Hawaii drivers ed guide
Every Hawaii driver under 18 finishes a state-certified course, 30 classroom hours plus 6 hours in the car, before the provisional license road test. HDOT writes the rules and the four county DMV offices issue the licenses. Adults take the tests without a course, and tickets go to the District Courts, where a judge may order a driving class as part of the penalty.
