Behind the Wheel in Pennsylvania: Planning the 65 Hours

This page is for Pennsylvania parents about to supervise a permit driver, and the question you face is how to get 65 hours done well inside six months. Every driver under 18 needs at least that much supervised time, with 10 hours after dark and 5 in bad weather, plus 6 months on the permit before the road test. You certify the total on Form DL-180C. Professional lessons are a separate matter: an approved drivers ed course includes 6 hours with an instructor and is only required for an early regular license.

Step by step

  1. Open the PennDOT guidebook

Your teen receives The Parent's Supervised Driving Program with the permit. Use its lessons to decide what each batch of hours should work on.

  2. Plan the dark and the weather

Ten hours at night and five in rain, snow or fog do not fit into the last week, so build them into the first few months.

  3. Keep a log for yourself

PennDOT will not collect one, but you sign under oath that the hours happened. A simple dated record makes that signature truthful.

  4. Cover the distracted driving material

DL-180C also confirms your teen printed or viewed PennDOT's distracted driving materials, so go through them before test day.

  5. Sign DL-180C the right way

Your signature needs a witness: a notary, a PennDOT examiner, a certified private examiner, or the drivers ed teacher who gives the final skills test. The original goes with your teen on test day.

Before you start: what the 65 hours must include

State law sets 65 as the floor, with at least 10 of those hours in darkness and at least 5 in poor weather. There is no separate highway or city quota, but the examiner will watch lane use, turns, stops and parking, so practice all of them.

Only hours driven after the permit is issued count, and the road test cannot come sooner than 6 months after that date. Spread evenly across six months, 65 hours is about two and a half hours a week.

A sample week: two 30 minute school runs, one longer Saturday drive of an hour and a half on mixed roads. In November and December, those school runs happen in the dark, which takes care of night hours without staying out late.

Before you start: who can supervise

Whoever rides along takes the front passenger seat. Licensed and 21 or older qualifies anyone; from 18, only a licensed parent, guardian, spouse or stand-in parent qualifies. Note that the DL-180C you sign says the hours were supervised by licensed drivers 21 or over.

An 18 year old friend does not qualify. The same thinking applies after the road test: during junior curfew hours, only family (parent, guardian or spouse) counts, never a friend who just turned 18.

At the end: Form DL-180C

The form is one page, signed under oath. By signing, you swear to two things: the 65 hours happened (with the night and weather minimums met), and your teen has gone through PennDOT's distracted driving material, on paper or on screen. A parent, guardian, stand-in parent or spouse aged 18 or more may sign.

A notary is needed only if the signing adult will not be at the center for the skills test; otherwise the examiner watches you sign. Without the original form, there is no test.

If you add professional lessons

Department of Education approved programs combine 30 theory hours with a minimum of 6 in the car. Not every provider does both: the list flags driving-only schools with BTW, and others handle theory alone.

Instructor lessons are not needed for a junior license. They matter only for a teen chasing a full license six months early, at 17 and a half, because the DL-59 application needs the course certificate attached.

Making lessons and family practice work together

Instructor time can go toward the 65 when the instructor is licensed and at least 21, because the rule is about licensed supervision, not about who that supervisor is. Ask the school to note the hours so you can include them honestly on DL-180C.

Many families book a few lessons at the start to set good habits, then use family hours for volume. If your teen is nervous, ask whether the school car has a second brake for the instructor; it calms parents too.

On road test day

The test day folder: permit, signed DL-180C, registration and insurance cards for the car, and your license. No copies. Expect the examiner to check the car over before you start.

PennDOT centers and PennDOT-certified private testers give an identical exam; the private ones simply set their own price. Rehearse the box parking task, where the car fits between two poles in a 24 by 8 foot space. A teen who fails waits a week or more before the next try.

After the road test

Passing earns a junior license, which keeps your teen home from 11 at night until 5 in the morning and limits how many under-18 friends can ride. Keep riding along at night and on highways during that first year, since the passenger limit only loosens for a teen with a clean record.

Pennsylvania teen drivers ed: common questions

How many hours must a Pennsylvania teen drive before the road test?

Sixty-five or more, including 10 after dark and 5 in poor conditions, and you sign for them on DL-180C.

Do we have to turn in a log?

No. PennDOT does not collect one, but since you sign DL-180C under oath, a dated log is the sensible backup.

Does DL-180C need a notary?

Only if you will not be at the test. If you come along, you sign in front of the PennDOT examiner.

Can my 18 year old nephew supervise?

No. At 18 only a parent, guardian or spouse qualifies. Everyone else must be a licensed driver 21 or older.

Are paid driving lessons required?

Not for a junior license. The 6 instructor hours of an approved course matter only for a regular license at 17 and a half.

What if my teen fails the road test?

A week, at minimum, before the next attempt. Three failures means extending the permit on DL-31 first.

Do driving school hours count toward the 65?

They can, when the instructor is licensed and 21 or older. Ask the school to record the time so you can include it on DL-180C.
