Idaho Adult Drivers Ed: Licensing Without a Course
Optional
This page is for anyone 17 or older in Idaho who has never been licensed, and for newcomers wondering what Idaho wants from them. The decision you face is whether to pay for lessons, because Idaho does not make adults take a course. You pass the written test and an eye screening to get an Idaho instruction permit, practice with a licensed adult, and then pass a driving test with an examiner ITD has certified. A course is optional, though it can make both the driving test and your insurance quote easier.

Step by step
Read the Idaho Driver's Manual
The written test covers Idaho traffic law and the signs that regulate, warn and guide. ITD publishes the manual and practice tests online, and you can ask the examiner to give the test orally.
Earn your instruction permit
Take identity, Social Security and Idaho residency papers to the county driver's license office, pass the eye screening and written test, and pay. The Department of Education describes this as the permit route for anyone 17 or older.
Practice with a licensed adult
The 50 hour log is a teen rule, but it is a sensible target for you too, and include some night driving.
Think about a few lessons
Licensed private driving businesses teach adults. A short package on test maneuvers and highway merging is often enough if you have practiced at home.
Book the driving test
Idaho Code 49-313 requires a skills test for anyone not already licensed for the class. ITD or its authorized agents give it; a fail means three days' wait and a new fee.
Collect the license
Pick a four year license, or an eight year one if you are 21 through 62. Hand in any other license or ID card, because Idaho allows only one driver's license per person.
The short answer: no adult course
Idaho's training requirement stops at 17. The Department of Education states that students 17 and older do not need a program, and unlike some states, Idaho has no special course rule for drivers aged 18 to 24.
Public school driver education is open to residents up to 21, so a young adult can still take a district course if seats are free. Older adults who want instruction usually hire a licensed private driving business.
Before your first visit: the adult permit
Once you are 17, the permit you want is the plain Idaho instruction permit, and the written test at the DMV is what unlocks it. Its fee is assembled from several pieces in Idaho Code 49-306; as of October 2026 those pieces come to $20.
Idaho Code 49-307 also lets anyone 17 or older take driver training on either a class D instruction permit or a driver's training instruction permit. One catch: a training permit bought at 17 and a half or later expires 180 days after issue, so finish any course inside that window.
Before your first visit: papers and the Star Card
Think of the paperwork as four questions ITD needs answered: are you lawfully here, who are you, do you live in Idaho, and what is your legal name today. For most adults, a passport or certified birth certificate, a photo ID, the Social Security number and one Idaho address document (a lease, a utility bill, an employment record) answer all four. Name changed? Add the marriage certificate or court order.
Idaho's REAL ID is called the Star Card. Since May 7, 2025, it, a passport or another accepted ID is needed to fly domestically or enter many federal buildings. It is optional; if you want it, bring a second residency proof from a different source on your first trip.
At the counter: eyes, signs and the drive
Each applicant gets an eye screening, a sign test and a written test on Idaho traffic law. Under Idaho Code 49-326, someone who cannot see 20/40 in at least one eye, glasses or not, is not qualified unless an eye doctor recommends licensing and the person passes a driving test.
Every true first-time adult takes a skills test, because Idaho requires one of anyone not previously licensed for the class. Idaho Code 49-313 blocks a retake for three calendar days after a fail, and each attempt costs the fee again.
Budget: what an adult license costs
Idaho Code 49-306 lists each piece of the fee; added up, they give the October 2026 totals below. Test fees are separate and partly kept by whoever gives the test, so confirm current amounts with the county office or examiner.
Under 21, your card ends five days after you turn 21, no matter when you got it. After that birthday, choose between a 4 year card and, if you are not yet 63, an 8 year one.
- Instruction permit (class D): $20
- Ages 18 to 21, three years: $30
- Age 21 and up, four years: $35
- Ages 21 through 62, eight years: $60
- Written test $5; skills test $35, with up to $28.50 of it going to the examiner
Worked example: a 25 year old first-timer
Picture a 25 year old in Twin Falls who never got around to driving. She passes the eye screening and written test ($5) and buys the instruction permit ($20).
After a couple of months of evening practice with her partner, she books a certified examiner and passes the skills test ($35), then chooses the eight year license ($60). Had she failed, she would wait three days and pay the $35 again.
If you already drive: moving from another state
If you arrive already licensed, there is no course to take. ITD now says to swap within 30 days of moving in, and that holds even if your old license has run out; ignore the 90 day figure you may see in older guides. At the county office you give up any other licenses and out-of-state ID cards, or sign an affidavit stating you hold none.
Newcomers take the eye screening and written test. The skills test is required by statute only for people not licensed for the class, but ITD also requires one when a license has been expired 25 months or more, or comes from a foreign country other than Germany, Korea or Taiwan. College students keeping residency elsewhere, and active duty military and dependents with valid home licenses, need not switch.
When paying for lessons makes sense
Anxious beginners, people who learned to drive abroad, and anyone without a dependable licensed passenger often get there faster with a few professional hours. A driving school usually brings a dual-control car, which helps if you have no suitable car for the test.
At 55 and older there is a stronger financial reason. Idaho Code 41-2515 makes insurers give an appropriate premium cut to a principal operator 55 or older who finishes an approved accident prevention course. Our Idaho defensive driving page explains how it works.
Idaho adult drivers ed: common questions
I'm 18. Do I need drivers ed for an Idaho license?
No. The course is only required before 17. Get the instruction permit with the eye screening and written test, practice, then take the driving test.
What does an adult instruction permit cost?
The statutory pieces of the class D permit fee add up to $20 as of October 2026. Whoever gives the written test keeps the test fee, so ask the county office for the full amount.
Will I have to take a road test?
A first-timer always does. Idaho Code 49-313 makes the driving test mandatory for anyone never licensed in that class, and leaves examiners free to test anyone else they have doubts about.
If I fail, how soon can I retest?
After three calendar days, for either test. You pay the fee again each time.
Can an adult join a public school drivers ed class?
Residents from 14 and a half up to 21 can, if the district has room. Past that age, a licensed private driving business is the usual option.
Moving to Idaho: do I have to retest?
Usually not the driving test if your license for the same class is valid, since Idaho requires it of those not already licensed for the class. An examiner can still ask for one, so bring your license and ask at the county.
How long do new residents have to switch?
Thirty days from the move under ITD's current guidance, whether or not the old license has expired. Idaho Code 49-301 gives commercial drivers 30 days as well.
Do I need a Star Card just to drive?
No. A standard license covers driving. The Star Card matters for domestic flights and federal buildings, and it requires two residency proofs.
Can I take the written test orally?
Yes. You can ask the examiner to give the Idaho knowledge test orally.
