How to Get a Hawaii Instruction Permit

This page is for a teen about to turn 15 and a half, the parent who will sign the paperwork, and adults starting from zero. The choice to make first is where to take the written test, since Oahu lets you do it from home before you ever stand at a counter. Whichever way you go, the permit takes an eye check, a 30 question test on signs and traffic law, original papers proving who you are and where you live, and, for anyone under 18, a parent's signed consent. Expect it to last a year. Teens keep it for 180 days or more before the provisional road test.

Step by step

  1. Check the birthday and your county

Fifteen and a half is the floor. Apply where you live, because Honolulu, Maui, Hawaii County and Kauai each keep their own offices, booking systems and prices.

  2. Read the driver's manual

Every question comes out of the Hawaii Driver's Manual on HDOT's website. State law says the test must cover road signs and the traffic rules of both Hawaii and your county.

  3. Take the written part

Oahu applicants can test at home on a webcam computer or reserve a seat through AlohaQ. Neighbor island families should check what their county offers.

  4. Make the counter visit

Carry the application, your identity papers (originals or certified), two items with your Hawaii address and, for a minor, the signed consent affidavit. If you passed online in Honolulu, this visit has to happen inside 60 days.

  5. Read the eye chart and pay

The clerk tests your vision, photographs and fingerprints you and takes the fee. A paper permit goes home with you; the card follows in the mail.

  6. Follow the permit rules from day one

Keep the permit on you, drive only with a licensed passenger of 21 or more next to you, and buckle everyone in. Teens aiming for a provisional license should circle the date 180 days out.

Before you go: who qualifies

HRS 286-110 makes the permit available from 15 years and 6 months to anyone who meets every license requirement except actually knowing how to drive. That statute also tells the examiner what to test: vision, sign recognition and the traffic rules of the state and county.

There is one permit for everyone. A 40 year old beginner holds the same card a sophomore does. Age only changes what follows: at 16 and 17 you need the certified course and 180 days on the permit, and at 18 and over you need neither.

Before you go: the REAL ID document set

A first-time applicant in Hawaii brings proof of five things in person: legal name, birth date, Social Security number, lawful presence and main Hawaii address. The counter will not take photocopies, faxes or anything printed off a computer.

Your name has to read the same across everything. Married, divorced, adopted or renamed by a court? Add the document that bridges the two names. HDOT says not to worry if your Social Security record drops or abbreviates a middle name or suffix.

  • The State of Hawaii Driver's License Application, filled in
  • A U.S. passport, or a birth certificate (the birth certificate is a must under 18)
  • Papers for lawful presence and your Social Security number
  • Two items with your Hawaii home address
  • A parent's consent affidavit for anyone under 18

Before you go: who signs the consent affidavit

Honolulu has a clear order. With shared custody, both parents sign. With sole custody, the custodial parent signs and you carry the custody order to the counter. If no parent has custody, the guardian signs. If there is no guardian either, an adult willing to take on the responsibility can sign.

Either a notary witnesses the signature or a Driver Licensing Center clerk does. Parents are welcome at the visit, but if the notarized form is complete they do not have to come. Be aware that the signer becomes jointly responsible for any damage the teen causes by careless driving, so read before you sign.

Test day: online at home or at the counter

Thirty multiple choice questions cover signs, traffic law and safe driving. In December 2024 Honolulu put the test online: no appointment, just a computer with a working webcam and an internet connection. A phone or tablet will not work.

In January 2026 Honolulu reported that two thirds of about 45,200 permit tests over the prior twelve months were taken at home, with online test takers passing about twice as often as people at the counter. Online costs $12 (the regular $2 test fee plus an online charge). Kapalama gives the test orally for $10.

Worked example: a sophomore on Oahu

Suppose your daughter turns 15 and a half on a Friday. That weekend she takes the online test at the kitchen table and passes. You now have 60 days to book an AlohaQ appointment, gather her documents and get the affidavit notarized or signed at the counter.

If the visit happens three weeks later, her permit and her 180-day count both start that day, not on the day she passed online. Book the counter visit early so the clock starts sooner.

After you get it: what the permit allows

Practice only with a licensed driver aged 21 or more who is licensed for the same kind of vehicle and riding in the seat beside you. For a learner under 18, late night (11 p.m. to 5 a.m.) is parent or guardian only; the one exception is an emancipated minor.

Buckle everyone, and put young children in whatever seat Hawaii's restraint law requires. Two-wheel permits are tighter: no riding after dark and no passengers. And from December 26, 2025, nobody gets a Class 2 motorcycle permit without first finishing a state-approved basic rider course.

If something goes wrong: renewal, loss or a lapse

You get a year on a permit. Renewing inside the window that opens 30 days before expiration and closes 90 days after keeps you from repeating the written test. Miss the 90 days and you are a brand-new applicant again.

Teens need to watch a tighter deadline. Under HRS 286-108, a replacement permit issued no later than 30 days after the old one expired lets the examiner skip a new 180-day wait; Honolulu says go past 30 days and the count restarts at zero. Lost or stolen? Honolulu charges $7 to replace it online and $6 in person.

If you are moving here with another state's permit

A learner permit from the mainland does not transfer. Treat yourself as a first-time Hawaii applicant: full REAL ID papers, written test, eye check.

Teens should assume the 180 days restart with the Hawaii permit. Call the county before the move if you want to ask about counting time from the old state, but do not plan around a yes.

Hawaii teen drivers ed: common questions

What is the minimum age for a Hawaii instruction permit?

Fifteen and a half. Bring identity and address papers, pass the eye check and the 30 question test, and if you are not yet 18, bring a parent's signed consent too.

Is the Hawaii permit test available online?

On Oahu it is. Honolulu runs it on any webcam computer, no appointment, for $12. The permit itself still needs a counter visit within 60 days.

How long is the Hawaii permit test?

Thirty questions, all multiple choice, covering signs, traffic law and safe driving, and all based on the state driver's manual.

Do both parents need to sign?

Both sign when both have custody. A sole custodian signs alone and shows the court paperwork. Either way the signature is notarized or made in front of a licensing clerk.

What does the permit cost?

Honolulu charges $7 in all as of October 2026: $2 to take the written test and $5 for the permit. The neighbor island counties each set their own prices.

Can a permit holder drive after dark?

Yes. Evening driving is fine with any licensed adult 21 or older, but from 11 p.m. until 5 a.m. a learner under 18 needs a parent or guardian in the passenger seat.

Does the 180-day clock start when my teen passes the online test?

No. It runs from the date the permit is issued at the licensing center, so book that visit soon after the online pass.
