist) as your list, or MV-94 if you are not a citizen but are lawfully present. It covers proof of identity and date of birth, your Social Security number and your South Carolina address. A REAL ID adds a second address document.

  2. Pass vision and knowledge

Read the SC Driver's Manual and run through SCDMV's online practice test. At the branch the knowledge test is $2.00, and the permit is $2.50 once you pass.

  3. Drive with a licensed adult

Practice hours on a Class D permit: from 6 in the morning until midnight, with someone licensed, 21 or older and with at least a year behind the wheel in the passenger seat. Overnight driving, midnight to 6, requires a supervisor who qualifies under state law.

  4. Think about a few lessons

Starting from zero? An SCDMV-licensed driver training school gives you structured hours with a permitted instructor. Check the school against SCDMV's list before you pay.

  5. Let at least 30 days pass

Applicants 18 and older hold the permit 30 days minimum before the road test. That is a floor, so test when you are ready, not on day 31 by default.

  6. Road test, then pay for the license

Drive a registered, insured car to a branch or an authorized third party tester; its lights, turn signals and wipers will be checked. Once you pass, the eight year license is $25 (October 2026 price).

Who this page is for, and the short answer

Adults do not need the course. The driver education course, the 40 practice hours and Form PDLA are conditions for the Conditional and Special Restricted licenses that 15 and 16 year olds get. For applicants 18 and older, SCDMV's beginner's permit page sets a simpler rule: keep the permit at least 30 days, then road test.

If you can already drive, a month is all it takes. The flip side is that the state never confirms a true beginner has been taught anything, so whether to get instruction is your call.

Before you apply: the 2024 change to the waiting period

This rule is recent. Before November 2024, a new driver of any age in South Carolina had to keep a beginner's permit for 180 days. That changed with 2024 Act No. 146, effective November 13, 2024, which added Section 56-1-50(G): drivers 18 and older can take the road test once they have held a regular permit for 30 days or more. Anything you read that still tells adults to wait 180 days is outdated.

Only the regular Class D license gets the 30 day rule. Motorcycle permits are excluded, and so are permits for anything weighing 26,001 pounds or more. Act 146 also lets SCDMV drop the permit stage altogether for an applicant with sufficient prior driving experience who passes the driving test with a department employee. If you had a license years ago, ask the branch whether you qualify.

Getting the permit

Your permit is the regular Class D beginner's permit, the same one teens carry. At the branch, the eye and knowledge tests come first, then the paperwork from Form MV-93 (or MV-94), then the fees: $2.00 for the knowledge test and $2.50 for the permit itself. Being 18 or older means you sign for yourself.

Adults still need a supervisor. Between 6 a.m. and midnight, have a licensed driver aged 21 or up, with at least a year of experience, in the seat beside you. If the permit lapses before your road test, renewal costs $2.50, and for some people it can be done online.

Documents, REAL ID and the mailed card

Photocopies and scans are refused, so bring originals or government-issued copies. The list: something proving identity, citizenship and birth date (passport or birth certificate), your Social Security number, and a document no more than nine months old showing the physical address where you live in South Carolina. Has your name changed since birth? Bring each document in the chain, a marriage license or court order for example.

Next, choose your card. The REAL ID version has a star on it; the standard one says Not for Federal Identification. Domestic flights and secure federal buildings require a REAL ID or a passport, and the REAL ID costs you one more address document. For driving or voting, either card does the job.

Do not expect a card at the counter. Your temporary certificate is valid for 30 days at most while the real license is printed and mailed, which takes 7 to 15 business days, so double-check the mailing address before leaving.

Is an adult course worth paying for?

Three kinds of adult learners get the most from paid lessons: complete beginners, people who learned to drive abroad under different rules, and anyone who has failed the road test and needs a professional to correct a habit. Remember the test starts with a safety check of the car and includes a three point turn. Failing again and again also costs time, since the retest waits stretch from two business days to seven days to 30 days.

Private schools are licensed by SCDMV, and the license may cover classroom only, behind the wheel only, or both. Find out which you are buying and get the price per hour of driving in writing.

On road test day

Walk in for the road test between 8:30 a.m. and 1:30 p.m. (Wednesdays from 9:30), or book a 2 to 4 p.m. slot with SCDMV's online scheduler. Authorized third party testers are an alternative.

Bring a car with a current plate, its registration card and proof of insurance from a South Carolina licensed insurer. Testing in a rental? The rental agreement has to list you as an insured driver. During the test, the examiner and you are the only people allowed in or near the car.

If you already hold another state's license

Moved here for good with a valid license from elsewhere? You have 45 days. At the branch you hand over the old card, read the eye chart, and show identity documents plus proof of your South Carolina address from within the past nine months. The fee for the eight year license was $25 in October 2026.

The knowledge and road tests are usually skipped. SCDMV requires them only when the out-of-state license has been expired nine months or longer. If you cannot hand over the old card, bring a driving record from that state to show your history.

Service members on orders and students who are only living here for a while can keep a valid home state license, and so can their dependents. Non-citizens who are lawfully present use Form MV-94, the International Customers' Checklist, and SCDMV may match the license's expiration to your authorized stay. Confirm the right documents for your immigration status with SCDMV before the trip.

Insurance credits for adult courses

If you are 25 or older and take a driver training course on your own initiative, Section 38-73-736 obliges your insurer to lower your premium. The course must be SCDMV approved, offered by a licensed school, taught by an instructor holding a permit, and include no less than four hours of classroom time. Expect the discount to last 36 months or more after you finish.

Under 25, the rule is Section 38-73-737, and the credit lasts through the youthful rating period. Whichever section applies, your insurer may make the credit depend on a clean record after the course, and a course you were ordered to take after a driving offense earns nothing. Talk to your insurer before you register.

South Carolina adult drivers ed: common questions

I'm 20. Do I need drivers ed for a South Carolina license?

No. Applicants 18 and older do not take driver education. Hold a beginner's permit at least 30 days and pass the vision, knowledge and road tests.

How long must an adult keep the permit?

At least 30 days at 18 or older, per SCDMV. Under 18, it is 180 days.

What does a South Carolina license cost?

As of October 2026, SCDMV lists $25 for an eight year license. Before that you pay $2.50 for the beginner's permit and $2.00 for the knowledge test.

I'm moving from another state. Do I retest?

Not if your old license is still valid. You face the knowledge and road tests again only when it has been expired for nine months or longer.

Can a driving school give me the road test?

Possibly. Besides branches, SCDMV uses authorized third party testers, and its Driving Tests page lists the approved One Stop Driver Training and Testing Programs. Confirm the school is on that list before booking.

Will a course lower my insurance?

It can. By law, insurers owe drivers 25 and up a credit for an approved course of four or more classroom hours, kept for at least 36 months. The amount is up to the insurer.

Do I need REAL ID?

No, unless you want your license to get you onto U.S. flights or into secure federal buildings. For everyday driving and voting, the standard card (marked Not for Federal Identification) is enough, and at airport security a valid passport does the same job as REAL ID.

What if I fail the road test?

A first failure means two business days before you can retest, a second means seven calendar days, and a third or any later one means 30 calendar days. Spend that time on a lesson with an SCDMV-licensed school focused on whatever went wrong.

Can I skip the permit if I drove years ago?

Maybe. Act 146 of 2024 allows SCDMV to skip the permit for an applicant with enough earlier experience who passes the driving test with an SCDMV employee. Ask at a branch.
