Your South Carolina Beginner's Permit, From Branch Visit to Road Test

This page is for a South Carolina teen about to turn 15, the parent who will sign, and any adult starting from scratch. The permit is called a beginner's permit here, and you earn a regular Class D one at 15 or older by passing an eye screening and a knowledge test at an SCDMV branch. The one decision to make early is timing, because the clock starts on issue day: teens wait at least 180 days before the road test, adults at least 30. In October 2026 the test was $2.00 and the permit $2.50.

Step by step

  1. Pick up the correct manual

For a car permit, study the South Carolina Driver's Manual. Motorcycles and mopeds have their own manual, and SCDMV posts a practice test online.

  2. Gather originals, not copies

You need proof of identity, U.S. citizenship and birth date, your Social Security number, and proof of where you physically live in South Carolina, dated in the last nine months. Tick each one off Form MV-93, or MV-94 for non-citizens.

  3. Under 18? Bring a qualified adult

A parent, guardian or another adult who qualifies under Section 56-1-100 signs in front of SCDMV staff and shows photo ID. A driver training school representative may submit the consent instead.

  4. Get there before 4 p.m.

SCDMV wants permit applicants in the door before 4 p.m. for the knowledge test. The eye check comes first, unless your eye doctor already sent results electronically.

  5. Pay, then carry the paper certificate

Passing costs $4.50 in total ($2.00 test, $2.50 permit). The card itself is printed at a central site and mailed, so the temporary certificate is what you carry on practice drives.

  6. Circle the date on a calendar

Write down the issue date. Teens can road test on day 181; adults on day 31.

Who is eligible

The door opens at 15 for both the car permit (Class D) and the motorcycle permit (Class M). Under Section 56-1-50(F), someone who has never been licensed must begin with a permit, so even a 30 year old beginner cannot skip straight to the road test.

Big vehicles follow a different rule. Class E and Class F permits, for large trucks and RVs that do not need a CDL, are open only to applicants 18 or older, and SCDMV publishes a separate manual for those tests.

Before the branch visit: your documents

SCDMV takes originals or copies issued by a government office, nothing else. A U.S. citizen proves identity and citizenship with a government-issued birth certificate or a valid U.S. passport, gives a Social Security number, and shows a current physical South Carolina address on a document dated within nine months. Most teens have no bills in their own name, so look at Form MV-93 to see which address documents work for them.

Want the first card to be a REAL ID, with the star? Then bring a second address proof. Any document needing translation goes with SCDMV's Translation Document form, DL-4030. Non-citizens who are lawfully present follow Form MV-94, where immigration papers take the place of a birth certificate.

  • Identity, citizenship and date of birth
  • Your Social Security number
  • A South Carolina address document from the last nine months (two for REAL ID)
  • Name change papers, if your name no longer matches your birth certificate
  • Glasses or contacts, if you need them to see the eye chart

At the branch: eye check and knowledge test

The vision screening is done at the counter unless an eye care provider has already sent your results to SCDMV electronically, which shortens your visit. Fail the branch screening and a licensed eye doctor fills in SCDMV Form 412-NC, the Certification of Vision Examination, and sends it in through the SCDMV portal.

Questions come from the Driver's Manual: signs, signals, who yields to whom, and South Carolina traffic law. Every attempt is $2.00, so keep taking SCDMV's practice test until passing it feels easy. Since November 2024, Section 56-1-50(A) has the permit issued once you pass the knowledge examination, instead of after every part of the exam except the road test.

After you get it: who rides with you, and when

From 6 a.m. until midnight, a Class D permit lets you drive with a licensed driver who is 21 or older, has a year or more of experience, and is sitting next to you. After midnight and before 6 a.m., that person has to be one of the qualified adults in Section 56-1-100, such as your parent, your guardian or whoever has custody of you.

Carry the permit on every drive: under Section 56-1-50 it only counts while it is physically with you. Motorcycle permits have looser rules. On a Class M permit you can ride by yourself in daylight hours, 6 a.m. until 6 p.m. (8 p.m. in daylight saving season); outside those hours a licensed motorcycle rider aged 21 or more has to stay within safe viewing distance.

Here is how a typical teen timeline runs. Get the permit on your 15th birthday and day 181 falls about six months later, right around the date you turn 15 and a half, the youngest age for a Conditional license. You need to have reached both before you test.

If your permit is running out

A permit runs 12 months, and renewing a regular one costs $2.50. Online renewal is open to U.S. citizens with a Class D, E or F permit, but only when all of these are true: it expired no more than nine months ago, your Social Security information checks out, the permit is not under suspension, and you did not use online or mail renewal last time. Before you start, your eye care professional must file Form 412-NC results electronically.

You cannot renew indefinitely. An examiner who thinks you are not seriously trying to pass the road test can refuse a renewal. Motorcycle permits allow three renewals and no more, and anyone who fails the motorcycle skills test three times must complete an SCDMV-authorized safety course before getting licensed.

Moving in with another state's permit

A valid permit from another state lets you keep practicing here. After a permanent move, trade it for a South Carolina beginner's permit, and SCDMV counts the time you already held it, so the road test comes on day 181 for drivers under 18 or day 31 for those 18 and older. If the old permit has expired, you retake the vision and knowledge tests.

South Carolina teen drivers ed: common questions

What age can you get a beginner's permit in South Carolina?

Fifteen covers both the car (Class D) and motorcycle (Class M) permits. For the Class E or F permit used on large non-commercial vehicles, you must be 18.

What should we bring to the permit appointment?

Originals: a birth certificate or similar proof of identity and citizenship, the Social Security number, and a South Carolina address document no older than nine months. Anyone under 18 also brings a qualified adult with photo ID. Every accepted item is on Form MV-93.

Can a permit holder drive solo?

Not on a car permit. Until midnight, any licensed driver aged 21 or more with a year's experience can ride beside you; after midnight and before 6 a.m., it has to be a parent or another qualified adult.

How long does the permit last?

A year. Renewal costs $2.50, and many U.S. citizens can renew online if the permit has been expired nine months or less.

How long until the road test?

At least 180 days for drivers under 18 and at least 30 days at 18 or older. The adult rule has applied since November 13, 2024.

What does the permit cost?

Two dollars per knowledge test try and two fifty for the permit, using October 2026 fees. Renewals and duplicates cost $2.50 too.

My teen fails the knowledge test. What then?

Each new attempt costs another $2.00. Use SCDMV's practice test to target the weak areas before going back.
