Your First Hawaii License as an Adult Learner
Optional
This page is for anyone 18 or older in Hawaii who has never had a license, or who arrived from somewhere else. Most people want to know first whether a drivers ed class is mandatory. It is not. Hawaii wrote its certified course and its 180-day permit wait for drivers under 18. Your route is shorter: pass an eye exam and a written rules test to earn a permit, get practice time with a licensed passenger aged 21 or up, and then take a road test through your county DMV.

Step by step
Build your document folder
You will need to prove five things with originals or certified copies: who you are by name, when you were born, that you are lawfully in the country, your Social Security number, and (twice over) that you live in Hawaii. A changed name needs the paper trail that links the old one to the new.
Show up at the county office yourself
Honolulu, Maui, Hawaii County and Kauai each run their own licensing offices, and a first application has to be made there in person. There is no way to post your papers in for a pre-check.
Earn the permit
Read the driver's manual HDOT publishes online. At the office, pass the eye exam and the written rules test, and you walk out a permit holder.
Find a qualified practice partner
Whoever rides with you has to be at least 21, licensed for that kind of vehicle, and sitting next to you up front. No such person in your life? Paid lessons solve that.
Book the road test
Each county sets its own calendar, and openings vary. When you call, ask directly whether adults have to wait any set time on a permit before testing.
Walk out licensed
Pay your county's fee and have the photo taken. Later renewals of a REAL ID card can go by mail, though Hawaii wants a fresh in-person photo no less often than every sixteen years.
The short answer for adults: no course
In the Hawaii Driver's Manual, the certified course is tied to one thing only: the provisional license, which exists for drivers who are not yet 18. Over that age, passing the exams is what qualifies you.
The manual also lists people who may not be licensed, and a 16 or 17 year old short of 180 days on a permit is one of them. Nothing in that list puts adults on the same clock. Even so, I would phone your county office and confirm before you lock in a test date.
Before your first visit: REAL ID paperwork
Since March 5, 2012, a REAL ID permit or license in Hawaii has required papers for each of these: legal name, birth date, Social Security number, legal presence and your main Hawaii address. HDOT's examples are things most people have at home: a U.S. passport or birth certificate, the Social Security card, and for the address, two items like a current utility or phone bill, a bank statement or a medical statement.
Some applicants have no Social Security number to show. Ask about the limited purpose license. You can drive on it, but it will not get you onto a plane or serve any other federal ID purpose.
- Your legal name and birth date
- Lawful presence in the U.S.
- A Social Security number, or ask about the limited purpose card
- Two items showing your main Hawaii address
At the counter: the three exams
First-time applicants face three checks in a fixed order. Eyesight comes first, then a written test covering road rules plus signs and signals. Only after both are behind you does the behind-the-wheel exam open up.
For that driving exam, you supply the car, which must be safe and fully equipped, and you bring along someone who holds a license. Counties schedule independently, so look up openings early.
Taking the written test online on Oahu
Oahu's at-home written test is open to grown-ups as well as teens. On a computer with a webcam you can sit it whenever you like, then you have a 60-day window to stop by a Driver Licensing Center and turn the pass into a permit.
Honolulu announced in January 2026 that roughly 45,200 permit tests had been given over the previous year and about two in three of them happened online. Prefer a human proctor? Use AlohaQ to reserve a seat. Kapalama is the center to ask for if you want the questions read to you.
What Oahu charges (October 2026)
Fees are a county matter. The amounts below come from the City and County of Honolulu's fee table for an ordinary car license. If you live on Maui, the Big Island or Kauai, look up your own county's chart.
Paying by card online costs a little extra, and a few neighbor island counters are particular about payment, so tuck a second payment method in your wallet.
