The Iowa Instruction Permit: What Families Need for Day One

This page is for Iowa parents of a teen about to turn 14, the age when the instruction permit (Iowa's name for a learner's permit) opens up. The main choice to make early is where your teen takes the knowledge test, because Iowa now lets you give it at home. After that come an eye check and your written consent, either in person or on Form 430018. Under Iowa Code 321.191 the permit costs $6, and it can last as long as four years.

Step by step

  1. Hit the manual and the practice test

The test covers Iowa traffic law and road signs. The DOT's practice version pulls 25 questions at random from the real question pool, and your teen can take it again and again.

  2. Choose the test location

Your teen can test at the counter (DOT center or county treasurer), at a participating school, or at home under your supervision.

  3. Sort out consent

Come along and sign in person, or complete Form 430018 ahead of time and send it with your teen.

  4. Collect the papers

Three things: a main identity document, something showing your Iowa address, and something showing the Social Security number. The DOT website will build a personal list.

  5. Book the in-person visit

Even after testing at home or at school, the permit is issued face to face, where your teen also passes the eye check and pays $6.

Before you start: who qualifies

Licensing in Iowa starts at 14. Between 14 and 18, a teen who passes the eye and written checks, with a parent's consent on file, can carry a permit for as long as four years. That consent is not optional: Iowa Code 321.184 requires it for any permit or license issued to an unmarried minor. The adult who signed can also take it back in writing later, and doing so cancels the permit.

Adults can apply too. For them the permit is just a way to practice legally; there is no required holding time, and the road test does not depend on having one.

Test day: three places to take the knowledge test

Iowa now lets most families avoid a DMV line for the written test. Besides the usual DOT center or county treasurer counter, a participating school or agency can host it under Skip the Trip, or you can run it yourself at the kitchen table.

Home testing comes with conditions. It opens when your teen is 30 days shy of 14 and closes at 18. You must hold a valid Iowa license yourself. A laptop or desktop with internet is required; phones and tablets are refused. After you send in the proctor application, approval takes one to two weeks, and the emailed link works for three days only.

A passing score is good for about six months (180 days) wherever it was earned. After a fail, the examiner decides when your teen may try again.

Example: if your son turns 14 on October 1, you can apply to proctor in early September, have approval in hand by mid-September, and give him the test in the days before or right after his birthday, then book the permit visit.

At the counter: documents and consent

Pack a main ID (for most teens, the certified birth certificate or a passport), a paper showing your Iowa address, and one showing the Social Security number. Mention any health or eyesight issue that could affect driving; the DOT will want details.

Consent can be signed at the counter or on Form 430018 beforehand. You will sign again when your teen moves to the intermediate license and again for the full license, as long as they are under 18.

After you get the permit: what it allows

There is no curfew on the permit, but there is always a passenger in the next seat. That person holds a license and is you or another parent, guardian or custodian, a close relative aged 21 and up, an instructor, or an adult 25 and up you have approved in writing.

Driving alone to school or work requires the separate school license. Other limits: no handheld phones or gadgets at the wheel, one rider per belt, and no commercial vehicles, no heavy vehicles of 16,001 pounds and up, and no motorcycles unless your teen has the motorcycle license.

Instructor tip: put the phone in the glove box before every practice drive, yours included. Teens copy what the supervisor does.

If something goes wrong on the permit

Tickets, at-fault crashes and broken permit rules all count against your teen. The DOT's own summary: a warning letter, maybe with a suspension, the first time; a 30 day suspension the second time. The rule for graduated drivers sets minimum suspensions of 30, 60 and 90 days for the first, second and third violation.

Each slip also resets a clock, since the intermediate license needs the six months right before the application to be clean. In effect, every offense pushes that license back half a year.

If you are moving to Iowa with a permit

Months on a similar permit back home are credited toward Iowa's waiting periods. A permit-only teen still sits the Iowa written test, though. And if that teen, at 14 to 17, wants the school license, the requirements are an Iowa approved course plus six clean months on a valid permit.

For a 16 year old with a year on a permit or intermediate license already, the step to Iowa's intermediate license takes 20 logged hours (2 after dark) and approved driver ed. A certificate from another state's course must be converted by an Iowa instructor, and that instructor can request a DOT road test.

Iowa teen drivers ed: common questions

What age can my teen get an Iowa permit?

14, with your consent, a passed written test and an eye check.

Can I give my teen the permit test at home?

Yes, once the DOT approves you as proctor. Your teen uses a computer and can start 30 days before turning 14.

What does the permit cost?

Six dollars, according to both the statute and the DOT. It can last four years.

Who may supervise my teen on the permit?

Any licensed person from this list: you or another parent, guardian or custodian; a close relative 21 and up; an instructor; or an adult 25 and up you have authorized in writing.

When do we need Form 430018?

When neither you nor a guardian can be at the appointment. Your teen brings the signed form in your place.

Can my teen drive to school alone on the permit?

No. That takes the school license, which needs six months on the permit and finished driver ed first.

Can I withdraw my consent later?

Yes. Iowa Code 321.184 lets the adult who consented withdraw it in writing, which cancels the permit.
