Wisconsin Driver Licensing for Adults 18 and Older

Optional

This page is for anyone 18 or older in Wisconsin who is getting a first license, or who has just moved here from another state or country. The real decision is whether to pay for lessons, because the state does not make you. You pass the signs test, the knowledge test and a vision check, keep an instruction permit for at least seven days, then take the skills test. Your first license will be probationary, which means every moving violation after the first one counts double.

Step by step

  1. Fill in the MV3001 at home

Use WisDOT's Interactive Driver License Guide to fill in the application. Then collect your documents: citizenship or lawful status, your name and birth date, identity, your Social Security number and two items showing a Wisconsin address.

  2. Walk in for the written tests

A DMV customer service center gives the tests free and without an appointment. Set aside about 45 minutes for the knowledge test.

  3. Buy the permit and line up a supervisor

The permit is $35 and good for 18 months. On every practice drive a qualified licensed adult has to sit in the front passenger seat.

  4. Practice for at least a week

Seven days is a legal floor, not a goal. Adults keep no hour log, so keep driving until traffic, parking and night trips feel routine.

  5. Book and pass the skills test

Schedule the road test online. After you pass, the probationary license is $28 as of October 2026.

  6. Guard your record for the first two years

The probationary license lasts until two years after your next birthday, and points double for violations after the first. A clean stretch here pays off.

Before you start: do you need a course?

You do not. Under WisDOT's driver school guidelines, only students younger than 18 must take the classroom course, and the GDL FAQ says plainly that at 18 you may test and apply without one.

That makes the adult route quick on paper. If you buy your permit on a Monday, the law lets you sit the road test the following Monday. Whether you are actually ready that soon depends entirely on how much driving you have done, so if you are starting from zero, think in weeks rather than days.

Finding someone to ride with you

Adults follow the same supervision rules as teens. The person beside you needs a valid regular license, not a probationary or occupational one, and at least two years of licensed driving.

Any of these can supervise: a qualified instructor; your parent, guardian or spouse, if 19 or older; or any licensed person 21 or older. Night driving narrows it to a qualified instructor, or a licensed driver aged 25 or over who has two years behind the wheel.

When paid lessons make sense

WisDOT licensed driving schools can teach adults behind the wheel, and a 10 hour refresher course is one of the course types the department can approve a school to offer. Lessons solve two common adult problems: no qualified friend to supervise, and no car to bring to the test.

Look at the school's license certificate before you book. The endorsement on it shows which kinds of instruction it is approved for: classroom, in car or both. Schools file their maximum fees with WisDOT, so ask for the fee schedule up front.

No Wisconsin rule forces an insurer to cut your premium for taking a course as an adult. Some carriers do it anyway, under conditions they set, so call yours and find out which classes qualify before you pay for one.

After you pass: the probationary period

Every newly licensed Wisconsin driver gets a probationary license, whatever their age. Adults are spared the passenger and late night limits that apply to teens, but they still get double points for the second and later moving violations.

The probationary license runs out two years after your next birthday. Then you trade up to a regular license: eight years, $42.50 as of October 2026.

Arriving from another state

Apply within 60 days of becoming a resident, or within 30 days if you hold a CDL. Wisconsin treats you as a resident once it is your principal home, once you pay income tax here or once you register to vote here.

Plan on a vision test and a new photo. The knowledge, signs and road tests come back into play only if your old license has been expired for more than eight years, or you have gone more than eight years without a valid license.

This switch cannot be done online, so go to a service center in person. You walk out with a paper driving receipt, and the card follows by mail in about 10 days. Give the post office your new address first so the card finds you.

  • You start probationary when any of these is true: you are younger than 21, you have been licensed less than three years, or your old license expired over six months ago
  • You get a regular license at 21 or older, with three or more years of experience and an unexpired license
  • Holding REAL ID in another state is not enough; you present every REAL ID document again here

Arriving with a license from another country

WisDOT issues a probationary license to foreign license holders who pass the required tests. If your foreign license is valid and you have passed the knowledge test, you skip the seven day permit wait and can schedule the road test straight away.

If your record follows you: suspensions, OWIs and military service

A suspension or revocation in your previous state has to be cleared there first. And if another state convicted you of driving under the influence of alcohol or drugs within the past four years, WisDOT asks for proof that you are complying with the assessment or treatment plan that state set, even when you have finished it and hold a valid license somewhere else.

Serving on active duty as a Wisconsin resident? Your license does not lapse while you are away. It ends at the earlier of two dates: 30 days after you come back to Wisconsin, or 90 days after discharge. Instead of renewing by mail, you can ask WisDOT to note an extension on your record.

Wisconsin adult drivers ed: common questions

I am 19. Do I have to take drivers ed in Wisconsin?

No. Only applicants under 18 need the course. You pass the knowledge, signs and vision tests, wait seven days on a permit and take the road test.

What is the minimum wait between the permit and the road test for adults?

Seven days. A person with a valid foreign license who has passed the knowledge test does not have to wait.

Will my first license be probationary even though I am an adult?

Yes. New drivers of every age start probationary. The license expires two years after your next birthday, and every moving violation after your first is worth double points.

How hard is the Wisconsin knowledge test?

It has 50 questions and you need 40 right, which is 80 percent. The separate highway signs test is 15 questions, of which 12 must be correct.

I just moved here. How long do I have to switch my license?

Sixty days from becoming a resident, or 30 days if you hold a CDL.

Will I have to retest after moving to Wisconsin?

Normally just a vision test. The knowledge, signs and road tests apply only if your old license has been expired for more than eight years.

What does the Wisconsin road test cost?

The Class D skills test is $15 according to WisDOT as of October 2026, and passing means paying another $28 for the probationary license. A missed test, or one cancelled under 24 hours ahead, costs $15 and pushes any retest back at least seven days.

If I fail the road test, when can I try again?

Somewhere between one and 14 days later, depending on your result. The online scheduler shows your wait and the open slots after it.

Can adults take the knowledge test online?

No. The online knowledge test is only for applicants aged 15 to 17. Adults test in person at a service center, where it is free.
