Michigan Licensing for Adults: The Temporary Instruction Permit Path

Optional

This page is for Michigan residents 18 or older learning to drive for the first time, or returning after a long gap. Your decision is whether to pay for lessons, because the state does not require a course at your age. If you have held no license in Michigan or any other state for the past four years, the route is: pass the vision and knowledge tests, buy a $25 Temporary Instruction Permit (TIP), drive with a licensed adult for 30 days or more, and finally pass a road test given by a private testing company.

Step by step

  1. Read the right chapters

Work through What Every Driver Must Know, concentrating on chapters 4 to 7, plus the Driving Skills Test Study Guide. Expect multiple choice with a separate road sign part.

  2. Clear the knowledge test

Pay $6.50 to take it from home (webcam required), or for free by appointment at a Secretary of State office. Online, budget about 45 minutes for the operator part and 15 for signs.

  3. Pick up the TIP

Pre-apply as you book the office visit. Pass the vision test, show your Social Security, legal presence, identity and Michigan address papers, and pay $25.

  4. Give it at least 30 days of practice

Any validly licensed adult can ride with you, whether relative, friend or co-worker, or you can take lessons from a provider. The TIP is not a license.

  5. Pass the road test within 180 days

Book with an authorized testing business and bring the TIP, a safe car, Michigan No-Fault proof and registration. Let the TIP run out and you begin again.

  6. Download a temporary license

Once the tester sends in your result, e-Services lets you print a Temporary Operator License to use while the card is in the mail. If the result has not shown up a day later, take your TIP, ID and test certificate to an office.

First question: do adults need a course?

No. The Department of State says residents 18 and older can learn and get a standard or enhanced license without any classes. Adults use the TIP instead.

That route is for people who have not been licensed in Michigan or anywhere else in the last four years. If you carry a current license from another state, you convert it instead, and the TIP does not apply.

Before you start: are lessons worth paying for?

The state acknowledges that adult courses mixing classroom and in-car training are scarce, though some certified providers run them. The state's provider search has a List all driver education providers option, and the Department of State keeps a list of those that teach adults.

Ask what is covered, the full price, and the refund terms. Many adults get more from a handful of in-car lessons right before the skills test than from a full course, especially with no licensed friend or relative available to supervise.

Step one: the knowledge test and the TIP

You must pass the written test, which includes a separate sign section, before a TIP is issued. Fail it at an office and you are done for the day. A pass stays good for a year, though if your TIP lapses and you need a replacement, you test again.

Online testing costs $6.50 and requires a keyboard, a mouse and a webcam that snaps photos at random. Anyone whose privileges are suspended, revoked or denied should not test online, because the $6.50 is not refunded. The TIP costs $25 and lasts 180 days from the day it is issued.

A worked example of the timing

Say your TIP is issued on March 1. The earliest skills test you can take is March 31, after the 30 day practice period, and the permit expires late in August, 180 days on. That leaves a comfortable window, but if you fail twice and the testing business is booked for weeks, the time can go faster than you expect. Book your first attempt soon after the 30 days are up.

On test day: the adult skills test

Private companies with Department of State authorization give the road test, and they set their own prices. Compare first-test prices, retest prices and cancellation terms. The test checks the car first, then your basic control, then your driving in traffic, and it can last up to 90 minutes.

Bring a car with nothing missing or broken, insured under Michigan No-Fault, registered, and wearing a current tab on the plate. Features like self-parking and automated steering are off limits. Fail any section and the test stops, and you can only take one skills test per 24 hours.

After you pass: fees and the Under 21 card

A standard license costs $25. The enhanced version, at $45, also serves for land and sea crossings back from Canada, Mexico, Bermuda and the Caribbean. Michigan licenses are REAL ID compliant unless you choose otherwise.

Drivers younger than 21 get a vertical card printed Under 21 and swap it for a new one around their 21st birthday. Whatever your age, a first license also starts a probation of three years or longer; it closes only after a 10 month stretch free of suspensions, at-fault crashes and traffic convictions.

If you are moving to Michigan with a license

Licensed in Canada, a U.S. territory or another state? You convert it rather than starting over on a TIP. Pre-apply, schedule a branch visit, and take the old license, two documents showing your Michigan address, and proof of who you are, your legal presence and your Social Security number.

Any vehicle you register here needs Michigan No-Fault insurance; out-of-state policies are refused. Holding a license from another country? Check the state's guidance for foreign licenses ahead of the visit, since the process is different.

Paperwork, payment and special cases

Only originals, or certified copies bearing a raised seal or stamp, are accepted; faxes and ordinary photocopies are not. The list: your Social Security number (or a letter showing you are not eligible for one), citizenship or legal presence, identity, and two Michigan address documents. Immigration documents go through the federal SAVE check, and that can take longer than a day.

Offices accept cash, checks and money orders made out to the State of Michigan, the main debit and credit cards, and phone wallets such as Apple Pay, Samsung Pay and Google Pay, with a service fee added for card payments. If your legal presence is temporary, your license is limited-term and lasts only as long as your authorized stay.

Returning drivers who canceled a Michigan license get a break. Within four years of its expiry, you skip both the knowledge and skills tests. Beyond four years you do the vision and knowledge tests, a TIP and the road test, minus the 30 day wait.

Afterward: insurance and the probation years

We could not find any official Michigan requirement that insurers lower rates for adults who complete a course. A company may still have its own credit for new drivers; ask before signing up.

Probation is the better reason to build good habits early. One ticket late in probation stretches it out, and convictions can lead the state to call a new driver in for a reexamination.

Michigan adult drivers ed: common questions

I am 20. Do I need drivers ed in Michigan?

No. At 18 and up, Michigan leaves the course optional. You get a TIP, practice for 30 days or more, and pass the skills test.

How long must I practice on a TIP before the road test?

Thirty days is the minimum. The TIP itself expires after 180 days, and if you have not passed by then you apply again.

Can adults take the knowledge test online?

Yes, once you are 18. Online it is $6.50 and runs about an hour on a computer with a webcam, keyboard and mouse. At a branch it costs nothing.

What does a Michigan license cost?

$25 standard or $45 enhanced. The TIP is a separate $25, and the testing business sets its own skills test price.

Who can ride with me on a TIP?

Anyone adult and validly licensed: a parent, a partner, a friend, someone from work. Lessons with a driver education provider also count.

How do I switch an out-of-state license to Michigan?

Pre-apply and book a branch visit. Take the license, two Michigan address documents, and proof of identity, legal presence and Social Security number.

Is there probation for new adult drivers?

Yes. Probation lasts three years or more for every new driver and ends only after 10 clean months at the tail end.

Will the office take a photocopy of my birth certificate?

No. It must be an original or a certified copy with a raised seal or stamp.

I had a Michigan license years ago. Do I start over?

Not fully. If it expired four years ago or less, the knowledge and skills tests are waived. Past four years you retest, though you do not have to wait out the 30 day practice period.
