Your First D.C. Learner Permit, From Paperwork to Practice
This page is for a District teen about to turn 16, a parent helping with the paperwork, or an adult who has never driven. The decision ahead is where to sit the knowledge test, because you now have three choices. Whichever you pick, the permit is yours once you clear the eye check and the test and prove who you are, your Social Security number and that you live in DC. At October 2026 prices the permit is $20, with the test $10 more at a service center. It lasts two years, cannot be renewed, and lets you drive only from 6 in the morning until 9 at night with a licensed adult aged 21+ beside you.

Step by step
Build your document list online
DC DMV's Document Verification Guide tells you exactly what counts. Anything not on its published list is refused, and so are photocopies and notarized copies; bring originals.
Download the manual and practice
Printed manuals are no longer handed out, so get the PDF from DC DMV. The online practice test is a useful self-check, but its questions are not the real ones.
Pick your testing spot
Walk into a service center, reserve a seat at a proctoring center, or book a virtual test at home. Applicants of 16 or 17 bring the Parental Consent Form.
Finish at a service center
Read the eye chart, sit for your photo and pay $20. If you passed the test remotely, this visit has to happen inside 14 business days or you test again.
Drive on the paper permit
You leave with a temporary permit good for 45 days. The card follows by mail within 10 business days, and never to a P.O. box.
Before you apply: is this permit for you?
If you want to learn to drive in the District and have no valid license, yes. That covers teens turning 16, adults learning for the first time, and newcomers whose license from another state lapsed more than 90 days ago.
Your age decides what the permit means. Between 16 and 20, getting one enrolls you in GRAD automatically, with its waiting period and practice hours. At 21 or older it is simply your pass to practice and book a road test.
Before you apply: the paperwork
DC DMV sorts permit documents into categories and you need one from each. It also states flatly that it will not take any document missing from its published list, so work from the online guide rather than memory.
Under 18? Add DC DMV's consent form for parents, signed by your mother, father or guardian, with the relationship shown by a guardianship decree, adoption order or birth certificate. Everyone brings the completed DC DMV application for a license or ID card.
- Identity and birth date
- Lawful presence in the U.S.
- Your Social Security number
- Two current proofs of a DC address
- Parental Consent Form, ages 16 and 17
- The filled-in DC DMV application
Before you apply: REAL ID or Limited Purpose?
Most people leave with a REAL ID learner permit. Without a valid Social Security number or proof of lawful presence, you may still qualify for a Limited Purpose permit. You can learn to drive on it, but it will not work for federal uses such as getting through airport security for a domestic flight.
The REAL ID version lets you register to vote, become an organ donor, and add special, veteran and Selective Service indicators. The Limited Purpose version offers only organ donation and the special indicators.
On test day: what the knowledge test is like
Questions cover District traffic law, road signs and safe driving, all from the DC manual. Applicants aged 16 to 20 sit the GRAD version and get 75 minutes; everyone else sits the standard test with 60. DC DMV does not post the number of questions or the pass mark on its test page, so ask when you check in if you want to know.
Service centers test in 15 languages, among them Vietnamese, Mandarin, Korean, French, Amharic and Spanish, and nine more were added in December 2025. If reading is hard for you, ask for the audio-assisted version.
Do not bring anything into the test you might glance at. A phone, a watch, notes or a word to someone next to you counts as cheating: an automatic fail and a 60 day wait. Smart glasses and other recording wearables are restricted too.
On test day: the at-home option
The at-home option dates from October 2022: you book on the web and a certified proctor watches over camera. Motorcycle and CDL exams are excluded; standard and GRAD tests are not. Price check at October 2026: $49.95 at home, $39.95 at a proctoring site, $10 at a DC DMV counter.
You see your result immediately. Passing remotely is only half the job, though: the result expires unless your documents reach a service center inside 14 business days.
Example: a teen who passes the virtual test on a Friday evening has until about three weeks later, counting only business days, to show up at a service center with the folder. Book that visit the same weekend.
If you fail the knowledge test
Take three whole calendar days off; day four is your retry. Remote retakes need a fresh booking, and every attempt is paid for again.
Rack up six fails within a year and attempt number seven is barred until a year has passed since fail number one. A week of honest study with the manual costs far less than that.
After you get it: the permit rules
Section 50-1401.01 of the D.C. Code lets a permit holder drive only from 6 in the morning until 9 at night, only for personal reasons and never for hire, and always with a belted, licensed driver aged 21 or older in the seat next to them.
Phones and other devices are banned outright for permit holders by Section 50-1731.05, hands-free setups too, unless it is an emergency, and getting caught costs $100. Any broken permit rule also brings a 30 day suspension for a first offense, and those days are tacked onto the six month wait.
If the permit expires, goes missing, or came from another state
For citizens, the REAL ID permit expires after two years and there is no renewal. Run out before you pass the road test and you start again: new application, new knowledge test. A replacement permit is $20.
Coming from another state with a permit, and under 21? The statute says you can get an equivalent District permit, subject to District rules, yet DC DMV's own permit page says such applicants sit the DC knowledge test. Call DC DMV on (202) 737-4404 before going to find out how much of your earlier permit time is credited.
What can stop a permit at the counter
Debts to the District, or moving violation fines left unpaid in some other state, will get your application refused. Settle those first so the trip is not wasted.
Bring a card or cash; paying by card adds 2.5% at October 2026 rates.
Washington, D.C. teen drivers ed: common questions
What is the minimum age for a D.C. learner permit?
Sixteen, and anyone under 18 must also bring consent signed by a parent or guardian.
What does the permit cost in total?
At October 2026 prices, $20 for the permit plus the test: $49.95 at home, $39.95 at a proctoring site, or $10 at a service center. Fail or pass, the test fee is not refunded.
Can I sit the permit test from home?
Yes, by booking a virtual test with a remote proctor. You still have to visit a service center with your documents inside 14 business days to get the permit.
Can a D.C. learner permit be renewed?
No. A citizen's REAL ID permit lasts two years and then you apply and test again.
Can I practice after dark on a permit?
Not after 9 p.m. Permit driving is limited to 6 in the morning through 9 at night, with a licensed adult 21 or older in the next seat.
Which languages are offered?
Fifteen at service centers, Amharic, Arabic, Spanish and Vietnamese among them, and nine further languages since December 2025, with audio and phone interpreter support too.
What happens if I am caught with my phone during the test?
DC DMV treats it as cheating. The attempt is scored a fail and you are barred from retesting for 60 days.