- Permit: $5 the first time, and $5 to renew
- Written test: $2 at the counter, $12 online
- Oral test at the Kapalama center: $10
- Road test: $8 up front, kept even if you cancel
- Ages 25 to 71: $40, good for 8 years
- Ages 17 to 24: $20, good for 4 years
- Age 72 and up: $10, good for 2 years
- Immigration status check for non-citizens: $1.50
On road test day: the pre-check that ends tests early
In Honolulu the examiner looks your car over before you ever pull out, and if it fails, so does your appointment. Fill the tank to at least a quarter (or charge an EV to 25 percent). Test every turn signal and brake light. Take off any license plate cover. Make sure the tint is legal and the windshield has no chip or crack larger than a dime.
Once you are rolling, leave the phone alone, turn off any dash camera and do not let the car park itself. When reversing or parallel parking, turn and look; the examiner wants your eyes, not the backup camera.
If you already drive: moving from another state
Arriving with a current license? Hawaii can skip the written and driving tests if it came from another state, D.C., Puerto Rico, Guam, American Samoa, the Northern Mariana Islands, a Canadian province, or a country Hawaii has a reciprocity deal with. Identity and address still have to be proven at the counter.
The manual lets you keep driving on that license, if it matches a Hawaii class 1, 2 or 3, for as long as it stays current. How fast you must switch after moving is a question for your county office.
Timing matters. If the old license lapses first, Honolulu starts you from scratch with both tests, because HRS 286-108 only lets examiners skip testing for a license that is still valid.
If you hold a foreign license
Visiting or newly arrived from abroad? HDOT's manual accepts a compact foreign license paired with an International Driving Permit from that same country for twelve months, counted from the day you first entered the U.S.
Once those twelve months are up, or once Hawaii becomes home, get a Hawaii license. While you are at the county office, ask whether your home country is on the reciprocity list, since that could spare you the tests.
Should you pay for lessons anyway?
For a true beginner, a handful of sessions with a state-certified instructor takes a lot of fear out of the county road test, and Honolulu traffic is not where you want your first freeway merge. Lessons are also the answer when no licensed friend or relative can ride with you.
Before you spend money, call your insurer and ask whether a course or new-driver discount exists. Each company prices this its own way; Hawaii's licensing rules do not force anyone to give adults a break for a class.
Hawaii adult drivers ed: common questions
I'm over 18. Do I still need drivers ed in Hawaii?
No class is required of you. Hawaii aims its certified course at teens working toward a provisional license. As an adult, you just pass the eye exam, the written test and the driving exam.
Do I need a permit before I can practice?
Yes. Practice driving is only legal on a permit and with a licensed passenger aged 21 or more beside you. The permit is yours once you clear the eye exam and the written rules test.
Must adults wait 180 days before the road test?
That 180-day rule is written for drivers who are 16 or 17. Call your county DMV to confirm nothing similar applies to you before you book.
Can I swap my mainland license for a Hawaii one?
Usually, without testing. A current license from another state lets the examiner skip both tests, but you still bring your REAL ID papers and two documents proving a Hawaii address.
Which office issues Hawaii licenses?
Your county does. HDOT sets the rules statewide, while Honolulu, Maui County, Hawaii County and Kauai County each issue the cards and run road tests.
How long can I drive in Hawaii on a foreign license?
Twelve months from your first entry into the U.S., as long as you carry a compact foreign license together with an International Driving Permit issued by the same country.
What does a Honolulu license cost start to finish?
Most adults pay about $55 as of October 2026. The license itself is $40 for 8 years if you are 25 to 71 ($20 for 4 years if you are 17 to 24), plus $8 for the road test, $5 for the permit and $2 for the written test.
My out-of-state license expired. Can I still transfer it?
Not as a transfer. Honolulu handles you like any first-time applicant, written test and road test included. Skipping the tests depends on the old license still being current.
Will my car pass the road test inspection?
Check it first. Honolulu cancels the test if the car has a plate cover, illegal tint, a windshield chip bigger than a dime, faulty signals or brake lights, or less than a quarter tank or 25 percent charge.
