Getting a Learner's Permit in Massachusetts, Step by Step

This page is for anyone about to apply for a Massachusetts Class D learner's permit, whether a teen turning 16 or an adult starting late. The one decision to make before you book is REAL ID or standard, because that decides which originals you carry in. After that the path is the same for everyone: an online application, a visit to an RMV Service Center or AAA branch, an eye check, and a 25 question exam where 18 right answers pass. The fee is $30, and the permit lasts 2 years. Under 18, it has to be held 6 months with a clean record before any road test.

Step by step

  1. Fill in the form on myRMV

If you have ever had a Massachusetts card, sign in with MyMassGov first. For an applicant under 18, a parent or guardian completes and signs the consent part.

  2. Reserve your visit

Choose a Service Center, or a AAA office if you are a member. Let the clerk know whether you plan to test on site or online from home.

  3. Hand over originals and read the chart

The clerk checks identity, Social Security and address papers. The vision test looks at your field of view and whether you can tell basic colors apart.

  4. Answer the 25 questions

You need 18 correct before 25 minutes run out. Testing at home means a computer with a camera, a quiet room and nobody else in it.

  5. Practice by the rules from day one

Always have a qualified supervisor beside you and the permit on you. Teens should enroll in the driver education program now and start the 40 hour log.

Before you book: are you eligible?

Check five boxes: you are 16 or older, you live in Massachusetts, you owe nothing to any state, you meet the RMV's Class D medical standards, and you do not already hold another state's permit or license. That last point matters for newcomers, who convert their old credential rather than starting fresh.

Teens need consent in writing, which is given by signing the application. The signer can be a parent, a legal guardian, a boarding school headmaster or the Department of Children and Families. When it is not a parent, bring papers proving the signer's authority to the appointment.

Before you book: gathering documents

Every item has to be an original. Photocopies, laminated cards and pictures on your phone are all refused, and anything in a foreign language must come with a certified translation. Pick REAL ID or standard before you start digging through drawers, since the two lists differ.

A REAL ID permit takes four documents, listed below. A standard permit takes fewer, and the Work and Family Mobility Act, in effect from July 1, 2023, lets eligible residents get one regardless of immigration status.

  • One document for birth date and lawful presence: a U.S. passport or certified birth certificate, for example
  • One document with your entire Social Security number: the card, a W-2 or a pay stub
  • Two Massachusetts address documents: a lease, a mortgage statement or a recent utility bill
  • Legal name change records if your name no longer matches your lawful presence document

Before the exam: what to study

Questions come from the Class D driver's manual. Expect road rules, what happens when you drive after drinking or using drugs, the Junior Operator Law, and how to share the road with cyclists, people on foot and pedestrians who are visually impaired. Teen penalty questions show up often, so learn them even if you are an adult.

There are 37 language versions. The American Sign Language exam is given only at a Service Center, and you should book that visit for 2:30 p.m. or earlier. At $30 a try, reading the manual properly is cheaper than guessing.

On exam day: testing from home

Home testing opens only after the in-person visit confirms your documents; the RMV then emails you login details. Use a computer (phones and tablets are not allowed) running a current version of Chrome or Edge, with the camera on the whole time. Photos are taken at the start, at the finish and at random moments in between.

The room rules are tight. No other person, not even a baby, and no pets. No phone or smartwatch within reach, no hat, mask or sunglasses, no manual and no web searching. If you cannot guarantee all of that, test at the Service Center.

On exam day: accommodations and interpreters

If a disability makes the regular exam hard, ask the Service Center manager on the day for more time or a paper version; neither needs to be booked ahead. A one-on-one oral exam is different. Arrange it in advance by calling 857-368-8105, and bring written proof such as a letter from a doctor or an IEP.

To request a spoken exam in another language, or an ASL or ASL/CDI interpreter, email RMV Interpreter Services at [email protected]. Include your name, phone number, email address, the language you need and the location you prefer.

After you pass: rules for every drive

Your supervisor must sit beside you, hold a license, be 21 or older, and have at least a year of driving behind them. If you are under 18, you cannot drive from midnight until 5 a.m. unless that supervisor is your parent or guardian, licensed for a year or more.

Keep the permit on you every time, and do not cross into a state whose law bars permit drivers from other states. Even after you pass the road test, you are still a permit holder until every fee and document is in.

After you pass: fees, expiry and a lost card

The $30 application and exam fee (October 2026) can be paid by cash, check, money order or card, depending on the location. The permit lasts 2 years, or less if your authorized U.S. stay ends sooner. Once it expires you reapply and take the exam again.

A replacement for a lost or damaged permit costs $15 online. Teens, watch the date: a permit issued at 16 runs out at 18, so do not let the course and the six month hold drag past it.

If you are new to Massachusetts: converting a permit

The RMV will convert a permit that is less than 2 years old if it came from Canada, Mexico, D.C., Puerto Rico, another U.S. state or a U.S. territory. Bring a certified driving record from that place, dated within the last 30 days, plus your usual documents and $30. Commercial learner's permits and permits from other countries are not converted.

Under 18, your old driver education has to meet Massachusetts standards or you take the course here. After that, all the Junior Operator rules apply before the road test.

If something goes wrong: teen permit suspensions

A permit holder under 18 who is found responsible for breaking the permit restrictions gets suspended, and the six month hold restarts. Speeding on a permit means 90 days suspended and a brand new application. Using a phone at the wheel also brings a suspension, plus a fine.

Junior operators have no hardship license to fall back on, so a single ticket can push the road test back months. Keep practice drives slow, hands-free and inside the allowed hours.
