Ohio Learner's Permit: Getting the TIPIC Right the First Time
This page is for an Ohio teen nearing 15 and a half, the parent who will co-sign, and any adult starting out. What other states call a learner's permit, Ohio calls a TIPIC, short for temporary instruction permit identification card. The decision in front of you is whether to take the 40 question knowledge test at home or at an exam station; either way you need 75 percent plus a vision screening, and then a 60 day window opens to have a deputy registrar issue the card. It costs $26.50 as of October 2026. Teens keep it six months or more; adults keep it until they pass the road test.

Step by step
Read the Digest first
Work through the Digest of Motor Vehicle Laws and then take the short sample test on the BMV site. Expect questions on traffic signs and motor vehicle rules.
Decide on home or exam station
Home testing needs a webcam-equipped computer, plus a supervising adult for anyone under 19. For in-person testing, take your identity documents to a driver exam station.
Get 30 right out of 40
That is the 75 percent line. After a fail, wait a day or more; in person you can keep retaking, online you are limited to two tries in six months.
Collect the paperwork
Proof is needed of your name and date of birth, your Social Security number (if you have one), your citizenship or lawful status, and your Ohio address. The BMV's acceptable documents list tells you what qualifies.
Buy the permit before 60 days run out
At the deputy registrar, home testers get their eyes checked, the co-signer presents ID, and you pay. Any Ohio ID card you hold is surrendered.
Start the course and the log
If you are under 21, enroll with a licensed driver training school and begin the 50 hour log. Keep the permit on you every time you drive.
Before you apply: who uses the TIPIC
Fifteen and a half is the floor and there is no ceiling. A teen beginning the graduated path and a 40 year old who never learned to drive get the very same card; what changes is the set of rules for using it.
Former Ohio drivers can end up here too. An Ohio license that lapsed over six months ago, and is not suspended, puts you back at the permit stage. When the lapse is between six months and two years, the BMV charges $29.50 for the operator permit.
Before you apply: the papers
Ohio wants proof of five things: full legal name, birth date, Social Security number if you have one, citizenship or legal presence, and where you live in Ohio. Most teens cover it with a passport or birth certificate, a Social Security card and a bank statement or utility bill in a parent's name at the same address. Check each item against the BMV's online checklist of acceptable documents.
Choose your card type before the visit. A compliant card carries a star and requires two proofs of Ohio address from two different sources. A standard card does not. For any first card, the identity documents are required whichever you pick.
On test day: testing from home
BMV Online Services lets you test from home on a laptop or desktop with a webcam that works. Phones and tablets are refused. The system verifies your Social Security number and looks at your BMV record before the first question.
An adult must stay with any applicant aged 15 and a half to 19 for the entire test. Identity verification applies to that adult and to applicants aged 19 and up. If verification fails or a suspicious activity warning appears, the online attempt is over and you go to a driver exam station.
- Online testing is closed if your record shows a suspension or a medical flag
- So does an active license from another state
- Moped, motorcycle and CDL applicants test in person
- Anyone needing special assistance tests in person
On test day: languages and accommodations
You can take the test in text and audio in English, Spanish, Somali, Arabic, French, Haitian Creole, Russian, Chinese and Japanese, or by American Sign Language video. Exam stations will hand you a paper test if you ask.
For a language not on that list, book a proctored test at an exam station and bring your own interpreter; you still have to read road signs in English. Disability accommodations should be requested ahead of time from the Department of Public Safety's ADA unit at [email protected].
At the counter: the co-signer for anyone under 18
A minor who is not emancipated must bring an adult prepared to accept the duties that Ohio Revised Code 4507.07 places on a co-signer. Usually that is a parent or guardian, and they show their own license or ID card to sign.
The signature has consequences down the road. If needed, the co-signer can turn in the teen's permit or license and request that the BMV cancel it, and if the permit has not expired, a different co-signer can take over without the teen retesting.
Once you have the permit: who can ride with you
Until 16, a permit driver's companion has to be a parent, guardian or custodian, a licensed driving instructor, or an adult 21 or over acting in loco parentis. At 16 the circle widens to any licensed driver at least 21 years old, apart from the hours of midnight to 6 a.m., which call for a parent, guardian or custodian or a licensed adult of 21 or more listed on a notarized BMV 2438.
An adult permit holder needs a licensed companion aged 21 or more. At any age, the companion must be sober, all occupants belt up, and the driver keeps hands off phones and every other wireless device.
Counting down to the road test
Under 18, you hold the TIPIC six months or more, complete driver education and log 50 hours before testing for a probationary license. At 18 to 20 there is no holding period, though the full course and the 50 hours still apply.
At 21 and up you can test as soon as you are ready. A TIPIC expires a year after it is issued, so fit your practice and test into that year.
Example: a teen who buys the TIPIC the day she turns 15 and a half can test on her 16th birthday at the earliest, which is also the first day Ohio would license her.
Ohio teen drivers ed: common questions
What does TIPIC stand for?
It is the temporary instruction permit identification card, which is how Ohio names its learner's permit. It also serves as photo ID while you hold it.
How hard is the knowledge test?
There are 40 multiple choice questions about road signs and traffic law; get 30 right and you pass.
Can I take the test on my phone?
No. Online testing needs a laptop or desktop with a working webcam, and an adult must supervise anyone under 19.
What does the permit cost?
As of October 2026, $26.50 with the deputy registrar fee included. Someone returning to a permit because an Ohio license lapsed over six months ago pays $29.50.
Who can supervise me on a permit?
Before 16, a parent, guardian, custodian, licensed instructor or adult 21 or over acting in loco parentis. From 16, anyone licensed who is at least 21, though late night drives between midnight and 6 a.m. need a parent, guardian, custodian or an adult listed on a notarized BMV 2438.
I passed but did not buy the permit within 60 days. Now what?
The pass expires. Sit the knowledge test and the eye check again before going back to the deputy registrar.
How long is the permit good for?
Twelve months from issue. A teen needs six of those months, at minimum, before the road test.
Does my parent need to bring ID?
Yes. The co-signer shows their own driver license or ID card when signing for a minor.
