Getting Your Kentucky Learner's Permit

This page is for a Kentucky teen turning 15, the parent who will sign, or an adult applying for the first time. The decision in front of you is when to book, since appointments go fast and the permit date starts the 180 day clock. Kentucky lets you apply at 15. Book the eye and knowledge tests with the State Police, bring identity, Social Security and address documents plus the school's TC 94-200, and pay the Transportation Cabinet $15 at a Regional Office, or $18 for a REAL ID version. The permit stays good for four years. Adults follow the same steps minus the school form.

Step by step

  1. Read the driver manual

The State Police treat the Kentucky Driver Manual as the one approved study source. Give the most attention to sign recognition, who yields to whom, speed limits, and the chapter on teen license stages.

  2. Get the school form and gather papers

Ask the school or district office for the TC 94-200 compliance form. Then find the birth certificate (certified copy is fine), the actual Social Security card and an address document.

  3. Do the myDrive pre-application

Set up a myDrive account and complete the pre-application to cut down time at the counter. You still have to appear in person.

  4. Book and pass the State Police tests

Reserve the eye and knowledge tests on the KSP online scheduler. A minor needs a parent or guardian with them.

  5. Pick up the permit

Head back to the Regional Office, pay, and leave with a paper temporary permit. The plastic card comes in the mail.

Before you book: who is eligible

Any Kentucky resident who is 15 or older may apply. The floor used to be 16. House Bill 15 changed it on March 25, 2025, and at the same time applied the school attendance law known as No Pass/No Drive to 15 year olds, so the youngest permit holders fall under it.

A teen who moves to Kentucky before turning 15 while holding a permit from another state has to wait until 15 for a Kentucky permit. From 18 on, testing is identical, but there is no school form and no intermediate license step.

If your teen's 15th birthday falls on a school day in May, for example, you might book a site a few counties over for that afternoon, since slots near home tend to fill weeks out.

The week before: your document folder

The Transportation Cabinet accepts originals only, never photocopies. For a teen, that means the birth certificate (original or certified), the Social Security card, the TC 94-200, and a Kentucky address document, or a pair of them for REAL ID. Since most teens get no mail, your own power bill or a similar item in your name can establish that your teen lives at your address.

An adult brings one identity document, the Social Security card if this is a first license, an address proof from the past year and any name change paperwork. The name on your Social Security record has to match before the cabinet will issue anything, so fix a mismatch first.

  • A birth certificate or a U.S. passport
  • The Social Security card itself
  • One address proof, or two for REAL ID
  • The TC 94-200 if you are under 18
  • A court order if the guardian is not named on the birth certificate

Who signs for a teen

Whoever is listed as parent or legal guardian on the birth certificate does the signing, and by law (KRS 186.590) that person becomes financially answerable for the teen's driving. A guardian missing from the certificate needs the court order that appointed them. When the state has custody of a teen, KRS 186.450 opens the signature to a relative, foster parent or other responsible adult.

The signer can back out later by filing TC 94-90 at a Regional Office, and the permit is cancelled. If another adult then steps in, the same statute says the teen keeps credit for any tests already passed.

On test day: eyes first, then the knowledge test

Every first-time applicant gets a vision screening and needs 20/40, and glasses or contacts are allowed, though using them puts a lens restriction on the card. If you cannot reach 20/40, an eye specialist examines you, and a result of 20/60 or better still qualifies. For lower vision, ask about the state's bioptic driving program.

Topics on the knowledge exam are traffic rules, driving procedures and signs, and four out of five answers must be right. It comes in many languages, Spanish, Arabic, Somali, Swahili and Chinese among them, and testing site tablets can read it out loud. Signs are the exception to read-aloud help: those items you identify without assistance.

The day usually goes like this: documents checked at the Regional Office, tests with the State Police, then back in the Regional Office line for the permit itself. Miss the pass mark and you can book again for the next available day.

Getting an appointment

Every test is by State Police appointment, and since July 5, 2022 any regional site is open to you no matter where you live. Fresh openings appear at 8 a.m. on weekdays and go quickly. If you want a particular date, such as a birthday, book about three weeks in advance.

After the permit: rules on every drive

Carry the permit on every drive, with a licensed adult at least 21 beside you. Under 18, the hours between midnight and 6 a.m. are closed to you unless there is a real need, you may have just one unrelated passenger under 20, and the phone stays untouched while the car moves.

Any of these delays the road test by 180 days or more, counted from the offense: a broken permit rule, a pointed moving violation, or impaired driving. For adults, the minimum hold is 180 days at ages 18 to 20 and 30 days from 21.

If the permit is about to expire

Since the 2025 amendment to KRS 186.450, a car permit runs four years and can be renewed. The cabinet lets you renew as early as six months before expiration.

Once a permit has been expired longer than a year, you start again with the written and vision tests. Motorcycle permits work differently: one year, renewable only once.

Kentucky teen drivers ed: common questions

Can a 15 year old get a Kentucky permit?

Yes, since March 25, 2025. The road test for an intermediate license still requires age 16 and 180 days on the permit.

How many questions does the Kentucky permit test have?

The state publishes the pass mark, 80 percent, but no fixed count. Study the whole Kentucky Driver Manual, the only approved source.

Where is the Kentucky permit test given?

At a State Police driver testing site, booked through the KSP online scheduler. Any regional site is fine, and the permit itself comes from a Transportation Cabinet Regional Office.

What does the permit cost?

Pay the Regional Office $15 for a standard permit, or $18 for the REAL ID kind (prices current in October 2026).

Does a parent have to come along?

For applicants under 18, yes. The parent or guardian has to be there to sign and accept responsibility.

What is the TC 94-200?

It is the school compliance verification form, proof that your teen is enrolled and keeping up with attendance and grades. The school provides it. Homeschool families, and teens attending school in another state, ask the Kentucky district where they live.

Can my teen drive with friends on a permit?

One non-family passenger younger than 20 at most, plus the licensed supervisor of 21 or older sitting up front.
